APPROVAL OF MINUT ES The City Council is requested to review and approve the Minutes of the City Council Regular Meeting of September 4, 2018. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to review the actions of Regular Planning Commission Meeting of August 28, 2018. Recommendation: Receive and file. C. APPROVAL OF PLANS AND SPECIFICATIONS FOR ROSEMEAD BOULEVARD RESURFACING PROJECT (CIP NO. P 18-06) The City Council is requested to approve the plans and specifications and authorize staff to advertise the project for bids. Recommendation: 1. Approve plans and specifications for Rosemead Boulevard Resurfacing Project and authorize staff to advertise the project for bids; and 2. Approve Environmental Assessment as follows: The proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15301 as a Class 1 categorical exemption (Existing Facilities). The project results in minor alterations to existing public facilities involving no significant expansion of the existing use. D. MEMORANDUM OF UNDERSTANDING WITH CALIFORNIA JOINT POWERS INSURANCE AUTHORITY FOR AMERICANS WITH DISABILITIES ACT ASSISTANCE PROGRAM City Council Agenda September 18, 2018 Page 3 of 6 A Memorandum of Understanding with California Joint Power In surance Authority (CJPIA) to allow Disability Access Consultants (DAC) to provide consulting services for an Americans with Disabilities Act Self -Evaluation and Transition Plan. CJPIA is recommending that Temple City complete a ADA Self-Evaluation and Transition Plan and will provide funding assistance if the city elects to use CJPIA’s retained consulting firm DAC. Recommendation: Authorize the City Manager to sign the Memorandum of Understanding with California Joint Powers Insurance Authority to allow Disability Access Consultants to provide consulting services for an American with Disabilities Self-Evaluation and Transition Plan. E. ADOPTION OF RESOLUTION NO. 18-5362 APPROVING AND ADOPTING THE RECERTIFIED AND NEW ENGINEERING AND TRAFFIC SURVEYS AND RECOMMENDED SPEED LIMITS City Council is requested to adopt the resolution approving and adopting the recertified and new Engineering and Traffic Surveys and recommended speed limits. Recommendation: Adopt Resolution No. 18-5362 approving and adopting the recertified and new Engineering and Traffic Surveys and recommended speed limits. F. FISCAL YEAR (FY) 2017-18 FOURTH QUARTER PRELIMINARY BUDGET REVIEW, TREASURER’S REPORT, REVENUE, EXPENDITURE AND CAPITAL PROJECT SUMMARY REPORTS The FY 2017-18 Fourth Quarter Budget review process provides the City Council with an opportunity to review and adjust original revenue projections and budgeted appropriations based on 12 months of actual activity. Recommendation: 1. Receive the FY 2017-18 Fourth Quarter Budget Review and related reports; and 2. Authorize staff to revise budget estimates as indicated in Attachment “A: and Attachment “B”. G. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report for Fiscal Year 2018-19. City Council Agenda September 18, 2018 Page 4 of 6 Recommendation: Receive and file. H. ADOPTION OF RESOLUTION NO. 18-5363 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 18 -5363 authorizing the payment of bills. Recommendation: Adopt Resolution No. 18-5363. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINESS – None 10. NEW BUSINESS A. DIRECTION REGARDING PARTICIPATION IN THE RING REBATE PROGRAM The City Council is requested to hold a discussion regarding the City’s participation in the Ring Subsidy Program and provide staff with further direction.
