Mayor Man called the City Council Regular Meeting to order at 7 :33 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. Councilmember Chavez made a motion to excuse Councilmember Yu for cause. Seconded by Mayor Pro Tern Fish. 2. ROLL CALL PRESENT: ABSENT : ALSO PRESENT: Councilmember-Chavez, Sternquist, Fish, Man Councilmember-Yu City Manager Cook, Assistant City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Pastor Darrel Kelty, Community of Christ, provided the invocation .· 4. PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A. VIP SOCCER PROGRAM City Council presented a certificate of recognition to Coach Carol Casey, Coach Kim Meehan and Coach John Meehan for the time and dedication they have given to the VIP Soccer Program and the players . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA-None 7. CONSENT CALENDAR Mayor Pro Fish made a motion to approve the Consent Calendar Items . APPROVAL OF MINUTES The City Council is requested to review and approve: Minutes of the City Council Regular Meeting of October 2 , 2018. Action : Approved . B. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to review the actions of Regular Parks and Recreation Commission Meeting of September 19 , 2018. Action: Received and filed . C. ACCEPTANCE OF PROJECT COMPLETION FOR THE CITYWIDE OVERHEAD STREET SIGN REPLACEMENT PROJECT (CIP NO. P12-04) The City Council is requested to accept the project as complete and approve the Notice of Completion filing. Action: 1 . Accepted project completion for the Citywide Overhead Street Sign Replacement Project as performed by PTM General Engineering Services, Inc . with a final contract amount of $72,270; and 2 . Authorized the City Manager to file a Notice of Completion with the County of Los Angeles Registrar-Recorder and release the retention payment 35 days thereafter . D. PETTY CASH AND VISA CARD REPORT The City Council is requested to receive and file the Petty Cash and Visa Card Report. Action: Received and filed. E. ADOPTION OF RESOLUTION NO . 18-5366 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 18-5366 authorizing the payment of bills . Action: Adopted Resolution No . 18-5366. 8. PUBLIC HEARING -None City Council Minutes October 16, 2018 Page 3 of 5 9. UNFINISHED BUSINESS -None 10. NEW BUSINESS A. ADOPTION OF RESOLUTION NO 18-5365 NOMINATING A CANDIDATE FOR THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY BOARD MEMBER ELECTION TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER PUMPING RIGHTS City Council is requested to adopt a resolution nominating a candidate for the office of Member of the Board of Directors of the San Gabriel Basin Water Quality Authority to represent cities without prescriptive water pumping rights . City Manager Cook gave a brief summary of the staff report. Mayor Man opened public comment. Margaret Clark, City of Rosemead Mayor ProTem, remarked on her request for Council's support to nominate her as a candidate for the San Gabriel Basin Water Quality Authority Board Member Election. Hearing no further request to speak, Mayor Man closed public comment. Councilmember Sternquist made a motion to adopt Resolution No . 18-5365 nominating City of Rosemead Mayor Pro Tem Margaret Clark to fill a vacant board seat to represent City of Temple City and other cities in the San Gabriel Basin without prescriptive water pumping rights and instructed the City C lerk to complete the draft resolution to reflect Council's decision . Seconded by Mayor Pro Fish and carried by the following votes: AYES : NOES: ABSTAIN: ABSENT: Councilmember -Chavez, Sternquist, Fish, Man Councilmember-None Councilmember-None Councilmember -Yu 11. UPDATE FROM CITY MANAGER City Manager Cook provided an update regarding the Clean Power Alliance Initiative and shared that residents will be receiving notices from Southern California Edison with the option to purc hase energy from renewable sources . He also shared that Temple City made it to the Top 50 Safest California Cities List. 12. UPDATE FROM CITY ATTORNEY Assistant City Attorney Murphy provided an update on Assembly Bill (AB) 2584 , AB City Council Minutes October 16 , 2018 Page 4 of 5 2598, Senate Bill 1416, and AB 2762 13.
