Mayor Man called the City Council Regular Meeting to order at 7:41 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.

3. INVOCATION -Jerry Jambazian, owner of Wonder Cleaners and Draperies,
provided the invocation.
4. PLEDGE OF ALLEGIANCE-Dawn Tarin led the pledge of allegiance.
5. CEREMONIAL MATTERS-PRESENTATIONS-None
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Dawn Tarin, Relay for Life Temple City, reported out on this year's relay event.
Dennis Griffin, Temple City resident, commented about speeding vehicles on Live
Oak Avenue. He requested Council to consider installing a four way stop on Live
Oak at the intersection of Cloverly and Alessandro.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the City
Council Regular Meeting of November 6, 2018.
Action: Approved.
B. PLANNING COMMISSION ACTIONS
The City Council is requested to review the actions of the Regular Planning
Commission Meeting of October 23, 2018.
Action: Received and filed.
C. REQUEST FROM THE TEMPLE CITY CAMELLIA FESTIVAL FOR SUPPORT
AND AUTHORIZATION FOR USE OF STREETS AND FACILITIES FOR THE
2019 CAMELLIA FESTIVAL
The City Council is requested to review and approve the requests from the
Temple City Camellia Festival for City's support of the 2019 Camellia Festival.
Action:
1. Authorized use of City owned facilities including Live Oak Park Community
Center, Temple City Park, and the Community Room as identified in the
letter from the Camellia Festival to the City Manager;
2. Authorized use of streets and parking areas including temporary parking
bans and street closures for the festival and parade as identified in the
attached letter from the Camellia Festival to the City Manager;
3. Approved the permit for use of the Los Angeles County (County) Library
parking lot for the 2019 Camellia Festival and authorize staff to execute;
4. Approved consumption of alcohol in Temple City Park, pursuant to Section
4-4-0 of the Temple City Municipal Code (TCMC);
5. Authorized Bingo in Temple City Park, pursuant to Section 4-1 F of the TCMC
and waiver of the $50 license fee;
6. Authorized sponsor banners in Temple City Park, pursuant to Section 3-5D-
1 0 of the TCMC;
7. Authorized placement of banners in City parks and the median located on
Broadway at Encinita, pursuant to Section 9-1 L-3C of the TCMC; and
8. Authorized certain local community organizations to sell food, patches, etc.

along the parade route.
D. VISA CARD REPORT
The City Council is requested to receive and file the Visa Card Report.
Action: Received and filed.
E. ADOPTION OF RESOLUTION NO. 18-5371 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018-19
The City Council is requested to adopt Resolution No. 18-5371 authorizing the
payment of bills.
Action: Adopted Resolution No. 18-5371.
8. PUBLIC HEARING
A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 18-1032
AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE
TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS)
The City Council is requested to continue the public hearing to a date certain.
City Manager Cook requested City Council to continue the Public Hearing for
introduction and first readying of Ordinance No. 18-1032 to the Regular City
Council Meeting on December 18, 2018.
Mayor Man opened public comment. Hearing no request to speak, Mayor Man
closed public comment.
Councilmember Chavez made a motion to continue the public hearing.

A. ADOPTION OF RESOLUTION NO. 18-5370 MAKING AN APPOINTMENT TO
THE BOARD OF TRUSTEES FOR THE SAN GABRIEL VALLEY MOSQUITO
& VECTOR CONTROL DISTRICT

The City Council is requested to appoint a representative to serve on the San
Gabriel Valley Mosquito & Vector Control District Board of Trustees.
City Manager Cook gave a summary of the staff report.
Mayor Man opened public comment. Hearing no request to speak, Mayor
Man closed public comment.
Councilmember Chavez made a motion to adopt Resolution No. 18-5370
appointing Councilmember Sternquist to the Board of Trustees for the San
Gabriel Valley Mosquito & Vector Control District and instruct the City Clerk to
complete resolution attached to reflect City Council's decision. Seconded by
Councilmember Yu and carried by the following votes:

