MINUTES
JUNE 21, 1978
INITIATION:
1. Chairman Graham called to order the regular meeting of the Parking
Commission at 3:00 P.M. in Council Chamber of City Hall.
2. The Pledge of Allegiance to the Flag was led by Commissioner Konrad.
3. Roll Call: Present: Commissioners Driver, Konrad, McVey, Graham
Absent: Commissioner Millham
Also Present: Assistant City Manager Pucci, Planning
Director Dragicevich
Chairman Graham stated notification had been received from Commis-
sioner Millham of illness in the family, that he was uncertain if
he would be able to attend the meeting. Commissioner Konrad moved
to excuse Commissioner Millham's absence for cause. The motion was
seconded by Commissioner Driver and carried.
4. APPROVAL OF MINUTES - Regular Meeting of February 15, 1978
Commissioner McVey referred to Page 2, paragraph 5, of the minutes,
suggesting a clarification was required regarding Mr. Amlin's
statement that 13 out of 15 petitioners requesting the northerly
portion of public parking lot No. 5 be changed to all day parking.
This was not the case, the majority of signatures were tenants.
Commissioner Driver moved to approve the minutes as amended. The
motion was seconded by Commissioner McVey and carried.
5. COMMUNICATIONS:
Assistant City Manager Pucci reviewed a letter from Mr. Albert
Anspach, Liebergs, 9565 E. Las Tunas Drive, regarding difficulties
encountered by large delivery trucks using the ramp behind the store.
Because of a citation issued to a driver, Mr. Anspach asked the
Commission to mark the ramp as an official loading zone, which was
the purpose of the ramp.
In discussion, .Commissioner McVey noted the words, "Shipping and
Receiving" is indicated on the back of the building; however, the
officer who issued the citation felt it was a pedestrian crossing
since it was not identified as a loading zone. Mr. McVey felt
for purposes of clarification, the ramp should be marked as a
loading zone. Commissioner Konrad saw no - reason why it should not
be so identified, saying it would be for the use of all merchants
in the block. Commissioner Driver agreed the ramp should be
marked as a yellow loading zone for the protection of truck drivers
making deliveries.
Planning Director Dragicevich said, from his observations, large
trucks normally park parallel to the mall sidewalk and unload
merchandise across the ramp, which allows very little space for
cars to maneuver around. Smaller trucks are able to back into
the loading area.
3:10 P.M. Commissioner Millham arrived and was brought up to date
on the discussion. Mr. Millham explained the original concept of the
malls was to provide for the ramp in question to be specifically
set aside for loading purposes. He suggested that signs be placed
reading "For Loading and Unloading Only."
Chairman Graham reviewed the contents of Mr. Anspach's letter,
noting the problem apparently emanated from a disabled delivery
truck left backed into the unmarked loading ramp.' She would be
in favor of marking the ramp as a loading area since there are
similar ramps so marked in other public parking lots.

In further discussion of the request, Commissioner Millham
pointed out there would be no loss of parking spaces as there
are planters on either side of the ramp.
Commissioner Driver moved to recommend to the City Council
the ramp behind Lieberg's building, 9565 Las Tunas Drive,
be painted as a yellow loading zone. The motion was seconded
by Commissioner Konrad and carried unanimously.
6. TIME FOR THOSE IN AUDIENCE WHO 'DISH TO SPEAK: No one came forward.
7. MATTERS FROM CITY OFFICIALS:
A. Assistant City Manager Pucci gave an updated report on the
status of the Zager Smith agreement, advising that Mr. Mel
Zager, 9510 Las Tunas Drive, is in the process of complying with
the provisions which will enable him to use the pedestrian mall
for loading and unloading of merchandise . Chairman Graham said
the Coiuii_ssion would welcome a staff report on the outcome of
the negotiations at the next regular meeting.
B. Mr. Pucci explained the drainage problem at the mall located
at the west side of Camellia Avenue, north of Las Tunas Drive,
was being corrected with the restructuring of the drain by City
forces. The modification had been recommended by the Parking
Commission last year.
C. Commissioner Driver suggested selective enforcement of the
public parking lot north of Las Tunas Drive between Camellia
Avenue and Temple City Boulevard, noting that he had observed
the "all day Parker" again, taking up portions of the parking
spaces which are for customers of the merchants in the block.
Commissioner Konrad said there were similar problems in the
public parking lot south of Las Tunas Drive, easterly of Temple
City Boulevard. Commissioner Millham asked if the Commission
could, as a body, request enforcement of the posted restrictions
on the parking lots. Mr. Pucci asked the Commission to identify
the hours they felt enforcement would be most effective, explaining
the limitations on the use of units for this purpose. It was
the consensus that enforcement would be most effective beginning
shortly after 1:30 p.m. Mr. Pucci stated he would try to
coordinate some selective enforcement if it were feasible.
D. Commissioner Driver requested that trees in the malls be
trimmed. Mr. Pucci said he would refer the request to the
Maintenance Superintendent for scheduling.
E. Commissioner Millham expressed appreciation on his reappoint-
ment by the City Council to the Parking Commission, an action
which took place at the City Council meeting of June 20 when he
and Chairman Graham were reappointed for a two -year term.
8 ADJOURNMENT:
There being no further business to conduct, Commissioner Driver
moved to adjourn at 3:27 p.m. The motion was seconded by
Commissioner Konrad and carried. The next regular meeting of
the Commission will be held on October 18, 1978, 3:00 P.M., in
Council Chamber of City Hall.
