Attached (Attachment "A") is a list of City's current commissioners with their original
appointment date for Council's reference. The longest tenure for our current
commissioner is 12 years; the shortest, two years.
Commissioner meeting attendance logs for the past 10 years showed that the Planning
Commission has had 10 meetings with only 3 commissioners present; Transportation
and Public Safety Commission has had 10 meetings with only 3 commissioners
present; and Park and Recreation Commission has had 14 meetings with only 3
commissioners present. No meetings were cancelled due to lack of quorum this past
year (i.e., 2017-2018).
Per City Council's direction, staff surveyed neighboring cities (i.e., Arcadia -population
58,822, Monrovia -population 37,061, Rosemead -population 54,554, San Gabriel -
population 40,514, Duarte-population 21,757, El Monte-population 116,109, South El
Monte -population 20,987) and obtained the following information regarding their
commissions and commissioners:

Should City Council decide to make any change(s) to the structure of City
Commissions, City Council would need to adopt an ordinance to amend Municipal Code
Section 2-6A-1, 2-6E-1 and 9-1 B-9 (i.e., Municipal Code Title 2: Administration, Chapter
6: City Commissions, Article A: Parks and Recreation, Article E: Transportation and
Public Safety Commission, and Title 9: Zoning Regulations, Article B: Planning
Commission).
CITY STRATEGIC GOALS:
City Council discussion regarding the number of comm1ss1oner seats for each
commission promotes the City's Strategic Goals of Good Governance and Citizen
Education and Communication.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget.
