The Rescheduled Meeting of the Parking Commission was called to order at 3 :00 P.M. by Chairman Kettle in the Council Chambers, 5938 North Kauffman Avenue, Temple City, following which he led the 2. Pledge of Allegiance to the Flag. 3. ROLL CALL: Present: Commissioners: Kettle, Martin, Merrit and Nunamaker Absent: Commissioners: Saunders Also Present: City Manager Koski Assistant City Manager David Recupero Public Works Director Pizzorno Traffic Engineer Envall Commissioner Nunamaker stated he had spoken to Commissioner Saunders presently very ill at the Huntington Hospital. As she is unable to attend, she asked that the record show an excused absence. It was moved by Commissioner Nunamaker, seconded and unanimously carried that Commissioner Saunders' absence be excused. 4 APPROVAL OF MINUTES: It was moved by Commissioner Nunamaker, seconded by Commissioner Martin and carried that the Minutes of the Adjourned Meeting of November 8, 1967 be approved as written. OLD BUSINESS 5. PARKING DISTRICT - Prohibiting Back -In Parking Director of Public Works Pizzorno stated there were two questions to be considered, (1) Type of signing, and (2) Whether trucks would be included in the restrictions. He went on to state that the City Council referred this matter to the Parking Commission for their recommendation. He then showed the Commission alternatives for possible consideration for signing of the back -in restriction, and showed diagrams and photographs of the Parking Lots, indicating where the signs should be placed. After further discussion, Commissioner Martin moved, seconded by Commissioner Merritt, and unanimously carried, that it be recom- mended to the City Council that green and white trapezoidal signs measuring 36 inches at the top and 30 inches high reading "Enter" or "Exit" as appropriate, and the words, "Back -In Parking Prohibited, T.C. Ord. 68 -261" be installed at the entrances of Parking Lots 3, 4, and 7, and that signs of the same color and size reading "Public Parking Back -In Parking Prohibited, T.C. Ord. 68 -261" be installed at the entrances of Lots 1, 2, 5 and 6. After further discussion of the Ordinance, Commissioner Nunamaker moved, seconded by Commissioner Martin, and unanimously carried that it be recommended to the City Council that proposed Ordinance 68 -261, as amended, exempting all trucks in excess of three ins gross weight from the provisions of this ordinance be approved by the City Council. Parking Commission Minutes NEW BUSINESS 6. PARKING COMMISSION BUDGET -2- February 15, 1968 A review of the standard accounts was read by the Director of Public Works Pizzorno, who reminded the Commission of the City Council Study Session of March 18 to review the Public Works Budget. City Manager Koski arrived at 3:55 P.M. and stated he wanted to bring to the attention of the Commission the budget items of maintenance of the mall, possible acquisition of new malls and that we are no longer tied to the 1943 Parking Lot Law si „ce recent legislation permits the use of 1911 Improvement Act for acquisition of off - street parking facilities. City Manager Koski stated that as a matter of information, Mr. Peterson, owner of the parking lot behind the Sprouse - Reitze Building, offered to dedicate this property to the City if the City would improve it in the form of a public parking lot and mall. He went on to state that the property owned by Mr. Clyde Hunter was offered to the City for purchase, as well as two lots south of Fisher's Drug on Camellia Avenue, owned by the Parking Association, to be used as parking lots. The following is a summary of the Commission's feeling concern- ing the Parking Commission Budget for Fiscal 1968 -1969: (a) Traffic Engineering - $600. This will provide for adequate staffing and studies by the staff or contract services. (b) Design Engineering - sufficient funds be budgeted for the purpose of expansion of the malls and parking lots. (c) Maintenance and repair - sufficient funds be budgeted for maintenance and repair, including annual striping of the lots, maintenance of signs, sprinklers, etc. (d) Provide sufficient funds for possible new signs or striping. 7. COMMUNICATIONS - There were none. 8. MATTERS FROM CITY OFFICIALS Commissioner Nunamaker pointed out that as the City grows we will have to spend more money for surveys as only if we have the information can we make better decisions. Commissioner Kettle suggested that the amount for surveys in the budget be set at $600. Commissioner Nunamaker reminded the Commision that Mr. Clyde Hunter and a Mr. Graham of Graham's Music Store might be interested in serving on this Commission.. Director of Public Works Pizzorno stated that no official action by the Commission is in order, but that he would remind the City Manager of this situation so that appropriate action may be taken. Chairman Kettle requested that a change in the Commission Chairmanship be placed on the agenda for June 12. The publication "Down Town” was reviewed and it was decided that, the Commission would not subscribe at this time. " " " Parking Commission Minutes 9 ADJOURNMENT -3- February 15, 1968 There being no further business, it was moved, seconded and unanimously carried that the meeting be adjourned to the next regular meeting to be held Wednesday, June 12, 1968, at the City Hall, 5938 N.
