Forbes , Commun ity Development Di rec t or SUBJECT: ADOPTION OF RESOLUTION NO. 19-5373 APPROVING AN AMENDED MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2018-19 WITH REVISED FEES FOR PLANNING, PUBLIC WORKS, AND RELATED SERVICES RECOMMENDATION: The City Council is requested to : 1. Conduct a public hearing ; and 2. Adopt Resolution No . 19-5373 (Attachment "A") approv i ng an amended Master Fee and Fine Schedule for Fiscal Year (FY) 2018 -19 w ith revised fees for planning , public works , and related services . BACKGROUND: 1. On June 19, 2018 , the City Council adopted the Master Fee and Fine Schedule for FY 2018-19 . As in FY 2017 -18 , fees for planning applications and several related pub lic works and public safety applications were approved at 75 percent of cost recovery . The mayor appo inted an ad hoc committee to further study the fees and determ ine what level of cost recovery might be appropriate . 2 . On September 6 , 2018 , the fees ad hoc committee met and discussed the fees . 3 . On January 3 , 2019 , notice of the public hearing was published in the Temple City Tribune . City Council January 15 , 2019 Page 2 of 2 ANALYSIS: The ad hoc committee recommended that the C ity Council approve the following for planning applications and related building, community preservation , public works , and public safety applications : • Set all applicable fees at 1 00 percent cost recovery for FY 2018-19 as proposed in the City Council staff report of June 19 , 2018 ; and • Direct staff to increase all applicable fees by the percentage change in the Consumer Price Index (CPI) for the following five years, with a new comprehensive fee study to be conducted at the end of the five years . If approved by the City Council , applicable fees would be revised as reflected in Attachment "B" and would be increased each FY by the percentage change in the Los Angeles-Riverside-Orange County CPI for all urban consumers (CPI-U) for the preceding 12-month period , through the most recent month available at the time the fee schedule is prepared . If the CPI-U is negative , the fees would remain the same as the prior year . Since the City Council adopts a new Master Fee and Fine Schedule each FY, the increase would not occur automatically , and would be included as part of the recommended fee schedule for City Council consideration each year. Revising the fees as proposed to achieve full cost recovery would allow the City to recoup the costs of processing planning project applications and other construction and event applications . CITY STRATEGIC GOALS: Approval of the amended Master Fee and Fine Schedule furthers the City Strategic Goals of Good Governance and Sustainable Infrastructure by allowing the C ity to defray the costs of providing various programs and services . FISCAL IMPACT: The revenue projections in the FY 2018-19 City Budget reflect the fees in the previously approved Master Fee and Fine Schedule for FY 2018-19 . Approving the amended Master Fee and Fine Schedule would result in increased revenue . The amount of the increase is dependent upon the number of applications received and is estimated to be about $50,000 annually . ATTACHMENTS: A. List of revised fees ATTACHMENT A RESOLUTION NO. 19-5373 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPROVING AN AMENDED MASTER FEE AND FINE SCHEDULE FOR FISCAL YEAR 2018-19 WITH REVISED FEES FOR PLANNING , PUBLIC WORKS, AND RELATED SERVICES WHEREAS, the City Council of the City of Temple City desires to defray the costs of providing various programs , services , and facilities ; and WHEREAS , the City Council has received and considered information about the actual cost of providing such programs, services , and facilities ; and WHEREAS, the City Council held a duly noticed public hearing on January 15 , 2019, to consider approving an amended Master Fee and Fine Schedule for Fiscal Year 2018-19 , which revises fees for certain building , community preservation , planning , public works , and public safety services to recover the full cost of providing those services . NOW, THEREFORE, the City Council of the City of Temple City does hereby resolve , find , determine , and order as follows : SECTION 1. The fees set forth in the amended Master Fee and Fine Schedule, attached hereto and incorporated herein by reference , are reasonably necessary to recover the costs of providing the programs , services, and facilities for which such fees are levied or authorized to be levied . SECTION 2. The Master Fee and Fine Schedule for Fiscal Year 2018-19 is hereby amended by the attachment hereto , which supersedes in its entirety the Master Fee and Fine Schedule adopted by Resolution No . 18-5334 . SECTION 3. The City Clerk shall certify to the passage and adoption of this Resolution and it shall thereupon take effect.
