PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

subject with a 3-minute time limit on each speaker, unless waived by Council. You have
the opportunity to address the City Council at the following times:

A. APPROVAL OF MINUT ES
The City Council is requested to review and approve:
1. Minutes of the City Council Regular Meeting of October 16, 2018; and
2. Minutes of the City Council Special Meeting of October 31, 2018.
Recommendation: Approve.
B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Transportation
and Public Safety Commission Meeting of October 10, 2018.
Recommendation: Receive and file.
C. PARKS AND RECREATION COMMISSION ACTIONS
The City Council is requested to review the actions of Regular Parks and
Recreation Commission Meeting of October 17, 2018.
Recommendation: Receive and file.
D. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
City Council is requested to relax the enforcement of overnight parking
restriction from 12:00 midnight on Sunday, December 16, 2018 to 11:59 p.m. on
Monday, January 7, 2019.
Recommendation: Approve relaxing of overnight parking restriction

E. SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
SUSTAINABLE COMMUNITIES PROGRAM GRANT APPLICATION
The Southern California Association of Government’s (SCAG) Sustainable
Community Grant Program provides technical and financial assistance to SCAG
member agencies for planning and policy efforts that further implements SCAG’s
Regional Transportation Plan. Staff recommends applying for the grant to fund

for preparation of a Pedestrian Master Plan and Safe Routes to School Plan, as
called for in the Mid-Century General Plan implementation program.
Recommendation: Authorize staff to submit an application to the
Southern California Association of Governments
for a 2018 Sustainable Communities Program
grant to prepare a Pedestrian Master Plan and
Safe Routes to School Plan.
F. REAFFIRMING CITY’S DEFAULT ENERGY RATE WITH CLEAN POWER
ALLIANCE
Beginning in February 2019, Temple City residents will automatically be enrolled
in the default rate option of 36% renewable energy program with the Clean
Power Alliance.
Recommendation: Affirm City of Temple City’s default energy rate
option with Clean Power Alliance.
G. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73435, A LOT
SPLIT SUBDIVISION AT 5424 TEMPLE CITY BOULEVARD
City Council is requested to review and approve a lot split subdivision to create
two new lots located at 5424 Temple City Boulevard.
Recommendation:
1. Review and approve the final subdivision map for Parcel Map No. 73435;
and
2. Authorize the City Clerk to certify Parcel Map No. 73435
H. PARTICIPATION IN THE RING SUBSIDY PROGRAM
The City Council is requested to authorize the City Manager to enter into an
agreement with Ring, Inc. for the participation in the Ring Subsidy Program and
approve a budget amendment in the amount of $20,000 to subsidize 400 Ring
devices.
Recommendation:
1. Authorize the City Manager to enter into an agreement with Ring, Inc. for
participation in the Ring Subsidy Program; and
2. Approve a budget amendment in the amount of $20,000 to subsidize 400
Ring devices.

I. FISCAL YEAR (FY) 2018-19 FIRST QUARTER FINANCIAL STATUS REPORT
AND BUDGET AMENDMENTS
City Council is requested to approve various budget appropriations for the FY
2018-19 City Budget to ensure actual spending levels are within budgeted
appropriations during the current fiscal year.
Recommendation: Authorize staff to revise various budgeted
appropriations for the FY 2017-18 City Budget.
J. ADOPTION OF RESOLUTION NO. 18-5367 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 18 -5367 authorizing the
payment of bills.
Recommendation: Adopt Resolution No. 18-5367.

10. NEW BUSINESS
A. TEMPLE CITY HIGH SCHOOL FOCUSED TRAFFIC ENGINEERING
ANALYSIS AT THE INTERSECTION OF TEMPLE CITY BOULEVARD AND
LEMON AVENUE, AND TRELAWNEY AVENUE AND LEMON AVENUE
The City Council is requested to review and approve the proposed traffic and
pedestrian safety measures at the intersection of Lemon Avenue and Temple
City Boulevard and Lemon Avenue and Trelawney Avenue.
Presentation: Public Safety Supervisor
Recommendation:
1. Adopt Resolution No. 18-5361, approving the traffic and pedestrian safety
measures recommended by the Transportation and Public Safety
Commission; and
2. Approve a budget amendment in the amount of $36,000 to implement the
approved traffic and pedestrian safety measures.
