1. CALL TO ORDER

3. INVOCATION —Reverend Elie Elbayadi, Temple Sheriff Station Chapel, provided
the invocation.
4. PLEDGE OF ALLEGIANCE —Boy Scout Troop 169 led the pledge of allegiance.
5. CEREMONIAL MATTERS —PRESENTATIONS
A. DEPUTY RICK ADAMS —City Council recognized Deputy Rick Adams for his 17
years of service in Temple City,
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Michael Miller, Temple City resident, made comments regarding excessive dog
barking and coyotes in his neighborhood.
7. CONSENT CALENDAR
Mayor Man pulled Item 7H "Participation in the Ring Subsidy Program" for a brief
discussion.
H. PARTICIPATION IN THE RING SUBSIDY PROGRAM
The City Council is requested to
authorize the
City Manager to enter into an
agreement
with Ring, Inc. for the
participation in
the Ring Subsidy Program and
approve a
budget amendment in
the
amount of
$20,000 to subsidize

Mayor Man briefly commented on public safety in the City.
Mayor Man opened public comment.
Jerry J=III U lan, Temple City business owner, spoke in favor of the Ring
Subsidy Program.
Hearing no further request to speak, Mayor Man closed public comment.
Councilmember Chavez made a motion authorizing the City Manager to enter
into an agreement with Ring, Inc. for participation in the Ring Subsidy Program
and approved a budget amendment in the amount of $20,000 to subsidize 400
Ring devices. Seconded by Mayor Pro Fish and carried by the following votes:

NOES: Councilmember — None
ABSTAIN: Councilmember — None
ABSENT: Councilmember — Yu

D. CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT

restriction from 12:00 midnight on Sunday, December 16, 2018 to 11:59 p.m. on

PROGRAM
GRANT
APPLICATION
The Southern California Association of Government's (SCAG) Sustainable
Community Grant Program provides technical and financial assistance to SCAG
member agencies for planning and policy efforts that further implements SCAG's
Regional Transportation Plan. Staff recommends applying for the grant to fund
for preparation of a Pedestrian Master Plan and Safe Routes to School Plan, as
called for in the Mid -Century General Plan implementation program.
Action: Authorized staff to submit an application to the
Southern California Association of Governments
for a 2018 Sustainable Communities Program
grant to prepare a Pedestrian Master Plan and
Safe Routes to School Plan.
F. REAFFIRMING CITY'S DEFAULT ENERGY RATE WITH CLEAN POWER
ALLIANCE
Beginning in February 2019, Temple City residents will automatically be enrolled
in the default rate option of 36% renewable energy program with the Clean
Power Alliance.
Action: Affirmed City of Temple City's default energy
rate option with Clean Power Alliance.

AND BUDGET AMENDMENTS
City Council is requested to approve various budget appropriations for the FY
2018-19 City Budget to ensure actual spending levels are within budgeted
appropriations during the current fiscal year.

payment of bills.

A. TEMPLE CITY HIGH SCHOOL FOCUSED TRAFFIC ENGINEERING
ANALYSIS AT THE INTERSECTION OF TEMPLE CITY BOULEVARD AND
LEMON AVENUE, AND TRELAWNEY AVENUE AND LEMON AVENUE
The City Council is requested to review and approve the proposed traffic and
pedestrian safety measures at the intersection of Lemon Avenue and Temple
City Boulevard and Lemon Avenue and Trelawney Avenue,
Public Safety Supervisor Ariizumi gave a summary
of the staff report.

City Council asked questions regarding the proposed options.
Mayor Man opened public comment.
Justin Chai, Temple City Youth Committee, spoke in favor of Option 2.
Jerry Jambazian, Temple City business owner, commented on additional safety
measures for the intersection of Lemon Avenue and Trelawney Avenue.
Franklin Ruedel, Temple City resident, commented on pedestrian safety near
the schools.
Steve Stafford, Temple City resident, made comments regarding stop signs and
flashing stop signs.
Hearing no further request to speak, Mayor Man closed public comment.
City Council commented on the proposed options.
Councilmember Chavez made a motion to schedule a public hearing for the
removal of the east leg crosswalk at Lemon Avenue and Trelawney Avenue for
December 18 and directed staff to bring back a report with Option 2 (i.e.,
removing the east leg crosswalk at Lemon Avenue and Trelawney Avenue and
install a new west leg crosswalk) for Council's consideration. Seconded by
Mayor Pro Fish and carried by the following votes:

grant awarded to the City for the enhancement of the Eaton Wash. She also
shared recent outside agency/organization events and meetings she attended.
