HomeMy Public PortalAbout20050504 specialSPECIAL COUNCIL MEETING MAY 4, 2005 CALL TO ORDER The Special Council Meeting of May 4, 2005, was convened at 5:30 P.M. by Mayor John Landwehr. ROLL CALL The following Council Members were present for the roll call: Present: Brown, Crane, Ferguson, Layton, Martin, Pope, and Schnitzler Absent: Berry, Harvey, and Vogel A quorum was declared present. INFORMAL CALENDAR Bill 2005 -1, sponsored by Councilman Martin, entitled: AN ORDINANCE AUTHORIZING THE ISSUANCE OF SEWERAGE SYSTEM REVENUE BONDS (STATE REVOLVING FUND PROGRAM) SERIES 2005A OF THE CITY OF JEFFERSON, MISSOURI, FOR THE PURPOSE OF EXTENDING AND IMPROVING THE CITY'S SEWERAGE SYSTEM; PRESCRIBING THE FORM AND DETAILS OF THE BONDS AND THE AGREEMENTS MADE BY THE CITY TO FACILITATE AND PROTECT THEIR PAYMENT; AND AUTHORIZING A NO— INTEREST LOAN FROM THE WATER AND WASTEWATER LOAN REVOLVING FUND OR THE WATER AND WASTEWATER LOAN FUND OF THE STATE OF MISSOURI AND PRESCRIBING OTHER RELATED MATTERS. Councilman Dean Martin requested that Bill 2005 -1 be removed from the Informal Calendar at this time and placed on third reading and final passage. Bill 2005 -1 was read third time by title and placed on final passage. City Administrator Rich Mays introduced Mr. Jack Dillingham from Piper Jaffray who distributed handouts explaining interest rates and details of the final bond sale. He answered questions asked by the Council. At the conclusion of discussion, a motion was made by Councilman Dean Martin to accept the "Substitute 5 -4- 2005" which was distributed by City Counselor Nathan Nickolaus, who explained that it contains final information pertaining to the bond sale. The motion was seconded by Councilman Cindy Layton, and approved unanimously. Bill 2005 -1, as substituted, was then passed by the following roll -call vote as Ordinance 13878: SPECIAL COUNCIL MEETING MAY 4, 2005 Aye: Brown, Crane, Ferguson, Layton, Martin, Pope, and Schnitzler Nay: None ADJOURN MENT There being no further business to come before the Council at this time, a motion was made by Councilman Kevin Brown for adjournment, seconded by Councilman Brian Crane, and approved unanimously at 5:50 P.M.
