SUBJECT: CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
RECOMMENDATION:
The City Council is requested to relax the enforcement of overnight parking restrictions ·
from 12 :00 midnight on Sunday, December 16, 2018 to 11 :59 p.m . on Monday , January
7, 2019 .
BACKGROUND:
For the past several years the City Council has relaxed the enforcement of the
overnight parking restrictions to allow families to gather during the holiday season
without having to worry about obtaining an overnight parking permit.
ANALYSIS:
Staff is proposing that the City Council temporarily relax enforcement from 12:00
midnight on Sunday, December 16 , 2018 to 11:59 p.m. on Monday, January 7 , 2019.
Enforcement of the overnight parking restrictions will resume at 2:00 a .m . on Tuesday ,
January 8, 2019. The overnight parking ordinance does not contain an exception that
will allow the City Manager, or other staff members , to suspend or rela x the parking
restrictions. However, the City Council has the authority to temporarily suspend
enforcement of the overnight parking restrictions during a specified period of time.
Staff estimates that the potential total of lost revenue from relaxing enforcement is
approximately $16,000 based upon average weekly revenue generated by the Parking
Enforcement Program, which includes overnight parking permits and parking citations.

CITY STRATEGIC GOALS:
Relaxing overnight parking enforcement would promote the City Strategic Goal of
Quality of Life.
FISCAL IMPACT:
When developing the Fiscal Year (FY) 2018-19 City Budget, staff proposed
conservative revenue figures for paid parking citations and parking permits issued.
Therefore , this item would have a minimal impact on the FY 2018-19 City Budget.
