Mayor Man called the City Council Regular Meeting to order at 7 :34 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City . 2. ROLL CALL PRESENT: Councilmember-Chavez, Yu , Fish, Man ABSENT: Councilmember-Sternquist ALSO PRESENT: City Manager Cook, Assistant City Attorney Murphy, City Clerk Kuo Councilmember Chavez made a motion to excuse Councilmember Sternquist. Seconded by Mayor Pro Tern Fish. 3. INVOCATION -Jerry Jambazian, owner of Wonder Cleaners and Draperies, provided the invocation . · 4 . PLEDGE OF ALLEGIANCE -Boy Scout Troop 17 4 led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A. INTRODUCTION OF ASSISTANT FIRE CHIEF TONY RAMIREZ Assistant Fire Chief Tony Ramirez introduced himself to the City Council. B. AUSTRALIAN EXCHANGE STUDENTS RECOGNITION Mitzi Franco, Pres ident of the Temple City S ister City Organization introduced six exchange students presently visiting Temple City from its Sister City of Hawkesbury, Australia . The students presented Mayor Man with a souvenir from Australia . Mayor Man and City Council welcomed the students and presented each with a certificate and City memorabil ia. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou, Temple City resident/Neighborhood Watch Area Leader, invited the public to attend the last Neighborhood Watch meeting of the year on Thursday, October 18 . Steve Stafford , Temple C ity resident, commented on street pavements after the utility companies make their repairs. Jing Li, Temple City Library Manager, announced upcoming library programs . 7. CONSENT CALENDAR Mayor Pro Fish made a motion to approve the Consent Calendar Items. Seconded by Councilmember Chavez and carried by the following votes: AYES : NOES : ABSTAIN : ABSENT: Councilmember-Chavez, Yu , Fish , Man Counc ilmember-None Councilmember-None Councilmember-Sternquist A APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the City Council Special Meeting of September 18 , 2018; and 2 . Minutes of the City Council Regular Meeting of September 18, 2018. Action : Approved . B . PLANNING COMMISSION ACTIONS The City Council is requested to review the actions of Regular Planning Commission Meeting of September 11 , 2018. Action : Received and filed. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to review the actions of Regular Transportation and Public Safety Commission Meeting of September 12, 2018 . Act ion: Received and filed. D. APPROVAL OF PERMIT FOR USE OF THE LOS ANGELES COUNTY PARKING LOT, LOCATED AT 5939 GOLDEN WEST AVENUE , FOR THE 2018 FALL FESTIVAL AND CAR SHOW City Council Minutes October 2, 2018 Page 3 of 6 Approval of the permit for use of the Los Angeles County Library parking lot will allow the City to use the parking lot adjacent to the library at 5939 Golden West Avenue for the 2018 Fall Festival and Car Show. Action : Approved the permit for use of the Los Angeles County Library parking lot for the 2018 Fall Festival and Car Show and authorized staff to execute. E. AWARD OF CONTRACT FOR DEMOLITION ACTIVITIES AT 5922 AND 5934 PRIMROSE AVENUE City Council is requested to accept a bid for demolition and site razing activities at City-owned properties located at 5922 and 5934 Primrose Avenue. Action: 1. Accepted a bid for demolition activities at 5922 and 5934 Primrose Avenue from American Wrecking, Inc . in the amount of $120,200; 2. Authorized the City Manager to award and execute the demolition contract ; and 3 . Authorized the City Manager to approve change orders in an amount not-to- exceed $18 ,030 for unforeseen costs beyond the demolition project. F. PROFESSIONAL SERVICES AGREEMENTS WITH KILTER LA FOR GRAPHIC DESIGN AND ON-CALL SERVICES The City Council is requested to approve the agreements that will continue the production of CONNECT Magazine and avail on -call graphic design and strategic communications services to the City Manager 's office. · Action: 1. Authorized the City Manager to execute a two -year professional services agreement with Kilter LA for the rebranding, redesign and triennial publication of CONNECT Magazine at a cost not to exceed $60,390 ; and 2 . Authorized the City Manager to execute a two-year professional services agreement with Kilter LA for on-call graphic design and strategic communications services in an amount not to exceed $40,000 . G. ADOPTION OF RESOLUTION NO. 18-5364 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 City Council Minutes October 2 , 2018 Page 4 of 6 The City Council is requested to adopt Resolution No . 18-5364 authorizing the payment of bills . Action : Adopted Resolution No . 18-5364. 8. PUBLIC HEARING A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 18-1032 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS) City Council is requested to adopt Ordinance No. 18-1032, amending various sections of the Temple City Zoning Code . The proposed amendments would identify necessary improvements and clarifications. Councilmember Yu made a motion to continue the hearing to November 20 to give Council more time to review the proposed amendments to the code. Seconded by Mayor Pro Tern Fish and carried by the following votes : AYES : NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Yu, Fish, Man Councilmember-None Councilmember -None Councilmember-Sternquist 9. UPDATE FROM CITY ATTORNEY -Provided a brief update regarding the bills that were signed by the Governor and a litigation between a private land owner and a costal committee. 13.
