HomeMy Public PortalAbout1992-07-21 Regular Meetingyb COUNCIL MINUTES REGULAR MEETING - JULY 21, 1992 The regular meeting of the Bal Harbour Village Council was held on Tuesday, July 21, 1992 in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 9:35 a.m. by Mayor Stern. The roll was called and those present were: Also present: Mayor Estelle Stern Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman Sol M. Taplin Carole S. Morris, Village Manager -Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Councilman James E. Boggess As a quorum was determined to be present, the meeting commenced. 2. Approval of Minutes: A motion was offered by Assistant Mayor Hirschl and seconded by Councilman Blank to approve the minutes of the June 16, 1992 Regular Meeting. There being no changes or additions, the motion carried (4-0) with Councilman Boggess absent, and the minutes were approved as submitted. Public Hearings: None 5. Ordinance - Second Reading/Public Hearing: None 6. Ordinance - First Reading: None 7. Resolutions: A. A Resolution was read by title by the Village Clerk increasing the parking rate for meters located at the west municipal parking lot at Bal Bay Drive to $.25 per hour with a ten hour limit. Assistant Mayor Hirschl questioned if this parking lot was filled daily and by whom. Mrs. Morris replied workers at the Shops, Sheraton Bal Harbour and employees of the Village were the most frequent users. Councilman Taplin questioned the rate that is charged for parking under the bridge, Mrs. Morris replied the rate is $1.00 per hour. 109 COUNCIL MINUTES SEPTEMBER 1, 1992 —BUDGET WORKSHOP MEETING A Budget Workshop Meeting of the Bal Harbour Village Council was held on Tuesday, September 1, 1992, in the Council Chamber at Bal Harbour village Hall. The meeting was called to order at 4:05 p.m. by Assistant Mayor Hirschl. The roll was called and those present were: Also present: Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman James E. Boggess Councilman Sol M. Taplin Carole S. Morris, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney Absent: Mayor Estelle Stern As a quorum was determined to be present, the meeting commenced. Assistant Mayor Hirschl stated that the purpose of the workshop meeting was to review the proposed Budget document for fiscal year 1992-93. Mrs. Morris stated that a 3% cost of living increase was figured for the General Employees based upon their salary as of 10/1/90, in accordance with the pay plan changes implemented last year. The police are currently engaged in contract negotiations.. Health insurance costs have escalated. Health Options' premiums as of October 1, 1992 will increase by approximately 6 or 7%. Florida Municipal Health Trust will increase by approximately 54.4%. Mrs. Morris further explained to reduce this premium the Village could raise the deductible and co -pay to a higher amount. Assistant Mayor Hirschl stated he saw no problem with the Budget in general, but can foresee some lean years ahead. Mrs. Morris replied the Village currently has a fund balance of $3 - 4 million, which can be used to defray operating expenses if necessary. Discussion was held on the taxable value of the homes within Bal Harbour Village. Councilman Boggess stated that on the average the., homeowner will have a 1% or more depreciation on his property in the coming year. Mrs. Morris explained the water rates have not been increased. A water rate study has not been done for the past ten years and she feels this should be considered by the Council. The sewer rates are based on the gallonage of water usage. Budget Workshop Meeting - September 1, 1992 11U Councilman Blank stated he has reviewed past Budgets and this year's is excellently prepared. At this time he has a few minor items he would like to discuss, he suggested reducing the contribution to the Greater Miami Convention & Visitors Bureau from $150,000 to $100,000 and contributing $50,000 to the American Red Cross. At this time he would like to refer to the minutes of March 17, the Village Manager contract. He offered a motion to increase the Village Manager's salary to $60,000 per year. Assistant Mayor Hirschl stated that the Resort Tax Committee recommended that the level of contribution remain at $150,000. Mrs. Morris stated a film has been produced by Venture Productions, behind the Sheraton Bal Harbour, sponsored by the Greater Miami Convention & Visitors Bureau. Assistant Mayor Hirschl suggested that a quarterly report be made to the Council by the Bureau. Assistant Mayor Hirschl reported that the Resort •Tax Committee discussed the issue of increasing the resort tax. The consensus of the committee was against an increase but they are concerned. Assistant Mayor Hirschl questioned the item in the Buffing Dept for Bob Jahn. Mrs. Morris explained, George Desharnais is not qualified as a Building Official, therefore we must still retain Mr. Jahn as a consultant. Discussion once again returned to the Village Manager's proposed salary increase. Councilman Taplin questioned when the last increase was given and what was the starting salary at time of her appointment to present position. Mrs. Morris replied that the last raise she received was two years ago, except for cost of living, and when she was appointed the starting salary wag $44,000. Councilman Blank stated that the Village Manager's salary of Key Biscayne was $80,000 and Bay Harbor Islands $55,000. Councilman Taplin stated he agreed that the Manager should get an increase. Councilman Boggess stated he wanted to take under advisement. Mrs. Morris reported on the Gala Bal Harbour 1992, that the National Parkinson Foundation would like to change the beneficiary and they propose that this be Gala Bal Harbour for Hope to benefit the victims of Hurricane Andrew. The consensus of the Council was in favor of the change. There being no further discussion, a motion was offered by Councilman Taplin and seconded by Councilman Blank to adjourn. The motion carried unanimously (4-0) with Mayor Stern absent and the meeting adjourned at 4:55 p.m. The meeting reconvened at 4:57 p.m. Mrs. Morris gave an update on the Hurricane cleanup and repairs. She reported that the process of righting and bracing the pigeon plum trees has been completed along Collins Avenue. She further Budget Workshop Meeting - September 1, 1992 2 111 reported that we are now in the process of standing up and bracing the larger trees which have fallen in the Village, as well as having a private contractor to begin cleanup of the beach. This contractor will be supplemented by the Village crews in the near future. Mr. O'Leary will have the changes in the plans for the Collins Avenue Project within the next ten days.
