The regular meeting of the Parking Commission was called to order by Vice- Chairman Nunamaker at 3 :00 p.m. in Council Chambers of City Hall. 2. The Pledge of Allegiance to the Flag was led by the Vice- Chairman. 3. Roll Call: Present: Commissioners Clark, Millham, Nunamaker Absent: Commissioner Kettle Also Present: Planning Director Dragicevich Vice - Chairman Nunamaker stated that Commissioner Kettle had given prior notice he would be late to the meeting. 4. Approval of Minutes It was moved by Commissioner Millham, seconded by Commissioner Clark, and carried, to approve the minutes of the adjourned meeting of March 3, 1971, as written. III 5. RE- ORGANIZATION OF COMMISSION Planning Director Dragicevich advised that the City Council at their adjourned meeting held on Tuesday, June 15, 1971, ratified the following appointments to the Parking Commission: Paul Kettle, two - year term to June 30, 1973; Carl Clark, Sr., .two -year term to June: 30, 1973; Al Nunamaker, two -year term to -June 30, 1973. The vacancy created by the resignation of Jack Armstrong has not been filled. Mr. Dragicevich stated that nominations were in order for chairman of the Parking Commission for a one -year term. Commissioner Millham moved to nominate Commissioner Nunamaker as chairman. Commissioner Clark seconded the motion. Commissioner Millham moved to close nominations; motion was seconded by Commis- sioner Clark. Commissioner Nunamaker was unanimously elected as chairman for a one year term. Commissioner Nunamaker nominated Commissioner Millham as vice - chairman of the Commission; motion was seconded by Commissioner Clark. There being no further nominations, Commissioner Millham was unanimously elected as vice - chairman of the Commission. Commissioner Nunamaker assumed the chair, and expressed his appreciation for the confidence placed in him by the Commissioners. ZAGER -SMITH CARPET COMPANY, 9510 LAS TUNAS DRIVE - Review of Permission to Cross Over Pedestrian Mall Planning Director Dragicevich advised that permission to cross over the pedestrian mall, located behind Zager -Smith Carpet Company at 9510 Las Tunas Drive, was subject to annual review. The permit, granted exclusively to Zager- Smith, was for the purpose of loading and unloading of commercial delivery vehicles only; and, if recommended for approval, would be effective from September 1971 to September 1972. Mr. Dragicevich, stating that Zager -Smith had been notified of the Commission's meeting, then presented the staff report relative to an investigation of the premises. The staff recommended that the permit be granted, subject to Zager -Smith repairing and maintaining the existing ramp which is used to provide vehicular access across the pedestrian mall. Mr. Mel Zager, co -owner of Zager -Smith Carpet Company, addressed the Commission, stating the ramp is being used by several adjacent • businesses within the block for access across the pedestrian mall, and that cyclists are using the ramp, sidewalk, and parking lot for maneuvering practices. He agreed to repair the ramp, requesting some protection of the ramp from unauthorized persons. In discussing the problems cited by Mr. Zager, the Commission suggested that cyclists using the ramp for unauthorized purposes should be " PARKING COMMISSION MINUTES -2- JUNE 16, 1971 reported to enforcement authorities, furnishing a license number of the vehicles if possible. All other persons using the ramp to cross over the pedestrian mall should be reported to the City, inasmuch as the City is granting access only to Zager- Smith. Commissioner Millham asked Mr. Zager about the stains in the sidewalk area noted in the staff investigation. Mr. Zager replied that efforts had been made to remove the stains by means of a chemical compound. Commissioner Clark moved to recommend to the City Council granting permission to Zager- Smi.,th to cross over the pedestrian mall behind the business located at 9510 Las Tunas Drive, for a one -year period from September 1971 to September 1972, subject to Zager -Smith repairing and maintaining the existing ramp which is used to provide vehicular access. The motion was seconded by Commissioner Millham and carried unanimously. Planning Director Dragicevich advised that conditions as stipulated in the original agreement were also in effect. 7. COMMUNICATIONS Mr. Dragicevich stated that Mr. Dan Neff, newly appointed Maintenance Superintendent, had prepared a memo relative to trees and planting 411 in pedestrian malls, which had been forwarded to each Commissioner. The Planning Director then introduced Mr. Neff who spoke to the Commission regarding the maintenance program currently underway in the planter areas in the malls. In response to the Commission's concern over the condition of the trees in the mall and along Las Tunas Drive in the central business district, Mr. Neff advised that the type of insect infestations on the ficus niteda trees planted in these areas is an annual problem which can be controlled by a preventive maintenance program begun at the proper time, and that such a program would be undertaken. The Commission thanked the Maintenance Superintendent for his report and expressed an unanimous opinion that the overall maintenance of the malls and the central business district was improving. Planning Director Dragicevich read a memo dated June 14, 1971 from the City Manager, advising that funds have been provided for the chairman of each Commission, and the Mayor, to attend the League of California Cities annual conference in September, 1971, Further, that Council has approved a City family seminar in lieu of the California Contract Cities Seminar, which would provide a meaningful program tailored to the needs of the City. In light of this memo, " Mr. Dragicevich inquired if the Commission might consider modifying present policy of a two -year term for its chairman. The Commission indicated agreement to a one -year term for its chairman and vice - chairman. 8 TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK: No one came forward at this time. 9. MATTERS FROM CITY OFFICIALS A. Budget Hearings Chairman Nunamaker discussed details of the budget hearing which he attended on June 3, 1971, advising that due to necessary cuts in the budget the mall identification signs requested by the Parking Commis- sion were not funded. The request for removal of the ramp and planter area located in the parking lot between Temple City Boulevard and Camellia Avenue, northerly of Las Tunas Drive was also denied. 3:30 P.M. Commissioner Kettle arrived to the meeting. B. Enforcement of Two -Hour Parking Restrictions Referring to the public parking lot north of Las Tunas and easterly of Temple City Boulevard, Commissioner Millham reported that he had " " " " PARKING COMMISSION MINUTES -3- JUNE 16, 1971 observed vehicles parking all day and suggested that enforcement of posted restrictions should be implemented. In discussion of this matter, the Commission also noted that a similar situation is apparent in the lots located between Temple City Boulevard and Primrose Avenue, northerly of Las Tunas Drive, designated as lots 8A and 8B in Parking District 2. With respect to Lot 8A, which is adjacent to Security Pacific Bank, Chairman Nunamaker requested staff to contact the managerof the bank to propose posting a "tow away zone" sign at the entrance to the bank such as those posted by First Western Bank and American Savings & Loan. It was moved by Commis- sioner Clark, seconded by Commissioner Millham, and carried, to recommend to theCity Council random enforcement of two -hour parking restrictions on Lot 5, located between Temple City Boulevard and Camellia Avenue; and Lots 8A and 8B, located between Primrose Avenue and Temple City Boulevard, northerly of Las Tunas Drive. Commis- sioner Kettle moved, seconded by Commissioner Millham, and carried, to request Security Pacific Bank to place "tow away zone" sign at the entrance to the bank which faces the public parking lot. C. Striping of Public Parking Lots In response to Chairman Nunamaker's inquiry relative to the status of striping public parking lots, as recommended in previous Commission meeting, Mr. Dragicevich advised that staff is in the process of obtaining bids from private firms to accomplish this work. 10. ADJOURNMENT: Commissioner Millham moved to adjourn at 3:50 p.m. to the next regular meeting of the Commission on Wednesday, October 20, 1971, in Council Chambers of City Hall.
