Recomm endation: Approve Item s A through F per recommendations. A. APPROVAL OF MINUT ES The City Council is requested to review and approve: 1. Minutes of the Special City Council Meeting of January 2, 2019; and 2. Minutes of the Regular City Council Meeting of January 2, 2019 . Recomm endation: Approve. B. PARKS AND RECREATION COMMISSION ACTIONS The City Council is requested to receive and file Actions of the Regular Parks and Recreation Commission Meeting of December 19, 2018. Recommendation: Receive and file. C. ADOPT RESOLUTION ELECTING TO OPT -OUT FROM THE STATE MANDATED CONGESTION MANAGEMENT PROGRAM (CMP) AS REQUESTED BY THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (METRO) The Metro Board is interested in opting out of the CMP because it is outdated and increasingly out of step with the current regional, state, and federal planning processes and requests. In order to do so, Metro needs a resolution from a majority of the jurisdictions in Los Angeles County. The City will continue to receive gas tax funds that are associated with the CMP. Recommendation: Approve Resolution 19-5378 electing to opt-out from the Los Angeles County Congestion Management Program in accordance with the State CMP statue and to provide a copy of the final resolution to Metro. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 74893, A LOT SPLIT SUBDIVISION AT 6440 OAK AVENUE Approval of the final map would allow the property owner to record the map and start the construction of a single-family house on each lot. Recommendation: 1. Review and approve the final subdivision map for Parcel Map No. 74893; and 2. Authorize the City Clerk to certify Parcel Map No. 74893. E. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Recommendation: Receive and file. F. ADOPTION OF RESOLUTION NO. 19-5381 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2018-19 The City Council is requested to adopt Resolution No. 19-5381 authorizing the payment of bills. Recommendation: Adopt Resolution No. 19-5381. 8. PUBLIC HEARING A. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR FISCAL YEAR 2019-20 The City Council is requested to hold a p ublic hearing regarding the proposed allocation of Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2019-20. Presentation: Community Development Director Recommendation: 1. Hold a public hearing regarding the proposed allocation of Commu nity Development Block Grant (CDBG) funds for Fiscal Year (FY) 2019-20; 2. Authorize the City Manager to amend CDBG -funded program allocations up to 50 percent of the approved allocation as necessary throughout the FY; and City Council Agenda January 15, 2019 Page 4 of 7 3. Adopt Resolution 19-5379 establishing the CDBG-funded programs and allocations below for FY 2019-20 (Attachment “A”). The total CDBG Budget for FY 2019-20 includes the estimated allocation of $190,000, unallocated prior years’ funds of $77,429, and up to $285,080 of carryover from FY 2018 - 19: i. Housing Rehabilitation Loan and Handyworker Grant Program: $425,000 ii. Asbestos Testing and Removal Program: $ 99,009 iii. Youth Scholarship Program: $ 28,500 Total FY 2019-20 CDBG Budget: $552,509 B. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 18-1032 AMENDING TITLE 9 (ZONING REGULATIONS), CHAPTER 1 OF THE TEMPLE CITY MUNICIPAL CODE (SERIES 2 CODE AMENDMENTS) The City Council is requested to adopt Ordinance No. 18 -1032, amending various sections of the zoning code. The proposed amendments would identify necessary improvements and clarifications. Presentation: Associate Planner Recommendation: 1. Introduce for first reading by title only and waiver further reading of Ordinance No. 18-1032, amending Title 9, Chapter 1 (Zoning Code) of the Temple City Municipal Code; and 2. Schedule the second reading of Ordinance No. 18-1032 for February 5, 2019. C. ADOPTION OF RESOLUTION NO. 19-5373 TO APPROVE AN AMENDED MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2018 -19 The City Council ad hoc committee on fees met in September 2018 and recommended that the City Council amend the Master Fee and Fine Schedule to revise fees for planning, public works, and related services to fully recover the cost to the City for providing those services. Presentation: Community Development Director Recommendation: 1. Conduct a public hearing; and 2. Adopt Resolution No. 19-5373 approving an amended Master Fee and Fine Schedule for Fiscal Year 2018-19 with revised fees for planning, public works, and related services. FIRST READING AND INTRODUCTION OF ORDINANCE NO. 19-1033 AMENDING CHAPTER 1, SECTION 2100 OF THE TEMPLE CITY MUNICIPAL CODE REGARDING REGULAR CITY COUNCIL MEETINGS THAT FALL ON AN ELECTION DAY City Council is requested to consider moving the Regular City Council meetings that coincides with City Special Municipal Election and Statewide Elections days to a subsequent business day that is not a holiday to support voter participation. Presentation: City Manager Recommendation: 1. Introduce Ordinance No. 19-1033 for first reading by title only, amending Chapter 1, Section 2100, of the Temple City Municipal Code moving the Regular City Council Meeting that fall on an election day to the next subsequent business day that is not a holiday; and 2.
