Mayor Man called the City Council Regular Meeting to order at 7 :45 p.m . in the
Council Chambers located at 5938 Kauffman Avenue , Temple City.
2 . ROLL CALL
PRESENT : Councilmember -Sternquist, Yu, Fish, Man
ABSENT : Councilmember-Chavez
ALSO PRESENT : City Manager Cook, City Attorney Vail, City Clerk Kuo
Councilmember Yu made a motion to excuse Councilmember Chavez. Seconded
by Mayor Pro Tern Fish .
3. INVOCATION -Pasto r J im Walden, First Baptist Church of Temple City, provided
the invocation.
4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 led the pledge of allegiance .
5. CEREMONIAL MATTERS -PRESENTATIONS
A. PAINT THE TOWN PURPLE PROCLAMATION -City Council presented the
proclamation to the Temple City Relay for Life Team .
B. TEMPLE CITY 6U ALLSTARS GIRLS SOFTBALL TEAM -City Council
presented certificates of recognition to the 2018 Temple City 6U Allstars Girls
softball players and coaches.
C . TEMPLE CITY 14U ALLSTARS GIRLS SOFTBALL TEAM -City Council
presented certificates of recognition to the 2018 Temple City 14U Allstars Girls
softball players and coaches .
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Lucy Liou, Temple City resident, invited the public to attend the Neighborhood
Watch meeting on September 20.
Albert Mulraney, medical marijuana delivery service provider, requested City
Council to consider amending the City's ordinance relating to cannabis in the
City .

Monica Mayall from Pasadena and Roseann Buffa from Beverly Hills both spoke in
support of allowing sales of cannabis in the city.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the City
Council Regular Meeting of September 4, 2018.
Action: Approved.
B . PLANNING COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Planning
Commission Meeting of August 28 , 2018.
Action: Received and filed.
C . APPROVAL OF PLANS AND SPECIFICATIONS FOR ROSEMEAD
BOULEVARD RESURFACING PROJECT (CIP NO . P 18-06)
The City Council is requested to approve the plans and specifications and
authorize staff to advertise the project for bids.
Action:
1. Approved plans and specifications for Rosemead Boulevard Resurfacing
Project and authorized staff to advertise the project for bids ; and
2 . Approved Environmental Assessment as follows: The proposed project is
categorically exempt from the requirements of the California Environmental
Quality Act (CEQA) pursuant to 14 California Code of Regulations § 1530 1
as a Class 1 categorical exemption (Existing Facilities). The project results
in minor alterations to existing public facilities involving no significant
expansion of the existing use .

D . MEMORANDUM OF UNDERSTANDING WITH CALIFORNIA JOINT POWERS
INSURANCE AUTHORITY FOR AMERICANS WITH DISABILITIES ACT
ASSISTANCE PROGRAM
A Memorandum of Understanding with California Joint Power Insurance
Authority (CJPIA) to allow Disability Access Consultants (DAC) to provide
consulting services for an Americans with Disabilities Act Self-Evaluation and
Transition Plan. CJPIA is recommending that Temple City complete a ADA
Self-Evaluation and Transition Plan and will provide funding assistance if the city
elects to use CJPIA's retained consulting firm DAC.
Action : Authorized the C ity Manager to sign the
Memorandum of Understanding with California
Joint Powers Insurance Authority to allow
Disability Access Consultants to provide
consulting services for an American with
Disabilities Self-Evaluation and Transition Plan .
E. ADOPTION OF RESOLUTION NO . 18-5362 APPROVING AND ADOPTING
THE RECERTIFIED AND NEW ENGINEERING AND TRAFFIC SURVEYS AND
RECOMMENDED SPEED LIMITS
City Council is requested to adopt the resolution approving and adopting the
recertified and new Engineering and Traffic Surveys and recommended speed
limits.
Action : Adopted Resolution No. 18-5 362 approving and

and Traffic Surveys and recommended speed
limits.
F. FISCAL YEAR (FY) 2017-18 FOURTH QUARTER PRELIMINARY BUDGET
REVIEW, TREASURER'S REPORT, REVENUE, EXPENDITURE AND
CAPITAL PROJECT SUMMARY REPORTS
The FY 2017-18 Fourth Quarter Budget review process provides the City
Council with an opportunity to review and adjust original revenue projections
and budgeted appropriations based on 12 months of actual activity.
Action:
1. Received the FY 2017-18 Fourth Quarter Budget Review and related reports ;
and ·
2 . Authorized staff to revise budget estimates as indicated in Attachment "A:
and Attachment "B".

G. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report for Fiscal
Year 2018 -19 .
Action: Received and filed.
H. ADOPTION OF RESOLUTION NO . 18-5363 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No . 18-5363 authorizing the
payment of bills.
Action : Adopted Resolution No. 18-5363.

10. NEW BUSINESS
A. DIRECTION REGARDING PARTICIPATION IN THE RING REBATE
PROGRAM
The City Council is requested to hold a discussion regarding the City's
participation in the Ring Subsidy Program and provide staff with further
direction .
Public Safety Supervisor Ariizumi gave a summary of the staff report .
Councilmembers held a discussion regarding the City's participation in the Ring
Subsidy Program .
Mayor Man opened public comment.
Lucy Liou, Temple City resident, shared positive feedback from Neighborhood
Watch attendees regarding the ring rebate program.
Hearing no further request to speak, Mayor Man closed public comments.
Councilmember Sternquist made a motion directing staff to bring back an
agreement for the Ring Rebate program with an allocation of $20 ,000 at the
next meeting. Seconded by Mayor ProTem Fish and carried by the following
votes:

11 . UPDATE FROM CITY MANAGER
Provided an update on the San Gabriel Trench Project in San Gabriel and the Moon
Festival this coming weekend.
12. UPDATE FROM CITY ATTORNEY
Briefed City Council on Senate Bill (SB) 946 , also known as Safe Sidewalk Vending
Act. SB 946 requires cities and counties to maintain certa in rules when interacting
with street vendors.

D. MAYOR PROTEM FISH-Shared that she serves on the California Contract
Cities Legislative Committee and commented on recent legislations.
E. MAYOR MAN -Invited everyone to the Moon Festival, thanked the school
district for allowing the event to use thei r parking lot, and commented on local
businesses ' parking concerns. ·
