PARKS AND RECREATION DEPARTMENT DATE: TO: FROM: MEMORANDUM February 19, 2019 Parks and Recreation Commission Bryan Cook, City Manager By: Cathy Burroughs, Director of Parks and Recreation Steve Lawson , Parks & Recreation Manager SUBJECT: APPROVAL OF COMMITTEE ON AGING MEMBERS RECOMMENDATION: The City Council is requested to: 1. Approve the Committee on Aging (GoA) members as recommended by the Parks and Recreation Commission; and 2 . Consider adding a member of the Temple City Unified School District Board of Education to the GoA as a non-voting member. BACKGROUND: 1 . On July 18 , 2018, the Parks and Recreation Commission considered the criteria and standards for the proposed GoA and approved it with one amendment. 2. On August 7, 2018, the City Council reviewed and approved the criteria and standards for the proposed GoA as recommended by the Parks and Recreation Commission with minor amendments and appointed Mayor Pro Tern Nanette Fish to the GoA as a non-voting member. 3 . On August 21 , 2018 , the City. Council adopted Resolution No . 18-5354 establishing a GoA. 4. On September 19, 2018, the Parks & Recreation Commission appointed Commissioner Joanne Rosso to the GoA as a non-voting member. 5 . In October 2018, the City solicited applications for GoA members . A total of 17 applications were received by the October 31, 2018 due date. City Council February 19, 2019 Page 2 of 3 6. On November 14, 2018 and November 29, 2018, the GoA Selection Team (Mayor Pro Tern Fish, Parks & Recreation Commissioner Rosso, Parks & Recreation Director Burroughs, Parks & Recreation Manager Lawson, and Parks & Recreation Coordinator Villalobos) interviewed all 17 applicants. 7. On January 16, 2019, the Parks and Recreation Commission approved the GoA members as recommended by the Selection Team. ANALYSIS: On August 21, 2018, the City Council adopted Resolution No. 18-5354, establishing a GoA. Consequently, the Parks & Recreation Department began soliciting for GoA members in October 2018. Information was disseminated via the City's website, social media accounts, CONNECT magazine, announcements at various programs and meetings, and e-mail messages. A total of 17 applications were received by the deadline. The GoA Selection Team interviewed all 17 applicants and the following 9 individuals were selected based on their relevant occupation/experience and other senior-related qualities: 1. Aubrey Chan -Mr. Chan is a Program Manager; Temple City resident; active volunteer/senior advocate; served on the Temple City Senior Master Plan Advisory Committee (SMPAC). 2. Judith Gunther -Ms. Gunther is a retired nurse; Temple City resident; active volunteer; currently teaches nursing and mental health classes at California State University, Los Angeles. 3. Jerry Jambazian -Mr. Jambazian is a long-time Temple City business owner and active community volunteer. He resides in San Gabriel. 4. Lucy Liou -Ms. Liou is an office manager; Temple City resident; active volunteer, including with the Temple City Neighborhood Watch Program; served on the SMPAC. 5. Liz Powell -Ms. Powell is a Patient Liaison for HealthCare Partners. She has extensive experience working with Temple City's senior population and served on the SMPAC. She resides in Montclair. 6. Carole Rodenbucher -Ms. Rodenbucher is retired; a Temple City resident; active community volunteer; 2018 Temple City Older American of the Year. 7. Ann Seitz-Ms. Seitz is a retired Temple City Unified School District employee; an active senior volunteer; served on the SMPAC. She resides in San Gabriel. Martin tan de bibana -Mr. tan de bibana is a retired Temple City resident who worked for the City of Los Angeles Department of Aging for over 15 years. 9. Michael J. Wintercorn -Mr. Wintercorn is an accounting manager for a non-profit senior living facility and a senior advocate who served on the SMPAC. He resides in Arcadia. If approved by the City Council this evening, it is expected the first meeting of the CoA will be held in April 2019. The criteria and standards for the CoA (Attachment "A"), formalized by the City Council through adoption of Resolution No. 18-5354, states that each member shall serve staggered two (2) year terms. Initial appointments shall be for one or two years and shall be from the date of appointment to June 30. Because the initial appointment is within six months of June 30, and the CoA will likely have met only once by June 30, 2019, it is recommended the terms for this initial appointment be through June 30, 2020 for those serving one year terms and June 30, 2021 for members serving two year terms. Mayor Pro Tem Fish has requested the City Council consider adding a representative from the Temple City Unified School District (TCUSD) Board of Education to the CoA as a non-voting member. Per the criteria and standards, MEMBERSHIP, #4 states: The Parks & Recreation Commission and City Council shall each appoint one of its members to serve on the GoA as a non-voting representative who does not count towards a quorum. If the City Council adds a representative from the TCUSD Board of Education, staff will bring an item forward for the March 5, 2019 City Council meeting amending the criteria and standards for the CoA. CITY STRATEGIC GOALS: Approval of the Committee on Aging members furthers the City's Strategic Goals of Quality of Life and Citizen Education and Communication. FISCAL IMPACT: Funds have been included in the proposed Fiscal Year (FY) 2018-19 City budget to cover the cost of these services. NAME EXHIBIT"1" COMMITTEE ON AGING CRITERIA AND STANDARDS Temple City Committee on Aging (CoA) AUTHORITY ATTACHMENT A The CoA will be a standing Committee under the Parks & Recreation Commission. BASIC FUNCTIONS 1. To assist the Parks & Recreation Department with the implementation of the Temple City Senior Master Plan (SMP) and provide an annual report card to the Commission and City Council. 2. To advise and assist Parks & Recreation staff regarding activities, programs and services for seniors. 3. To inform the Parks & Recreation Commission and the City Council about programs and services benefiting seniors. 4. To evaluate existing senior programs and services annually. 5. To advocate for legislative issues that affect the lives of older adults and to disseminate information that will enable seniors to participate actively in the democratic process. MEMBERSHIP 1. The CoA shall consist of at least 9 representatives of the community; 50% or more shall be 50 years or older. 2. Each member shall serve staggered two (2) year terms. Initial appointments shall be for one or two years and shall be from the date of appointment to June 30. Terms shall commence on July 1 and terminate on June 30. 3. Membership may be drawn from community members, professionals in the field of aging, non- profit leaders, faith-based representatives, program participants, and persons representing the business community. Persons currently serving on any City Commission are not eligible, except the appointed member from the Parks and Recreation Commission who is a non-voting member. 4. The Parks & Recreation Commission and City Council shall each appoint one of its members to serve on the CoA as a non-voting representative who does not count towards a quorum. 5. Initial and ongoing appointment of members to the CoA shall be made by a committee consisting of the City's Parks and Recreation Director, Parks and Recreation Manager, Parks and Recreation Coordinator and the appointed members of the City Council and Parks and Recreation Commission as stated in paragraph 4 above. 6. Additional members may be appointed to the CoA during the year if the proposed member(s) have the potential to bring professional stature and/or experience beneficial to the mission of the Co A. 7. The CoA shall meet on a quarterly basis (January, April, July, and October). Exact day, time, and location TBD. GOVERNANCE 1. The CoA shall select the following officers: Chair and Vice Chair. 2. Officers shall serve from July 1 to June 30. 3. Officers shall serve 1-year terms and may serve a second consecutive year. 4. The Chair shall appoint chairs of subcommittees as needed from within the membership. 5. The Chair shall appoint replacements for officer vacancies which occur (for the remainder of the year) from within the membership. 6. A quorum shall consist of a simple majority.
