In light of the breadth of your request, which covers "all emails" sent or received by the
referenced individual during a nearly three-year period, producing all records responsive to your
request will require extensive clerical or supervisory assistance. The Town has spent at least 15
minutes on your request and now estimates that to respond fully to your request will require
approximately an additional half hour of IT support at $95.00 per hour, the labor cost of the
personnel providing the service, per Fla. Stat. § 119.07(4)(d). If the costs of producing these
documents will exceed your deposit, the Town will provide you with an initial production of
responsive records and an estimate for the production of any additional responsive records. If the
costs of production are less than the deposit, the Town will provide you with the responsive
records and a refund.

Beau, I'd suggest something like this. Edit it as you see fit. It basically mirrors my individual complaint, which appears
have stirred up a hornet's nest. An official complaint from the Town will give them no place to hide:
The Town/Association is concerned with the number, and frequency, of recent power outages, especially as they are
occurring at a time of generally lower demand, and in normal weather conditions. FP&L continues to insist these are
being caused by damage from tree limbs. That assertion is disingenuous, and ignores the reality that the plant and
equipment employed in the area is over age, and under maintained. In short, we challenge the notion that it is in
acceptable operating condition.
In that regard, we ask that FP&L be compelled to provide a summary of outages during the last 12 months. We belie%
it would also be useful to review the age of the equipment in use, as well as the maintenance records for it. This
transparency should be standard practice for a franchised utility.
We also question FP&L's record of actual outages. On Friday, November 8, 2013, the Town suffered an outage listinc
nearly 6 hours, yet FP&L contends it was only 3 hours. It seems they attempted to restore service at the 3 hour mark,
and it was unsuccessful. Nonetheless, their record keeping apparently does not reflect the full extent of an outage, if i
involves a failed reconnection. The outage in question, continued for another 3 hours. Whether by design, or otherwi:
that pattern of record keeping impedes the ability of both customers, and regulatory oversight persons, to
accurately assess the extent of substandard service from this monopoly utility.

items. When you and I talked, you used the number $500,000. Would you please E Mail each of us a detailed
cost breakdown for these items including the number of neighbourhood polls and the number of lights in other
locations like AIA. We understand that $80,000 of the $500,000 was for the signage.
We need to have a clear understanding of the direct costs associated with the request we made on behalf of the
Civic Association Board. This is especially important now that there seems to be public discussion in newspapers
etc regarding these expenditures.

GSCA Draft Letter
On behalf of the Gulf Stream Civic Association (GSCA), we are touching base to update and keep you
informed on the Undergrounding and Streetscape projects.
In terms of the Undergrounding project, Phase #1 (South of Golfview) is scheduled to start in September
and will take approximately 9 months to complete. Phase #2 (North of Golfview) will begin once Phase
#1 is completed and will also take approximately 9 months to complete. The delay from FP&L on
starting the Undergrounding Project, has clearly been frustrating for many, however we wanted to let
you know that they are finally getting started.
As many of you are aware, one of the GSCA's priorities in 2012 and 2013 was to improve the aesthetics
of the Streetscape i.e. traffic signs and street lights in Gulf Stream to better reflect our town. We are
very appreciative to the Town Commission, as they have been very supportive of our recommendations
and we have worked very closely with them on this project since early 2013. The traffic signs have been
ordered and will be installed in October and November. We believe you will immediately recognize the
drastic improvement from the existing signs.
In terms of the streetlights, they have been selected and will be installed during Phase #1 and Phase #2
of the Undergrounding Project. The Undergrounding Project requires that new streetlights be
purchased. This provided the opportunity to upgrade to streetlights that are not only more aesthetically
appealing, but also more environmentally friendly.
The cost for the new traffic signs, that we have requested, will be approximately $80,000 and the cost,
for our requested "upgrade" of the 53 new streetlights will be approximately $100,000 (the difference
between the cost of the streetlights, we helped select, and the cost of standard FPL fiberglass poles and
fixtures). The cost of the remaining parts of the streetlight project, which parts we were not involved in,
is approximately $520,000. This $520,000 was not part of the original undergrounding project budget.

