AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM
THE 2011 LOCAL HIGHWAY SAFETY IMPROVEMENT PROGRAM
WHEREAS, the Federal Highway Safety Administration (FHSA) has grant funding available
through its Federal Aid Account ("FA-3"); and
WHEREAS, the City of Richmond desires to submit a grant application to the Federal Highway
Safety Administration in the amount of One Million Six Hundred Fifty Thousand
Dollars ($1,650,000.00); and
WHEREAS, if the City of Richmond receives the grant funds, such funds will be used for the
construction and extension of Manor Drive from Dillon to Catalpa Drive
(extension of existing roadway on new alignment); and
WHEREAS, a local match of Three Hundred Thirty Thousand Dollars ($330,000.00) (twenty
percent (20%) of the project's total cost) is required, which money shall be
contributed from the TIF and/or EDIT funds.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, as follows:
1. The City of Richmond is hereby authorized to submit a grant application to the Federal
Highway Safety Administration.
2. The City of Richmond is authorized to accept said grant funding in an amount up to
One Million Six Hundred Fifty Thousand Dollars ($1,650,000.00), of which One Million Three
Hundred Twenty Thousand Dollars ($1,320,000) is the federal contribution.
3. Said funds, if awarded to the City of Richmond, shall be used for the construction and
extension of Manor Drive from Dillon to Catalpa Drive (extension of existing roadway on new
alignment) within the City of Richmond.
