MEMORANDUM
SUBJECT: FIRST READING AND INTRODUCTION OF ORDINANCE NO. 19-1033
AMENDING CHAPTER 1, SECTION 2100 OF THE TEMPLE CITY
MUNICIPAL CODE REGARDING REGULAR CITY COUNCIL MEETINGS
THAT FALL ON AN ELECTION DAY
RECOMMENDATION:
The City Council is requested to :
1. Introduce Ordinance No . 19-1033 (Attachment "A ") for first reading by t itle only ,
amending Chapter 1 , Section 2100 , of the Temple City Municipal Code moving the
Regular C ity Counc il meeti ngs that fall on an elect ion day to the ne xt subsequent
business day that is not a holiday; and
2 . Schedule the second reading of Ordinance No . 19-1033 for February 5 , 2019 ; or
3 . Provide staff with direction on how to proceed .
BACKGROUND:
1. On April 12 , 1965 , the Ci ty Council adopted Ordinance No . 65-150 (Attachment "B")
amending Section 270 3 of the Temple City Municipal Code declaring the regular
meetings of the City Council to be held on the f irst and third Tuesday of each month
at the hour of 7 :30p.m., or the next succeeding day which is not a holiday. Section
270 3 has been renumbered and is now Section 2-1-0 .
2 . In October, 2018 , Coun c i lmember Yu requested that the City Cou ncil co nsider
movi ng the Regular City Council meetings o n an election day to the next su bseque nt
busi ness day that is not a holiday for Council 's cons ideration .
3 . On January 3, 201 9 , the required publ ic noticing for City Council to consider an
ordinance amendment to the regular City Council meetings day on City's Special
Municipal Election and Statewide Election Day was published in th e legal notice

section of the Temple City Tribune .
ANALYSIS:
S ince 1965, the Temple City Regular City Counci l meeting has been held on the first and
third Tuesday of the month at 7 :30 p .m ., un less the Regu lar City Council meeting fell on a
nationa l holiday, in which case it was held the next business day that is not a holiday.
Councilmember Yu has requested that the C ity Council consider mov ing the regular
meetings that coincides with City Special Municipa l Election and Statewide Election days to
the next business day that is not a holiday to support voter participation. A decision to
change City Council meeting dates is discretionary and would require an amendment to the
City's Mun icipal Code .
If the C ity Council agrees to amend the Regular C ity Council Meetings on an election day,
it wou ld be necessary to i ntroduce proposed Ordinance No. 19-1033 for first read i ng and
set the public hearing for second reading and adoption of Ord ina nce No . 19-1033 for
February 5 , 2019.
CITY STRATEGIC GOALS:
City Cou ncil's adoption of the proposed Ordinance to move the Regular C ity Council
meetings that fall on an election day promotes the strategic goal of Citiz en Education and
Communi cation .
FISCAL IMPACT:
Th is item will not have an impact on the Fiscal Year (FY) 2018-19 City Budget.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY, AMENDING CHAPTER 1, SECTION 2100 OF THE CITY OF
TEMPLE CITY MUNICIPAL CODE RELATING TO COUNCIL
MEETINGS ON ELECTION DAY
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES ORDAIN:
SECTION 1. Chapter 1, Section 2-1-0 of the Temple City Municipal Code is hereby amended to
read as follows:
2-1-0. Council Meetings. Regular meetings of the City Council shall be held in the Council Chamber
at the City Hall, at 5938 North Kauffman Avenue, Temple City, California at seven o’clock (7:30) P.M.
on the first and third Tuesday of each month of the year, unless the City Council meeting falls on a
national holiday or an election day. Council meetings that fall on a national holiday or an election day
will be moved to the next subsequent business day that is not a holiday.
SECTION 2. This Ordinance shall take effect on March 7, 2019, thirty (30) days after its
adoption. The City Clerk, or her duly appointed deputy, shall attest to the adoption of this
Ordinance and shall cause this Ordinance to be published once in a newspaper circulated in the
City of Temple City.
