Mayor Man called the City Council Regular Meeting to order at 7:57 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember-Chavez, Sternquist, Yu, Fish, Man Councilmember-None Community Development Director Forbes, Planning Manager Reimers, Assistant City Attorney Murphy, City Clerk Kuo 3. INVOCATION -Reverend Elie Elbayadi from Temple Sheriff Station Chapel provided the invocation. 4. PLEDGE OF ALLEGIANCE-City Manager Cook led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A. PET OF THE QUARTER -Cindy Rigney, Board President of San Gabriel Valley Humane Society, presented Ocho and Zoro. Those interested in adopting the dogs can call the San Gabriel Valley Humane Society at (626) 286-1159. B. CLEAN POWER ALLIANCE-Jennifer Ward, Head of Local Government Affairs for Clean Power Alliance, provided an update regarding clean renewable energy and the renewable energy resources program. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Steve Terry, Temple City Sister City, shared the passing of Paul Smithers who was a volunteer for the Australian Sister City Student Exchange Program. Captain Flores, Temple Sheriff Station, provided an update on the status of the Temple Sheriff Station. He gave an overview of the work the station has accomplished in 2018. Lucy Liou, Neighborhood Watch, invited everyone to the Neighborhood Watch meeting this Thursday at the Emperor Elementary School from 5:30 to 7:30 p.m. She also shared that the American Red Cross is low on blood and encouraged everyone to donate. City Council Minutes January 15, 2019 Page 2 of 8 Julio Ramirez, El Monte resident, commented on City of El Monte's meeting regarding the cannabis cultivating and processing facility and thanked City Council for supporting their residents. Joseph Chun, Pastor of First Chinese Baptist Church in San Gabriel, commented on City of El Monte's cannabis cultivating and processing facility and thanked City Council for supporting their residents. Feng Lan Liu, Temple City resident, shared a conversation she had with a City of El Monte Councilmember. 7. CONSENT CALENDAR Councilmember Chavez made a motion to approve the Consent Calendar Items. APPROVAL OF MINUTES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of January 2, 2019; and 2. Minutes of the Regular City Council Meeting of January 2, 2019. Action: Approve. B. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of December 19, 2018. Action: Received and filed. C. ADOPT RESOLUTION ELECTING TO OPT-OUT FROM THE STATE MANDATED CONGESTION MANAGEMENT PROGRAM (CMP) AS REQUESTED BY THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (METRO) The Metro Board is interested in opting out of the CMP because it is outdated and increasingly out of step with the current regional, state, and federal planning processes and requests. In order to do so, Metro needs a resolution from a majority of the jurisdictions in Los Angeles County. The City will continue to City Council Minutes January 15, 2019 Page 3 of 8 receive gas tax funds that are associated with the CMP. Action: Approved Resolution 19-5378 electing to opt- out from the Los Angeles County Congestion Management Program in accordance with the State CMP statue and to provide a copy of the final resolution to Metro. D. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 74893, A LOT SPLIT SUBDIVISION AT 6440 OAK AVENUE Approval of the final map would allow the property owner to record the map and start the construction of a single-family house on each lot. Action: 1. Reviewed and approved the final subdivision map for Parcel Map No. 74893; and 2. Authorized the City Clerk to certify Parcel Map No. 74893. E. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Action: Received and filed. F. ADOPTION OF RESOLUTION NO. 19-5381 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5381 authorizing the payment of bills. Action: Adopted Resolution No. 19-5381. 8. PUBLIC HEARING A. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 2019-20 The City Council is requested to hold a public hearing regarding the proposed allocation of Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2019-20. Associate Planner Gulick gave a brief overview of the CDBG allocations. City Council Minutes January 15, 2019 Page 4 of 8 City Council asked questions regarding the allocations and about the City's Housing Rehabilitation Loan Program. Mayor Man opened public hearing. Hearing no request to speak, Mayor Man closed public hearing. Councilmember Yu made a motion to authorize the City Manager to amend CDBG-funded program allocations up to 50 percent of the approved allocation as necessary throughout the fiscal year and adopted Resolution 19-5379 establishing the CDBG-funded programs and allocations for FY 2019-20. