ADMINISTRATIVE SERVICES DEPARTMENT MEMORANDUM DATE: September 4, 2018 TO: The Honorable City Council FROM: Bryan Cook, City Manager SUBJECT: APPROVE A ONE-TIME, $1,250 LUMP-SUM, NON-PERSABLE PAYMENT TO EIGHT (8) NON -REPRESENTED MANAGEMENT EMPLOYEES RECOMMENDATION: 1. The City Council is requested to adopt Resolution No. 18-5358 (Attachment "A") approving a one-time, $1 ,250 lump-sum, non-PERSable retention incentive payment to eight (8) non-represented management employees for fiscal year 2018-2019; and 2. Appropriate $10,150 from the reserves of the following funds for fiscal year 2018- 2019: BACKGROUND: General Fund Proposition A Lighting/Landscape District Total Cost $ 9,325 $ 190 $ 635 $10,150 Employee retention is a goal of keeping talented employees and reducing turnover by fostering a positive work atmosphere to promote engagement, showing appreciation to employees, and providing competitive pay and benefits and healthy work-life balance. In order to retain staff, retention incentives can be critical to ensure that key talent is retained, operating functions are held intact and that relationships are maintained. The City employs a total of nine (9) management staff who are non-represented and on contract. These positions are a part of City staff that provide the skills and knowledge essential in maintaining the values and efficient operations of the City: City Clerk City Manager Director of Administrative Services Director of Community Development Director of Parks and Recreation City Council September 4, 2018 Page 2 of 2 Economic Development Manager/Assistant to the City Manager Parks and Recreation Manager Planning Manager Public Safety Supervisor ANALYSIS: Retention incentives are important to help create a positive work environment and strengthen an employee's commitment to the organization. To have continuity in the ongoing values and efficient operations of the City, it is recommended that eight (8) of nine (9) management positions listed above be approved a one-time, $1,250 lump-sum, non-PERSable retention incentive payment for fiscal year 2018-2019. The City Manager position is excluded from the group. CITY STRATEGIC GOALS: The City Council's action to approve the retention incentive payment will further the City's Strategic Goal to promote Good Governance. FISCAL IMPACT: It is requested that a total budget amendment of $10,150 be approved and will come from the reserves of the appropriate distribution funds below: ATTACHMENTS: Resolution No. 18-5358 General Fund Proposition A Lighting/Landscape District Total Cost $ 9,325 $ 190 $ 635 $10,150 RESOLUTION NO. 18-5358 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA APPROVING A ONE-TIME, $1,250 LUMP-SUM, NON-PERSABLE RETENTION INCENTIVE PAYMENT TO EIGHT (8) NON-REPRESENTED MANAGEMENT EMPLOYEES FOR FISCAL YEAR 2018-2019 WHEREAS, the City recognizes the need to retain staff to ensure key talent is retained, operating functions are held intact and that relationships are maintained. WHEREAS, the City recognizes there are nine (9) non-represented management employees as of August 22, 2018: City Clerk City Manager Director of Administrative Services Director of Community Development Director of Parks and Recreation Economic Development Manager/Assistant to the City Manager Parks and Recreation Manager Planning Manager Public Safety Supervisor THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. The City Council hereby approves a one-time, $1,250 lump-sum, non-PERSable retention payment, for fiscal year 2018-2019, to eight (8) of the nine (9) non-represented employees, listed below, and employed prior to the adoption of this Resolution. City Clerk Director of Administrative Services Director of Community Development Director of Parks and Recreation Economic Development Manager/Assistant to the City Manager Parks and Recreation Manager Planning Manager Public Safety Supervisor Section 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED on this 4th day of September, 2018.
