MANAGEMENT SERVICES DEPARTMENT MEMORANDUM DATE: November 6 , 2018 TO: The Honorable City Council FROM: Bryan Cook , City Manager By: Bryan Ariizumi, Public Safety Supervisor SUBJECT: PARTICIPATION IN THE RING SUBSIDY PROGRAM RECOMMENDATION: The City Council is requested to: 1. Authorize the City Manager to enter into an agreement with Ring, Inc. for participation in the Ring Subsidy Program; and 2. Approve a budget amendment in the amount of $20,000 to subsidize 400 Ring devices. · BACKGROUND: 1 . On November 7, 2017, the City Council unanimously voted to approve the City's participation in Ring Subsidy Program and allocated $20,000 (400 units). 2. On November 29, 2017, the City launched the Ring Subsidy Program. 3. On September 18, 2018, the City Council held a discussion regarding the Ring Subsidy program and directed staff to proceed with participation in the program. ANALYSIS: At the September 18, 2018 City Council meeting, City Council directed staff to proceed with a partnership with Ring, Inc. for a second round of the Ring Subsidy Program with the following conditions: 1. Temple City will allocate $20,000 to subsidize 400 units ; 2. Ring , Inc. will handle resident verification and distribution of the unique subsidy discount codes; and City Council November 6 , 2018 Page 2 of 2 3. Temple City residents who purchased a Ring device with a unique subsidy discount code during the first round are ine ligible to participate in the second round. 4. All Temple City residents, including residents who participated in t he first round, will be eligible to receive a $30 discount off retail price for up to two devices per household and a 20% discount off retail price for up to three Ring accessories. Staff researched other manufacturers of video doorbell and security camera devices, but was unable to locate any that offer a subsidy program for the purchase of their devices. Nest, a competitor of Ring, only offers three incentives for rebates on their thermostat devices. CITY STRATEGIC GOALS: City Council's approval to participate in the Ring Subsidy Program promotes the City's strategic goals of Public Health and Safety and Citizen Education and Communication. FISCAL IMPACT: Participation in the Ring Subsidy Program has a fiscal impact on the Fiscal Year (FY) 2018-19 City Budget. The current year's budget does not include funding for the Ring Subsidy Program and a budget amendment in the amount of $20,000 is necessary. ATTACHMENT: None
