(PARKS TAX ISSUE)
CALL TO ORDER
The City Council Work Session of January 6, 2005, was convened at 6:00 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Berry, Brown, Crane, Ferguson, Layton, martin, and Viessman
Absent: Harvey, Schnitzler, and Vogel
DISCUSSION
Mayor Landwehr began the meeting explaining how the meeting would be conducted. Each
speaker would be limited to five minutes.
The following speakers were on the agenda and addressed the City Council in support of
the half cent sales tax and with no sunset clause:
Anne Lock, former president and current board member of the Parks and Recreation
Commission
Kay Toft, former president of the Parks and Recreation Commission and current
president of the Jefferson City Parks and Recreation Foundation
Linda McAnany, representing People for Parks and Progress
Celeste Koon, 1017 Holly, and Evelyn Loethen, 731 Hobbs Road, addressed the
City Council in support of the half cent Parks sales tax. They also opposed a sunset
clause.
George Hartsfield, director of the local YMCA and head of the Committee on Accountability
in Local Government, addressed the Council and distributed the attached correspondence
to the Council which stated his committee would only support the half cent Parks sales
under two conditions. One, that there be a five year sunset clause and two, that the City
conduct a management audit. Mr. Hartsfield answered several questions from City Council
members.
The following citizens then addressed the City Council in support of the half cent Parks
sales tax and against the sunset clause:

The City Council took a ten minute break at 7:35 p.m. The City Council reconvened at
7:45 p.m. Next on the agenda was Council discussion. Council members Brown,
Viessman, Martin, Crane, Layton and Ferguson all addressed the issues brought up by
the previous speakers. Specific attention and discussion involved the amount of the
sales tax, the sunset clause and the recommended management audit.
ADJOURNMENT "!
After a lengthy discussion, Councilman Berry moved and Councilman Viessman
seconded to adjourn the work session. The workshop adjourned at approximately 8:00
p.m.
