The Dangers of Toxic Dog Waste
Dog waste can be more than annoying and smelly – it can also be hazardous
to the health of both humans and animals. Pet waste contains bacteria that
can wash into our waterways; and is labeled a non-point source of pollutant
by the Environmental Protection Agency.
When pet waste is improperly disposed of, it can be picked up by stormwater
runoff and washed into storm drains or nearby waterbodies. Since storm
drains do not always connect to treatment facilities, untreated animal feces
often end up in lakes, streams, and wetlands, causing significant water
pollution.
Per City Code 515, Subd.8(g), it is unlawful for any person to have custody or
control of any pet in a park without possessing an appropriate method for
cleaning up pet feces and disposing of the feces in a sanitary manner.
Exposure to pet waste can
also lead to problems for
nearby animals. Some of
them include: Canine
Parvovirus, Fecal Coliform
Bacteria, Giardia, and
Whipworms.

2024 General Fund
Budget
The final General Fund
Budget for 2024 was
approved on December
5, 2023, in the amount
of $6,644,370, an
increase of $74,326 or
1.1% from the 2023
General Fund Budget.
The General Fund total
property tax levy for
2024 was authorized for
$5,045,897, a decrease of
$44,603 from the 2023
General Fund levy. The
overall 2024 property tax
levy was approved for
$6,104,644, an increase
of 1.7% or $103,698
over the total 2023 levy.
For the 2024 budget, we
will see an increase of
9.7% in market
value, 2.5% being
attributed to new
construction.

Snowmobile Safety
The Medina Police Department and MN
Department of Natural Resources (DNR) is
urging for snowmobile riding safety. Per the
DNR, there were 11 snowmobile accident
fatalities in 2023. With snow still on its way in
2024, the Medina Police Department wants to
share some tips on how to have a safe ride:
• Don’t ride impaired. Drinking and riding is
a primary cause of crashes and plays a role
in about 60% of fatal crashes.
• Be careful on the ice. In recent years,
nearly every through-the-ice fatality has
involved people who were riding a snow-
mobile or an all-terrain vehicle when they
fell through. There must be at least 5”-7"
of new, clear ice to support the weight of a
snowmobile and rider. Check the ice
thickness as you go.
• Stay on marked trails. Minnesota’s
snowmobile clubs work hard to maintain
good riding conditions on the state’s trails.
Riders who stay on groomed trails are less
likely to strike an obstacle or trespass onto
private property - there are civil penalties for
snowmobile trespass. Riders can check trail
conditions on the DNR website before
heading out.
• Watch your speed and stay to the right.
Going too fast is another main cause of
crashes. Many serious and fatal crashes
occur when a speeding snowmobiler loses
control or strikes an object. When meeting
another snowmobile, always slow down and
stay to the right.
• Take a snowmobile safety course. It is
required of anyone born after 1976 and
recommended for everyone. People with
snowmobile safety certification are less likely
to be involved in serious or fatal crashes.
• Check local city ordinances. Do some
research on the city where you plan to ride
to determine if that city has any special
ordinances regarding the operation of
snowmobiles. City ordinances may be more
restrictive regarding the operation of
snowmobiles in that community.

Ice Safety
When is ice considered safe? The truth is, there is no 100% guarantee.
Temperature, appearance, thickness, and age of the ice is not a fair judge.
While strength of ice can be based on these factors, other factors including
the water currents, distribution of weight on the ice, climate conditions,
depth of the water under the ice, and the size of the water body also need to
be included.
• Booming or cracking isn’t specifically dangerous. It is only an
indication that ice is expanding and contracting with temperature
changes.
• Ice forms over currents and flowing water is often dangerous.
Streams, bridges, culverts, and on outside river bends for example are
usually weaker due to undermining effects of the faster current. It is
best to avoid these areas.
• New ice is stronger than old ice. A foot or more of old ice may not
support one person on foot, whereas four inches of clear, newly
formed ice may.
• Snow slows the freezing process. Snow has an insulating effect,
causing ice formation to slow. Additionally, the extra weight of the
snow reduces how much weight ice can support.
• Ice doesn’t freeze evenly. Ice near the edge of a body of water can be
weaker while ice further out may be thicker. It can also be thick in one
location and extremely thin only a few feet away. Bring an ice chisel,
auger, cordless drill, or tape measure with and measure as you go.
• Underneath the ice. The movement of fish under the water can
dredge warm water up from the bottom of lakes, causing open holes
and break-through incidents.

Spring Road Weight Restriction Enforcement
Seasonal road weight restrictions will go into effect in early March. The
City does not issue permits during road weight restrictions, other than for
emergency utility situations. If you are planning a construction project,
please ensure that you have your materials delivered prior to the weight
restrictions.
The reason for the restrictions is to protect our roads and to keep the cost
of road repair down for all taxpayers. We ask all of our residents and
business owners to keep an eye out for large trucks using the roads during
the restriction period. If you see them using a restricted road, please call
9-1-1 and report it. Help protect your roads!
When will road weight restrictions be lifted? There are a lot of variables that
determine when the signs for the restrictions are posted and when they are
taken down, such as: how long the cold weather holds out, how fast the
frost starts coming out of the ground as the weather starts warming up,
which vulnerable roads will need to have the restrictions kept on longer
than the State, etc. Please watch the City’s website for up-to-date

at least 15 minutes and vacuum. Repeat if

Boil two to three inches of water in a shallow pan
with one teaspoon of salt, one teaspoon of
baking soda and a sheet of aluminum foil. Totally
submerge silver and boil for two to three more
minutes. Wipe away tarnish and repeat if
necessary.
Mothballs Use cedar chips, lavender flowers, rosemary,
mints, or white peppercorns.

Hamel Apartment – 500 Hamel Rd – Medina Apartments LLC proposes to construct an 89-unit market rate apartment
building and has requested approval of a site plan review and variance to increase the front setback from Hamel Road. The
Planning Commission may review at either the February 13 or March 12 meeting. Contact Planning Department for more
information on schedule.
Spotless and Seamless Warehouse – 2382 Highway 55 – Spotless and Seamless Exteriors has requested approval of a site
plan review for construction of a new warehouse. The Planning Commission is tentatively scheduled to review at the February
13 or March 12 meeting.

Medina Transitions to
New Online Building Permit Portal
As of January 1, 2024, Medina has transitioned to a new online portal for
building permits. Contractors and property owners will be able to submit
applications and plans electronically, track the review process, pay for, and
receive permits electronically. Electronic check payments will now also be
accepted, greatly reducing the cost to customers compared to credit card
payments.
To apply for a building permit, visit https://medinamn.portal.opengov.com
or scan the code to the right. Permit applications will no longer be accepted
via email.
Applicants will be required to setup an OpenGov account. This platform is
used in several other Minnesota communities, and an applicant can use the
same sign-in credentials for all cities.
