Mayor Man called the City Council Regular Meeting to order at 8 :01 p .m. in the
Counci l Chambers located at 5938 Kauffman Avenue , Temple City .

3. INVOCATION-Pastor Jim Walden , First Baptist Church , provided the invo cation .
4. PLEDGE OF ALLEGIANCE-Ms. Lucy Liou led the pledge of allegiance .

6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Cliff Huoh , Los Ange les County Sanitation Distr ict , commented that the
Sanitat ion District is embroiled in labor management t urmoil and aske d for the
Council's help by subm itting a letter to t he District's senior management to
withdraw its unreasonable proposal.
Feng Lan Liu , Temple City resident , requested the City Council's support and
urged the City to f il e a lawsuit aga inst City of E l Mon te 's recently approved
cannabis process ing facility .
Lucy Liou , Danny Sam , David Chiu, Bel i nda Xu , Allen Poon , Alan Zhong Temple
C ity residents , spoke aga inst the C ity of El Monte 's recently approved cannabis
p rocess i ng facility .
Steve Stafford , Temple City resident , co m mented on his e x perience at the most
recent City of El Mo nte 's Council meeting .

City Council Meeting of Decembe r 18, 2018 .

The City Council is re quested to receive and file Actions of the Regu lar Planning
Commission Meeting of December 11 , 2018 .

C . TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS
The City Counci l is re quested to rece ive and file Actions of the Regular
Transportation and P ublic Safety Commission Meeting of December 12 , 2018 .

D. APPROVAL OF THIRD AMENDMENT TO THE AGREEMENT WITH
VAVRINEK, TRINE , DAY & COMPANY, LLP FOR PROFESSIONAL AUDIT
SERVICES
The City Counc il is requested to approve the amendment to the agreem e nt with
Vavrinek , Trine , Da y & Company, LLP for professional audit services to include
the preparation of the required Governmental Accounting Standards Board 7 5.
Action : Authorized the C ity Manager to enter into a third
amendment to the agreement fo r professional
audit services with Vavrinek , Trine , Day &
Company, LLP for Fiscal Year 20 18-2019 .
E . ADOPTION OF RESOLUTION NO . 19-53 80 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2018 -19

The City Council is requested to adopt Resolution No . 19 -5380 authorizing the
payment of bills .
Action : Adopted Resolution No . 19-5380 .

11. UPDATE FROM CITY MANAGER-shared that the City's Ring Rebate Program
will begin on January 24 .
12. UPDATE FROM CITY ATTORNEY -informed the audience that the City was
continuing its legal work on the El Monte Cannabis matter but that individual legal
complaints needs to be pursued by the individuals . The City would not be able to
take legal actions on behalf of individuals with personal legal issues. They would
have to take action on their own .

Steve Stafford , Temple City resident , thanked Councilmembers for attend ing the
C ity of El Monte's Council meeting re lating to the cannabis processing faci lity .
Feng Lan Liu , Temple City resident , commented that City of El Monte is not being
cooperative in prov iding information and that is making it very d ifficul t for
individuals to file lawsuits against them .
Lucy Liou , Temple City res ident , invited everyone to attend the upcoming
Neighborhood Watch meetings .
