MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: September 18, 2018 TO: The Honorable City Council FROM: Bryan Cook, City Manager By: Bryan Ariizumi , Public Safety Supervisor SUBJECT: DIRECTION REGARDING PARTICIPATION IN THE RING REBATE PROGRAM RECOMMENDATION: The City Council is requested to: 1. Hold a discussion regarding the City 's participation in the Ring Subsidy Program; and · 2. Provide staff with further direction . BACKGROUND: 1. On November 7, 2017 , the City Council unanimously voted to approve the City's participation in Ring Subsidy Program and allocated $20,000 (400 units). 2. On November 29 , 2017 , the City launched the Ring Subsidy Program. ANALYSIS: Last year, the City Council allocated $20,000 to subsidize 400 units in the Ring Subsidy Program . During the promotional period, 400 subsidy codes were issued to qualified Temple City residents. At the conclusion of the program , several subsidy codes were not utilized and the program ended with only 300 discount codes being used. Recently, City Councilmembers and staff have received requests from residents asking the City to participate in a second round of the Ring Subsidy Program. Ring, Inc. is willing to enter into another partnership with the City with the terms and conditions remaining the same as the first agreement. City Council September 18, 2018 Page 2 of 2 Under the program, the City would offer a $50 subsidy toward any one (1) Ring Home Security Product from the approved list of products. Ring, Inc. would provide an additional $50 discount, further reducing the cost to residents. Please see the table below for a list of approved products and savings. All approved Ring Home Security Products enable residents to receive instant alerts on their smart phone, tablet or PC when someone presses the doorbell or triggers the built- in motion sensor. The resident then has the capability to see, hear and speak with visitors. If the City Council chooses to partner with Ring, Inc., for a second round of the Ring Subsidy Program, Ring, Inc. will handle resident verification and distribution of the subsidy codes. Using GIS mapping software, Ring, Inc. can build custom maps of the city to verify if an address is within or outside of the map boundaries. The subsidy program will be available to verified Temple City residents on a first-come, first-served basis. CITY STRATEGIC GOALS: City Council discussion regarding participation in the Ring Subsidy Program promotes the City's strategic goals of Public Health and Safety and Citizen Education and Communication. FISCAL IMPACT: This item does not have an impact on the Fiscal Year (FY) 2018-19 City Budget. ATTACHMENT: None
