Chairman Armstrong called to order the special meeting of the Parking Commission at 3:00 p.m. in Council Chambers of City Hall. 2. Commissioner Kettle led in the Pledge of Allegiance to the Flag. 3. Roll Call: Present: Commissioners Clark, Kettle, Millham, Nunamaker, Armstrong BUSINESS: 4. Chairman Armstrong stated that the special meeting of the Commission was called in order to consider a request from the Merchants Association of Temple City to use public parking lots in the Parking District for the purpose of having a Children's Pet Zoo from January 25 through February 6, inclusive. Planning Director Dragicevich, summarizing the request received by the City from the Merchants Association, outlined on the exhibit maps the area required for placement of the zoo, indicating the lots under consideration for this display were lots No. 5 and 8B, north of Las Tunas Drive, east and west of Temple City Boulevard, or possibly lot No. 7, north of Las Tunas Drive on the east side of Primrose Avenue. Mr. Dominic Mortellaro, 9629 Las Tunas Drive, spokesman for the Merchants Association, stated the tent which houses the animals is 30' x 60' and 27' high, self- contained, air supported, temperature controlled, requiring no stakes in the parking lot to support it, and that there will be an astro- bounce and kiddie ride in conjunction with the pet zoo. He estimated that this display would require approximately 16 parking spaces, preferably on the portion of the lots immediately adjacent to Temple City Boulevard for convenient and safe pedestrian access, which would necessitate blocking off entrances to the parking lots. Continuing, Mr. Mortellaro stated that many merchants in the city had been contacted regarding . participation in this project with special attention being made to contact those merchants whose stores were adjacent to the parking lots involved on the north side of Las Tunas Drive, that partici- pating merchants will have discount tickets available to the public for this event for afternoon and evening hours. There will be advanced publicity through TV and newspaper medics, handled by the people who manage the zoo, and contact will be made with schools in the area encouraging field trips to this display in the morning hours at no charge. In considering the request, the Commission discussed the arrangement of the pet zoo and the attendant equipment with respect to use of the parking lots, safety factors relative to pedestrians visiting the display, the hours and days of operation, vehicular access to the lots during the, ,time the zoo is in progress, and the effect upon adjacent business in limiting their available parking. Utilizing the exhibit map of the mall areas, Mr. Linares illustrated placement of the zoo operation which would make best use of the area required, suggesting that temporary barricading would be more acceptable to blocking off entrances to the mall in order to provide ingress and egress of emergency vehicles should it be necessary. Commissioner Millham noted that the Primrose lot, No. 7 in the Parking District, would not lend itself as well to this display as the other two lots under consideration because of its location Parking Commission • • • 5 • -2- January 19, 1971 from the main thoroughfare, and asked for clarification of hours the pet zoo would be in operation. Commissioner Clark asked about the amount of insurance carried by the owners of the zoo. Mr. Mortellaro advised the Children's Pet Zoo would be open to the public from 9:00 a.m. to 6:00 p.m., Tuesdays through Thursdays, and on Saturdays during the same hours; and from 9:00 a.m. to 9:00 p.m. Monday and Fridays. He furnished information on the zoo operators, the limits of the insurance carried by them, the name and address of the agents of the insured and the name of the insurance company. Following further discussion on the placement and location of the display, and ingress and egress to public parking lots while the zoo is in progress, Commissioner Nunamaker moved to recommend to the City Council that permission be granted to the Merchants Association for use of the northwest and southwest corner of parking lot No. 5 of the parking district, from January 25 through January 31, and the northeast and southeast corner of parking lot No. 8B of the parking district, from February 1 through February7, for placement of a Children's Pet Zoo, Kiddie Ride and Astro- Bounce, for the hours as stated, subject to meeting insurance requirements. It was further stipulated that barricading of Temple City Boulevard entrances to the mall areas, and the display area occupied by the display will be temporary (movable) barricades. The motion was seconded by Commissioner Millham and carried unanimously. In summarizing the Commission's recommendation, Chairman Armstrong stated that it is understood that on January 25 the equipment will be set up on lot No. 5, taken down and moved on January 31 to lot 8B where it will remain in operation until February 6, and to be taken down on February 7; and, as stated in Mr. Mortellaro's presentation, the zoo operators are responsible for cleaning the areas occupied by their display. Mr. Mortellaro again addressed the Commission requesting that consideration be given to identifying parking lots and malls in the city by placement of signs at entrances with a name or number for the convenience of the public. Chairman Armstrong replied that this item had been submitted at last year's budget hearings and had been eliminated due to necessary cuts in the City's budget; however, the Commission is considering alternatives which will be discussed at a future meeting. ADJOURNMENT Commissioner Nunamaker moved to adjourn to the next regular meeting of the Commission on February 17, 1971, at 3:00 p.m. in Council Chambers. Motion was seconded by Commissioner Millham.