B. ADOPTION OF RESOLUTION NO. 18-5369 CASTING VOTES FOR A
CANDIDATE TO REPRESENT CITIES WITHOUT PRESCRIPTIVE WATER
PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN
WATER QUALITY AUTHORITY
The nomination period for election to the San Gabriel Basin Water
Quality Authority Board Member and Alternate Member closed on
October 19, 2018. The City Council is requested to cast votes for a
candidate to represent cities without prescriptive water pumping rights.
City Manager Cook gave a summary of the staff report.
Mayor Man opened public comment. Hearing no request to speak, Mayor
Man closed public comment.
Councilmember Yu made a motion to adopt Resolution No. 18-5369 casting
the City of Temple City's votes to City of Rosemead Mayor Pro Tern Clark to
represent cities in the San Gabriel Basin without prescriptive water pumping
rights on the Board of the San Gabriel Water Quality Authority and instruct
the City Clerk to complete resolution attach to reflect Council's decision.

C. DISCUSSION REGARDING APPOINTMENT TO FILL A VACANCY ON THE
PARKS AND RECREATION COMMISSION
City Council is requested to provide staff direction on filling a vacancy on the
Parks and Recreation Commission.
City Manager Cook gave a brief summary of the staff report.
Mayor Man opened public comment. Hearing no request to speak, Mayor
Man closed public comment.
City Council commented on recruitment options.
Councilmember Chavez made a motion to open recruitment for the Parks and
Recreation Commission vacancy and re-establish the City Commissioner
Recruitment Ad Hoc Committee. Seconded by Mayor Pro Tem Fish and
carried by the following votes:

D. DOWNTOWN BEAUTIFICATION CONCEPTS
City Council will review 13 beautification concepts (or proposals) based on
four cost scenarios: $300,000, $500,000, $750,000 and $2.5 million. These
varying levels-while modest and incremental-include the exploration of
banners, signage, lighting, landscaping and other improvements.
City Manager Cook gave a summary of the staff report.
City Manager Cook and Mr. Goodale gave a presentation of the proposed
concepts.
Mayor Man opened public comment.
Steve Stafford, Temple City resident, commented on the proposed streetlight
pole banners and decorations.
Peter Choi, President of the Temple City Chamber of Commerce,
commented on the proposed design concepts.
Jerry Jambazian, Temple City business owner, spoke in favor of unifying the
feel for all of Las Tunas Drive, from Muscatel to Rowland.

Hearing no further request to speak, Mayor Man closed public comment.
Councilmembers asked questions and commented on the proposed concepts.
City Council directed staff to explore design concepts 1-9 with City funding up
to $750,000 and report back to Council the maintenance cost for the proposed
improvements by end of February 2019.
City Council recessed the meeting at 10:16 p.m. and reconvened at 10:18
p.m. with all members present.
City Council directed City Manager Cook to amend City's agreement with Mr.
Goodale, up to the limit of his agreement signing authority, to assist with
Council direction on the improvements for the project.
At 10:22 p.m., Council member Sternquist recused herself from the discussion
of New Business Item E as she owns property within 500 feet of the project
site and left the meeting.
E. PRIMROSE REDEVELOPMENT CONCEPTS
City Council will consider six redevelopment concepts for City-owned
properties located in the 5800 block of Primrose Avenue. Five of the concepts
focus on new community amenities; the other proposes a large-scale mixed-
use project.
City Manager Cook gave a summary of the staff report.
City Manager Cook and Mr. Goodale gave a presentation of the proposed
concepts.
City Council made comments on the proposed redevelopment options.
Councilmember Chavez left the meeting at 10:54 p.m. and returned at 10:56
p.m.
Mayor Man opened public comment. Hearing no request to speak, Mayor
Man closed public comment.
Councilmember Yu made a motion directing City Manager and staff to bring
back a proposal to move this project forward including Council's direction for
Option 2. Seconded by Mayor Pro Tern Fish and carried by the following
votes:

The standing committee reported that they received an update from staff and
the City's consultant regarding the Pavement Management Program report at
their meeting of November 16, 2018. The report provided a complete
inventory of Temple City's streets and their pavement condition. Staff will
bring back recommendations for future maintenance efforts for Council's
consideration.
