REGULAR MEETING MINUTES
SEPTEMBER 4, 2018

Mayor Man called the City Council Regular Meeting to order at 7 :32 p .m. in the
Council Chambers located at 5938 Kauffman Avenue , Temple City .
2. ROLL CALL
PRESENT : Councilmember-Chavez, Sternquist, Yu, Fish, Man
ABSENT: Councilmember -None
ALSO PRESENT : City Manager Cook , City Attorney Vail, City Clerk Kuo, and
Deputy City Clerk Nunez
3 . INVOCATION -Jerry Jambazian, owner of Wonder Cleaners and Draperies,
provided the invocation.
4. PLEDGE OF ALLEGIANCE-Mr. Frank Ruedelled the pledge of allegiance.
5. CEREMONIAL MATTERS-PRESENTATIONS
A PET OF THE MONTH-Presentation was cancelled .
B. FITZJOHN JEWELERS -Mayor Man and Councilmembers presented a
certificate of recognition to Mr. and Mrs . Hein , Fitzjohn Jewelers, for 75 years of
service to the community.
C. TEMPLE CITY 12U ALLSTARS GIRLS SOFTBALL TEAM -Mayor Man and
Councilmembers presented certificates of recognition to the 2018 Temple City
12u Allstars softball players and coaches .
The 2018 Temple City 12u Allstars represented the City of Temple City at both
State and Regional levels.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jason Oberlander, President of the Temple City Amateur Softball Association,
commented on the accomplishment of the Temple City 12U Allstars Girls
Softball Team and requested Council 's recognition of the 6U Girls Softball Team
at a future meeting .

Jeffrey Van , Temple City Sister City Student Ex change student, than ked City
Council for their support of the student exchange program and shared some of
the students ' experiences in Australia.
Lucy Liou , Temple City resident/American Red Cross , commented on Nationa l
Preparedness Month and encouraged everyone to prepare for emergencies and
put a kit together .
Peter Choi , Temple City Chamber of Commerce President/CEO , announced the
Chamber's upcoming 941h Annua l Award Gala on Wednesday , October 10 .
Franklin Ruedel, Temple City resident , made comments about p reserv ing the
city 's history .
7. CONSENT CALENDAR
Councilmember Yu pulled Consent Calendar Item 7C for further d iscussion.
C. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE RESOLUTION
The City Council is requested to receive and file the League of Cal ifornia Cities
annual resolutions and approve the voting delegate and voting alternate to use
the ir discretion to vote on the proposed resolut ions during the League 's A n nua l
Business Meeting .
Mayor Man opened public comment. Hearing no request to speak , Mayor Man
closed public comment.
Councilmember Yu made a motion for the City's de legate (i.e ., Counci lmember
Chavez) to vote in favor of the two proposed reso lutions at the League of
California Cities Annual Conference . Seconded by Councilmember Chavez
and carried by the following votes:

A. APPROVAL OF MINUTES
The City Council is requested to review and approve :
1. Minutes of the City Council Regular Meeting of August 21 , 2018; and
2 . Minutes of the City Council Special Meeting of August 29, 2018.
Action : Approved.
B. CONFLICT OF INTEREST CODE BIENNIAL REVIEW
The Political Reform Act requires every local government agency to review its
conflict of interest code biennially to determine if it needs to be amended. A
Conflict of interest code tells public officials, governmental employees , and
consultants what financial interest they must disclose on their Statement of
Economic Interests .
Action: Adopted Resolut ion No . 18-5357 updating the
City's Conflict of Interest Code .
D. APPROVE A ONE-TIME $1,250 LUMP-SUM, NON-PERSABLE PAYMENT TO
EIGHT NON-REPRESENTED MANAGEMENT EMPLOYEES
The City Council is requested to adopt a resolution approving a one-ti me lump-
sum, non-PERSable retention incentive payment to eight non-represented
management employees for fiscal year 2018-19.

The City Council is requested to receive and file the Petty Cash Report for
Fiscal Year 2018-19.
Action : Received and filed.
F. ADOPTION OF RESOLUTION NO. 18-5359 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolut ion No . 18-5359 authorizing the
payment of bills .
Action : Adopted Resolution No. 18-5359.

9. UNFINISHED BUSINESS
A. CITY COMMISSION DISCUSSION
The City Council is requested to continue the discussion regarding the number
of commissioner seats for City Commissions.
City Clerk Kuo gave a summary of the staff report .
Mayor Man opened public comment. Hearing no request to speak , Mayor Man
closed public comments .
Councilmembers made comments regarding the appointments process of
commissioners , number of commissioner seats, and commissioner terms .
City Attorney Vail answered Council's questions regarding Committee (e.g .
study group to provide recommendation back to the commission or counc il)
versus Commission (e .g. possess some authority as delegated by City Council).
City Council directed staff to bring back a report with term options at a future
meeting for Council 's consideration.
10. NEW BUSINESS-None
11. UPDATE FROM CITY MANAGER -Announced upcoming city events (i.e., Moon
Festival , Fall Festival, California Joint Power Insurance Autho rity Conference, audit
of City 's financial spending and process , etc.).
12 . UPDATE FROM CITY ATTORNEY -Commented on the poss ible amendment of
State Assembly Bill 1884 to include prohibition of full service restaurants from
providing single use plastic straws unless customers ask.

B. COUNCILMEMBER STERNQUIST -Inquired about the property lease
agreement with Chamber of Commerce and relocation options for the Chamber
of Commerce . She also commented on the artwork for the library renovation
proj ect, West Nile virus and standing water, and LA County Day at the Los
Angeles County Fair.
C. COUNCILMEMBER CHAVEZ-commented on the Hualien s igning ceremony
and vendors attending the Neighborhood Watch meeti ngs to se l l and p romote
disaster preparedness k its and materials.
D . MAYOR PRO TEM FISH -thanked Hualien for the welcoming ceremony,
commented on the decrease in burglaries in Temple City, and a lso C ity's Ring
rebate program .

E. MAYOR MAN -commented on the City's Ring rebate offe r, meet ing with the
delegates from Hualien County Taiwan , outreach to business owners for
feedback relating to City's downtown parking , and the Mayo r's Facebook Live .
15. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY
REDEVELOPMENT AGENCY MEETING
At 9:45 p.m ., the City Council recessed to the Successor Agency Meeting.
Minutes of the Successor Agency Meeting are set forth in full in the Successor
Agency's records.
RECONVENE AS CITY COUNCIL
The City Council meeting was reconvened at 9:46 p .m . with all Counci lmembers
present.
16 . ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Jerry Jambazian, Temple City business owner, commented on bilingua l signage
for street signs.
