PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

to the City Clerk. There will be a maximum 30-minute period for comments on any
subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:

A. APPROVAL OF MINUT ES
The City Council is requested to review and approve:
1. Minutes of the City Council Special Meeting of September 18, 2018; and
2. Minutes of the City Council Regular Meeting of September 18, 2018.
Recommendation: Approve.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Planning
Commission Meeting of September 11, 2018.
Recommendation: Receive and file.
C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Transportation
and Public Safety Commission Meeting of September 1 2, 2018.
Recommendation: Receive and file.
D. APPROVAL OF PERMIT FOR USE OF THE LOS ANGELES COUNTY
PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE, FOR THE 2018
FALL FESTIVAL AND CAR SHOW
Approval of the permit for use of the Los Angeles County Library parking lot will
allow the City to use the parking lot adjacent to the library at 5939 Golden West
Avenue for the 2018 Fall Festival and Car Show.
Recommendation: Approve the permit for use of the Los Angeles
County Library parking lot for the 2018 Fall
Festival and Car Show and authorize staff to
execute.

E. AWARD OF CONTRACT FOR DEMOLITION ACTIVITIES AT 5922 AND 5934
PRIMROSE AVENUE
City Council is requested to accept a bid for demolition and site razing activities
at City-owned properties located at 5922 and 5934 Primrose Avenue.
Recommendation:
1. Accept a bid for demolition activities at 5922 and 5934 Primrose Avenue
from American Wrecking, Inc. in the amount of $120,200;
2. Authorize the City Manager to award and execute the demolition contract;
and
3. Authorize the City Manager to approve change orders in an amount not -to-
exceed $18,030 for unforeseen costs beyond the demolition project.
F. PROFESSIONAL SERVICES AGREEMENTS WITH KILTER LA FOR
GRAPHIC DESIGN AND ON-CALL SERVICES
The City Council is requested to approve the agreements that will continue the production
of CONNECT Magazine and avail on-call graphic design and strategic communications
services to the City Manager’s office.
Recommendation:
1. Authorize the City Manager to execute a two-year professional services
agreement with Kilter LA for the rebranding, redesign and triennial
publication of CONNECT Magazine at a cost not to exceed $60,390; and
2. Authorize the City Manager to execute a two -year professional services
agreement with Kilter LA for on-call graphic design and strategic
communications services in an amount not to exceed $40,000.
G. ADOPTION OF RESOLUTION NO. 18-5364 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018 -19
The City Council is requested to adopt Resolution No. 18 -5364 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 18-5364.
8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 18 -1032
AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE
TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS)

City Council is requested to adopt Ordinance No. 18 -1032, amending various
sections of the Temple City Zoning Code. The proposed amendments would
identify necessary improvements and clarifications.

Recommendation:
1. Introduce for first reading by title only and waive further reading of
Ordinance No. 18-1032, amending Title 9, Chapter 1 (Zoning Code) of the
Temple City Municipal Code (Series 2 Code Amendments); and
2. Schedule the second reading of Ordinance No. 18 -1032 for October 16,
2018.
