HomeMy Public PortalAbout20050114 BB work sessionCOUNCIL WORK SESSION JANUARY 14, 2005 CALL TO ORDER 1 The Council "Brown Bag" Work Session of January 14, 2005, was convened at 12:05 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present when the meeting convened: Present: *Berry, Brown, Crane, Layton, Harvey, Martin, Schnitzler, and Vogel Absent: Ferguson, and Viessman DISCUSSION OF AGENDA ITEMS Items were not necessarily discussed in order that they appeared on the agenda. Bill 2004 -135: Councilman Kevin Brown made a motion to amend the agenda by the addition of Bill 2004- 135, seconded by Councilman Jonathon Schnitz ler and approved unanimously. Councilman Brown then explained that he will be requesting that the rules be suspended to accommodate the developer's need to move ahead with this project. Local attorney John Kuebler was present to represent the developer in this project, and explained he would be happy to answer any questions about the project, and apologized for the fact that he missed getting this to the city in time for addition to the agenda before today because he was unaware of the procedures for such items. The City Clerk was directed to add the item to the agenda, and City Counselor Nathan Nickolaus distributed copies of Bill 2004 -135 to the Mayor and City Council, staff, and media. *Councilman Michael Berry arrived at this point in the meeting (12:10 P.M.) 2004 -121: Councilman Cindy Layton asked questions about section 2 of this bill pertaining to definition of "retail uses ". Staff explained the definition. Bids: COUNCIL WORK SESSION JANUARY 14, 2005 2 Mayor John Landwehr asked that in the future, staff be prepared to explain the source of funds for bid items. 2004 -118: Councilman Michael Berry asked City Counselor Nathan Nickolaus to draft a substitute bill to include language for a "sunset clause" for the parks sales tax. He stated that, while he will be in support of the parks sales tax issue with or without a sunset clause, he thought it would be a good idea for the Council to at least hold discussion on the possibility of a sunset clause. A lengthy discussion was held, and City Counselor Nathan Nickolaus was instructed to draft a substitute bill in compliance with Councilman Berry's request. A motion was made by Councilman Kevin Brown to adjourn, seconded by Councilman Edith Vogel and approved unanimously at 12:30 P.M.
