HomeMy Public PortalAbout20050415 BB worksession public hearingCOUNCIL WORK SESSION APRIL 15, 2005 CALL TO ORDER The April 15, 2005, "Brown Bag" Work Session was convened at 12:00 PM by President Pro Tempore Edith Vogel in the absence of Mayor John Landwehr. ATTENDANCE The following Council Members were present when the meeting convened: Present: Brown, Ferguson, Harvey, Layton, Martin, Viessman, and Vogel Absent: Berry, Crane, and Schnitzler A quorum was present. DISCUSSION OF AGENDA ITEMS Items were not necessarily discussed in order that they appeared on the agenda. Public Hearings: City Administrator Rich May announced that the public hearing associated with Bill 2004 -161 cannot be held because the News Tribune failed to publish the notice which was submitted to them by the City. It will be re- introduced as a new Bill Monday night so it can be voted on at the May 16 meeting. Bills Pending: City Counselor Nathan Nickolaus explained that a motion will be required to amend the Substitute Bill distributed to also change "East Elm" to "West Elm" in the bill's title as well as in the body. Presentation from Citizen: Charles & Amy Greatsinger, 142 Boonville Road, appeared to speak to the Council about a matter since Mr. Greatsinger is being sent to Iraq and will not be here to speak to the Council at their regular meeting. They explained to the Council a matter about a fence they are installing on their property, and some issues which have arisen as a result between their neighbor and themselves as a result. Chalie Lansford, Assistant Director of COUNCIL WORK SESSION APRIL 15, 2005 Community Development, stated he would be able to answer any questions the Mayor or Council may have about this matter as he has been working with the Greatsingers and their neighbor to resolve the issue. Public Hearings: Voluntary Annexation of 84 Acres Northwest of Rt. C on Rock Bridge Road: City Counselor Nathan Nickolaus gave the background of this voluntary annexation request. Following his presentation, he explained the changes in the Substitute which he distributed. No one came forward to speak in favor of, or opposition to, the proposed voluntary annexation. Councilman Edith Vogel declared the evidentiary portion of the public hearing concluded. Adjournment: There being no other business brought forward, a motion was made by Councilman Roy Viessman for adjournment, seconded by Councilman Mike Harvey, and approved unanimously 12:45 P.M.