Thank you for your email. I agree on trying a coating, however I defer to Barbara on the appropriate color.
Perhaps, we should put the clubs in touch with the sign company and they can install new signs, similar to our
new ones. The clubs should probably pay for their own signs, not the Town, correct?
I agree on pressing the sign company or exploring other options/ companies.
I agree on putting replacing the current model streetlight with the ones we are actually going to install.

These various E mails are a great discussion about the finishing touches on what has
been a very, very well received project. As to the various items of discussion, I do have
a few thoughts. As to painting the concrete bases of the polls, my original thought was
that they should be painted green. I have changed my feeling, however, after reading
the comment on weed beaters. This is a great point and a painted surface would not
last a year with weekly lawn maintenance. On the other hand the current concrete is
s000 white. Would it be possible to test a penetrating treatment that would make the
concrete look older, i.e. more of a brownish concrete color that would not be a painted
surface that would chip and peal?
As to the placing of stop signs at the Golf Club and B&T, my personal feeling is that
such high signs would be awful, and are not required. Mark Henderson is not the right
person to contact at the Club and I feel sure that the Golf Club would not want the stop
signs, even as pretty as they are. I do think that the Golf Club's signs are a bit tacky
and should be replaced with new ones that resemble the great looking signs that have
been put at the Town Hall.
I am sorry to hear the results of the Al inquiry and I have to suggest that we not
accept this "no" answer without further effort. If our sign company is going to stay in
business it will have to modify it's signs to create a complying, break -away option. We
should challenge them in this regard and if they continue to stone wall the situation,
then we should have our maintenance people come up with a breakaway base that will
meet the specs, and seek approval.
While on the subject of our supplier, I have noticed that there are a small number of the
installed signs that are not "plumb". I would hope we would have our town maintenance
people, with level in hand, come up with a list of these and ask the contractors to make
corrections.
Switching gears a bit, I would observe that I really think it is important that the sample
light pole at the police station be changed to reflect the actual pole and light that we are
going to receive. It's really important that there be no mistake here. We all agree that
the pole is too long and the light too small.

After reaching out to FOOT, the AIA signs must follow the MUTCD code and as such do
not allow for the decorative poles and bases. They require breakaway bases on all new
sign installs.
The $3,500 was the upcharge from the 4 man crew that had to hand dig the sign footers
instead of using the bobcat and auger as originally intended.

Beau and I have had a discussion and we feel we need some greater detail as to the costs of the Streetscape
items. When you and I talked, you used the number $500,000. Would you please E Mail each of us a detailed
cost breakdown for these items including the number of neighbourhood polls and the number of lights in other
locations like A1A. We understand that $80,000 of the $500,000 was for the signage.
We need to have a clear understanding of the direct costs associated with the request we made on behalf of the
Civic Association Board. This is especially important now that there seems to be public discussion in newspapers
etc regarding these expenditures.
Thanks very much, there is some urgency here as we want to complete this analysis within the next week or so if

First, Joan and Bill let me thank you for the Commissions understanding and actions taken this
morning. You both have been most responsive and we are all very appreciative.
I looked over Bill's proposal and it looks great. I do have a couple of comments that I will pass along.
First, Bill; I think you are on a path to very successfully negotiating a great price. Based on my
looking around I thought the project would be quite a bit more expensive.
Secondly, I would hope the bid includes frames with painted backs for all signs, not just the stop
signs. The bid is a bit ambiguous and it looks, from the drawings, like the other signs don't have
frames or backs. The Village of Golf pictures show how additive this is to the project as the shinny
aluminum backs are all covered up and painted.
Thirdly, it would be interesting to have some thought given to whether or not we want the multi-
colored logo on the signs. Maybe the architectural review committee should look at some of these
esthetic issues including the overall color. Hopefully we will have these signs for a long time.
Finally I gathered from this mornings meeting that there are many of us that are not quite satisfied
that we have fully explored the possibility of removing some of the signs. It would be interesting to
have the Chief mark those signs on his map that are not legally required.
