A RESOLUTION OF THE TEMPLE CITY COMMUNITY DEVELOPMENT DIRECTOR
APPROVING A MAJOR SITE PLAN REVIEW FOR THE CONSTRUCTION OF A NEW
AUTO BODY AND PAINT SHOP (JOE'S AUTO BODY),
SECTION 1. The Director has considered all of the evidence submitted into the
administrative record which includes but is not limited to:
1. Reports and presentations of project related data and analysis prepared by the
Community Development Department; and
2. The Temple City Municipal Code, General Plan, Subdivision Map Act, and all other
applicable regulations and codes; and
3. Public comments, both written and oral, received or submitted at or prior to the
public hearing; and
4. Testimony and comments submitted by the applicant and representatives in both
written and oral form at or prior to the public hearing; and
5. All other related documents received or submitted at or prior to the public hearing.
SECTION 2. This resolution is made with reference to the following prefacing facts as
more fully set forth in the administrative record:
1. On February 12, 2018, the applicant submitted the application.
2. On July 16, 2018, the application was deemed complete.
3. On August 14, 2018, the Director held a public hearing to consider the application.
The application was continued to a date uncertain so the applicant could address
some design and Zoning Code issues.
4. On November 13, 2018, the Director held a second public hearing to consider the
application.
5. Notice of the Director public hearings were posted at the Council Chambers.

6. Notice of the Director public hearings were mailed to property owners within 500
feet of the property at least ten days prior to the hearing.
7. Notice of the August 14, 2018 Director public hearing was published in a
newspaper of general circulation at least ten days prior to the hearing.
8. Notice of the November 13, 2018 Director public hearing was posted at the project
site at least ten days prior to the hearing.
9. Notice of the public hearings satisfied the noticing requirements set forth in
Government Code Sections 65090 and 65091.
10. The project site is zoned M-1, Light Manufacturing, and M-2, Heavy Manufacturing.
11. The project site is designated Industrial by the General Plan.
SECTION 3. Based upon the information above, the Director finds:
1. The construction complies with all applicable provisions of the Zoning Code.
The project is for the construction of a new auto body and paint shop in M-1 and M-
2 zone. The business is a permitted use and all activities will be conducted within the
proposed building. The building is below the maximum 50 percent lot coverage, which
is slightly over 30 percent. The building has a zero setback along the southwest parcel
line and parts of the east parcel line; the M-1 zone does not have any setback
requirements with the exception of the front yard. The office/mezzanine tower element
is the tallest portion of the building proposed at 33 feet, which is less than the
maximum 35 -foot height limit for the M-1 zone. The applicant proposes 18 off-street
parking spaces, which meets the parking standard established by surveying the
surrounding jurisdictions since the City does not have a specific parking ratio in the
Zoning Code for this type of business. Therefore, the project meets this finding.
2. The construction is consistent with the General Plan, any applicable specific plan, and
any special design theme adopted by Y for the site and vicinity.
The project is consistent with the City's Mid -Century General Plan. The proposal is for
a new industrial building and the proposed a Floor Area Ratio of slightly over .30,
conforming to the designated industrial use and the Maximum Floor Area Ratio of 1.0
set by the Mid -Century General Plan. The City's Architectural consultant reviewed the
application and provided the designer with a list of items needed to improve the

building design. Staff worked with the designer to ensure that design changes were
made in order for the City to meet the required findings for a major site plan review.
Therefore, the project meets this finding.
3. The approval of the major site plan review is in compliance with the California
Environmental Quality Act (CEQA).
The project is exempt from the California Environmental Quality Act (CEQA) in
accordance with Sections 15303 (New Construction or Conversion of Small Structures)
and 15332 (In -fill Development Projects) of the CEQA Guidelines,
4. The proposed structures, signs, site development, grading and/or landscaping are
compatible in design, appearance and scale, with existing uses, development, signs,
structures and landscaping for the surrounding area;
The surrounding developments feature a cluster of industrial buildings ranging from
13 to 28 feet tall. The proposed structure will feature an office on the ground floor and
mezzanine area above with a height of 33 feet and the rest of the building with a height
of 25 and 30 feet. North of the project site, across Lower Azusa Road (80 -foot right-
of-way), is the R-1 zone, which has a maximum height of 26 feet. Therefore, the
proposed building is compatible with the surrounding developments. The applicant
has submitted a landscape and irrigation plan prepared by a landscape architect who
certified that the landscape design meets the City's Water Efficient Landscape
Ordinance (WELO). Staff has also added conditions relating to the business operation
- prohibiting long term storage of vehicles in the parking lot; prohibiting the
dismantling of vehicles on the property; and no storing vehicles or loading/unloading
vehicles in the public right-of-way. Therefore, the project meets this finding.
5. The site is adequate in size and shape to accommodate the proposed structures, yards,
walls, fences, parking, landscaping, and other development features.
The site has a land area of 14,680 square feet, large enough to accommodate the
pI oposed 4,500 square foot building and 18 parking spaces. The proposed off-street
parking spaces meet the parking standard that the City established by surveying the
surrounding jurisdictions since the City does not have a specific parking requirement
for the proposed use. A landscape plan has been submitted demonstrating that there
are sufficient plants and trees to help soften the parking lot and building. Therefore,
the project meets this finding.

SECTION 4. This project is Categorically Exempt from environmental review pursuant to
Sections 15303 (New Construction or Conversion of Small Structures) and 15332 (In -Fill
Development Projects) of the California Environmental Quality Act Guidelines.
SECTION 5. Accordingly, File No. 18-1188, a request for a major site plan review to
construction a new 4,500 square -foot auto body and paint shop is approved, subject to
the applicant complying with all of the requirements of the Temple City Municipal Code
and the conditions as set forth in Exhibits A through C to this resolution.
SECTION 6. The Secretary shall certify to the adoption of this Resolution.
