CALL TO ORDER

The Special Council Work Session of July 7, 2005, was convened at 5:30 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Berry, * *Brown (arrived at 6:15 PM) Crane, Harvey, *Martin (arrived at
5:38 PM), Pope, and Schnitzler,
Absent: Ferguson, Layton, and Vogel
A quorum was present.
Mayor John Landwehr explained the format of the meeting and asked anyone who planned
to speak to sign the sheet provided.
DISCUSSION OF LIQUOR ORDINANCES
City Administrator Rich Mays gave the background of the reason for Bill 2005 -22.
*Councilman Dean Martin arrived at this point in the meeting (5:30 PM).
City Counselor Nathan Nickolaus gave an overhead powerpoint presentation explaining the
content of Bill 2005 -22. Following his presentation, the following persons present requested
to speak on the matter.
Mr. Fred Townson, 1708 Lucia Ct., proprietor of Hollywood's on High Street. Mr. Townson
stated his opinions regarding Bill 2005 -22. He stated his business is a "night club" rather
than a bar, and explained what he believes is the difference between the two types of
establishments. Following his presentation, he answered several questions by both the
Council and staff.

* *Councilman Kevin Brown arrived at the meeting (6:15 PM) during Mr. Townson's
presentation.
Ms. Carrie Carroll, proprietor of Carrie's Hallmark at 117 E. High Street. She addressed
the Council regarding the 50% food requirement because the downtown businesses are
trying to grow and fill up empty buildings. When presented with several specific situations
with which the city has had to deal in the past several months, Ms. Carroll agreed that the
City does need to address those problems occurring, and agreed that not addressing them
could have the effect of causing businesses and residents to leave the downtown area.
Mr. Clyde Angle, 3618 W. Gordon Drive, stated he felt Section 4 -42 was a "shotgun"
approach targeted at one establishment. He also stated he felt some of the language was
"vaugue" but when asked how to clarify, was unable to explain.
Mr. Alex Mastrogiannis, proprietor of Alex's Restaurant and Lounge at 2125 Missouri
Boulevard, had several questions regarding the bill. Staff answered his questions regarding
his concerns.

A lengthy discussion was held by the Council, and included several questions of staff.
Councilman Michael Berry left the meeting at 7:05 PM.
Due to the length of the meeting, Mayor John Landwehr stated that the Council would not
address Bill 2005 -30 tonight unless it specifically wanted to. He suggested saving that
discussion for the July 18 Council meeting. The Council agreed to save discussion on that
bill until then.
