HomeMy Public PortalAbout1992-05-05 Workshop Meetingt5U COUNCIL MINUTES WORKSHOP MEETING - MAY 5, 1992 A workshop meeting of the Bal Harbour Village Council was held on Tuesday, May 5, 1992 in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 4:05 p.m. by Mayor Stern. The roll was called and those present were: Also present: Mayor Estelle Stern Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman James E. Boggess Carole S. Morris, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilman Sol M. Taplin As a quorum was determined to be present, the meeting commenced. 2. Review of Ouarterly Financial Report: Mrs. Morris prefaced this review by stating that overall the financial status is sound. One item of concern is the sewer treatment expense. Gallonage charge for the sewer treatment plant has been reviewed and with Mr. Wheldon we are working closely with our consulting engineers to insure that the meters used for this calculation are accurate. At this time, it appears that the charges are correct. Another item of concern is that resort tax collections are somewhat less than anticipated, also interest income. Mrs. Morris stated she has been working with Mr. Walker on reviewing the Village's investment program. Assistant Mayor Hirschl stated that tourism was up in Sunny Isles and Miami Beach but down in Bal Harbour and this could be due to convention business. Mayor Stern questioned expenditure on telephones. Mrs. Morris explained that on cellular telephones have requested conversion to government rate has been requested, which should precipitate a substantial reduction in expense. Assistant Mayor Hirschl stated that detailed invoicing should be provided on all cellular telephone accounts. Assistant Mayor Hirschl expressed concern relative to insurance expenses, specially for the water fund. Mr. Walker explained that 90% is paid within the first three months. Mrs. Morris and Mr. Walker will review insurance charges for all departments. Discussion followed as to the resort tax collections. Assistant Mayor Hirschl questioned if an audit could be performed Workshop Mtg. 5/5/92 1 81 on Carlton Terrace in reference to Resort Tax. Mr. Walker stated at this time he felt an audit was not necessary. Councilman Blank stated that the renovation of the Sheraton Bal Harbour during the first quarter is one of the reasons for reduction in collection. Assistant Mayor Hirschl stated that the GMCVB is directing business elsewhere. 3. Other Business: Mrs. Morris stated in reference to the Collins Avenue project she has spoken to D.O.T. and was informed that their project will be postponed until after the Easter/Passover holiday, whichever is later. The project completion time has been reduced from 100 to 50 days. Mrs. Morris informed the Council that there will be a lighting demonstration on Collins Avenue Monday, May 18th at.approximately 8:30 p.m.and she has requested Mr. O'Leary to provide her with the cost of the fixtures and maintenance. Councilman Boggess questioned the last discission on holiday decorations. Mrs. Morris replied that Mr. O'Leary will make a recommendation. 4. Adjourn: A motion to adjourn was offered by Assistant Mayor Hirschl and seconded by Councilman Blank.
