Mayor Pro Tern Fish called the City Council Regular Meeting to order at 7 :30p.m. in the. Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: Council member-Chavez, Sternquist , Fish ABSENT : Councilmember-Yu, Man ALSO PRESENT: Community Development Director Forbes, Assistant City Attorney Murphy, City Clerk Kuo Councilmember Chavez made a motion to excuse Mayor Man and Councilmember Yu for cause. Seconded by Mayor Pro Tern Fish. 3. INVOCATION-None 4 . PLEDGE OF ALLEGIANCE-Boy Scout Troop 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS -None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Vivian Harris, Temple City resident, commented on the marijuana processing facilities being considered by the City of El Monte . 7. CONSENT CALENDAR Councilmember Chavez made a motion to approve the Consent Calendar Items . APPROVAL OF MINUTES The City Council is requested to review and approve: City Council Minutes December 18, 2018 Page 2 of 7 1. Minutes of the City Council Special Meeting of December 4 , 2018 ; and 2 . Minutes of the City Council Regular Meeting of December 4 , 2018 . Action : Approved . B . FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT NO . 18- 042 WITH R3 CONSULTING GROUP, INC. The City Council is requested to approve a First Amendment to the Agreement with R3 Consultant Group, Inc. due to the need of continued services. Action: 1. Increased the total contract amount by $20 ,000 , for a total of $44 ,999; and 2 . Extended the term of the original agreement to June 30, 2019 . C. ADOPTION OF RESOLUTION NO . 18-5375 TO ACCEPT AN IRREVOCABLE OFFER OF DEDICATION FOR THE PURPOSE OF PUBLIC STREET RIGHT- OF-WAY AT 9526 AND 9532 GIDLEY STREET The City Council is requested to accept an offer of street dedication for public right -of-way. The dedication will provide a right-of-way of 60 feet to accommodate the traffic flow that will be generated by the project. Action: 1. Adopted Resolution No . 18-5375 to accept an irrevocable offe r to dedicate a portion of the properties located at 9526 and 9532 G id ley Street for the purpose of public street right-of-way; and 2. Authorized the City Clerk to certify and record the instrument prepared for said dedication. D. FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 74294 , FIVE DETACHED CONDOMINIUM UNITS AT 5350 MCCULLOCH AVENUE The City Council is requested to approve the final subdivision map to allow the property owner to record the map and start the construction of the five unit detached condomin ium unit. Action : 1. Reviewed and approved the final subdivision map for Tract Map No . 74294; and 2. Authorized the City Clerk to certify Tract Map No. 74294. ACCEPTANCE OF BID AND AWARD OF INTERNET SERVICES AGREEMENT TO SPECTRUM ENTERPRISE FOR BUSINESS LEVEL INTERNET ACCESS FOR CITY HALL AND ETHERNET PRIVATE LINE TO PARKS AND RECREATION BUILDINGS The City Council is requested to approve an Agreement for Services for faster internet services to City Hall including an Ethernet private line connection for Parks and Recreation buildings while getting the best pricing. Action : 1. Accepted the bids and awarded a five-year service agreement to Spectrum Enterprises for business level Internet Services to City Hall and an Ethernet private line to City Parks and Services building ; and 2. Authorized the City Manager to execute the Agreement with Spectrum Enterprises in an amount not to exceed $73,920. F. PETTY CASH AND VISA CARD REPORT The City Council is requested to receive and file the Petty Cash and Visa Card Report. Action: Received and filed. G. ADOPTION OF RESOLUTION NO . 18-5377 ADOPTING REVISED SALARY RANGES FOR UNREPRESENTED PART-TIME CLASSIFICATIONS IMPLEMENTING MINIMUM WAGE EFFECTIVE ON JANUARY 1, 2019 In order to ensure compliance with the State of California's minimum wage law, it is necessary to ad j ust the salary rates of certain part-time classifications . Action : 1. Adopted Resolution No . 18-5377, adopting salary ranges for unrepresented part-time classifications implementing the minimum wage effective on January 1, 2019; and 2 . Approved a FY 2018-2019 budget amendment of $10,230 for the additional fiscal impact in the General Fund Parks and Recreation Department, #01 - 940. H. ADOPTION OF RESOLUTION NO. 18-5376 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 18-5376 authorizing the City Council Minutes December 18 , 2018 Page 4 of 7 payment of bills . Action : 8. PUBLIC HEARING Adopted Resolution No . 18-5376 . A. INTRODUCTION AND FIRST READING OF ORDINANCE NO . 18-1032 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS) The City Council is requested to continue the public hearing to a date certain, the regular City Council meeting on January 15 , 2019 . TEMPLE CITY HIGH SCHOOL FOCUSED TRAFFIC ENGINEERING ANALYSIS AT THE INTERSECTIONS OF LEMON AVENUE AND TEMPLE CITY BOULEVARD AND LEMON AVENUE AND TRELAWNEY AVENUE The City Council is requested to approve the traffic and pedestrian safety measures at the intersections of Lemon Avenue and Temple City Boulevard and Lemon Avenue and Trelawney Avenue. Community Development Director Forbes gave a brief ove rview regarding the traffic engineering analysis at the intersections . Mayor ProTem Fish opened public hearing. Zoe Hsu , Temple City Resident, shared her and her classmates' experience crossing at the intersection of Le mon Avenue and Trelawney Avenue . Hearing no further request to speak, Mayor Pro Tem Fish closed the public hearing. Public Safety Supervisor Ariizumi answered Council's quest ions . City Council Minutes December 18, 2018 Page 5 of 7 Councilmember Chavez made a motion to adopt Resolution No. 18-537 4 , approving the traffic and pedestrian safety measures recommended by Transtech , and approved a budget amendment in the amount of $44,000 to implement the approved traffic and pedestrian safety measures .