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 18-1032 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS) The City Council is requested to adopt Ordinance No. 18-1032, amending various sections of the zoning code. The proposed amendments would identify necessary improvements and clarifications. Planning Manager Reimers gave an overview of the City's zoning regulations and expressed the need to update the city's codes. Councilmember Chavez left the meeting at 9:04 p.m. and returned at 9:05 p.m. Associate Planner Gulick gave a summary of the proposed amendments to the zoning codes. City Council asked questions regarding the zoning code amendments. Mayor Man opened public hearing. Jerry Jambazian, Temple City business owner, asked questions relating to construction activities during federal holidays. Hearing no request to speak, Mayor Man closed public hearing. City Council Minutes January 15, 2019 Page 5 of 8 Councilmember Chavez made a motion to introduce for first reading by title only and waive further reading of Ordinance No. 18-1032, amending Title 9, Chapter 1 (Zoning Code) of the Temple City Municipal Code and schedule the second reading of Ordinance No. 18-1032 for February 5, 2019. Seconded by Councilmember Sternquist and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Sternquist, Yu, Fish, Man Councilmember-None Councilmember-None Councilmember-None C. ADOPTION OF RESOLUTION NO. 19-5373 TO APPROVE AN AMENDED MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2018-19 The City Council ad hoc committee on fees met in September 2018 and recommended that the City Council amend the Master Fee and Fine Schedule to revise fees for planning, public works, and related services to fully recover the cost to the City for providing those services. City Manager Cook gave a brief overview of the proposed fees and fine schedule. City Council discussed and asked questions regarding the proposed fees and fine schedule. Community Development Director Forbes answered City Council questions. Mayor Man opened public hearing. Hearing no request to speak, Mayor Man closed public hearing. Councilmember Chavez made a motion to adopt Resolution No. 19-5373 approving an amended Master Fee and Fine Schedule for Fiscal Year 2018-19 with revised fees for planning, public works, and related services but revised the fees for "Appeals to the Community Development Directors Decision to $1200" and "Appeals to the Planning Commission Decision to $1300". FIRST READING AND INTRODUCTION OF ORDINANCE NO. 19-1033 AMENDING CHAPTER 1, SECTION 2100 OF THE TEMPLE CITY MUNICIPAL CODE REGARDING REGULAR CITY COUNCIL MEETINGS THAT FALL ON AN ELECTION DAY City Council is requested to consider moving the Regular City Council meetings that coincides with City Special Municipal Election and Statewide Elections days to a subsequent business day that is not a holiday to support voter participation. City Clerk gave a brief summary of the staff report. Mayor Man opened public comment. Hearing no request to speak, Mayor Man closed public comment. Councilmember Chavez made a motion to introduce Ordinance No. 19-1033 for first reading by title only, amending Chapter 1, Section 2-1-0, of the Temple City Municipal Code moving the Regular City Council Meeting that fall on an election day to the next subsequent business day that is not a holiday and schedule the second reading of Ordinance No. 19-1033 for February 5, 2019. Seconded by Councilmember Man and carried by the following votes: AYES: NOES: ABSTAIN: ABSENT: Councilmember-Chavez, Sternquist, Yu, Fish, Man Councilmember-None Councilmember-None Councilmember-None 11. UPDATE FROM CITY MANAGER-Shared that the annual homeless count is next week and encouraged the public to volunteer for this event. City's Ring Rebate Program will also begin next week. Those who purchased a Ring device with a subsidy discount code during the first round are ineligible to participate in the second round but all residents are eligible to receive a $30 discount off retail price for up to two devices and a 20% discount off retail price for up to three Ring accessories 12. COUNCILMEMBER STERNQUIST-Shared that she and Mayor Pro Tern Fish participated in the League of California Cities' tour of Sacramento, reminded the public to dump and drain any standing water to reduce mosquito population, and commented on the lawsuit with City of El Monte. D. MAYOR PRO TEM FISH -Thanked the public for attending tonight's meeting and Captain Flores for providing a status report on the Temple Sheriff Station. She also commented on her trip to Sacramento. E. MAYOR MAN -Thanked the public for attending the meeting and invited everyone to the Lunar New Year Festival on Feb. 2, 1 to 4 p.m., in the Temple City Park. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jerry Jambazian, Temple City business owner, invited everyone to the Camellia Festival's Royal Court Coronation and commented on the City's new recreational guide. Lucy Liou, Temple City resident, commented on the upcoming Lunar New Year event. 16.
