That there shall be added to the Uniform Building i7ode the following: � Section 508: The general policy of the City of Lynwood is . a?": hereby declared as being against the arection, construction or use within the City of Lynwood f or the purpose oP human habitation or oP occupancy by human bein�s of any building, structure or premises unless the same shall be at least the useable floor area hereinafter . � ,,, stated, to-w1t: A. Building or structure designed, intended or used for the . purpose of human habitation in the City in Zone R-1 Por a home, dwelling ��' ; or living quarters not less than 700 f eet of useable area, B, Dupleaes or f lats designed, intended or used for the purpose of human habitation in the City in Zone R-2 for a home or living quartera, not less than 400 square feet of useable area, excepting when a aingTe t residence is erected in an R-2 Zone it shall comply with the minimum aquare floor area of an R-1 Zone, and ' - C. Courts or apartments designed, intended or used�f or the purposee of human habitation in the City in Zone R-3 f or a home, dwellittg or liv- ing quarters, not less than 400 souare feet of useable area, eacepting � � when a single residence is erectefl in an R-3 Zone it shall comply with the minimum square Ploor area oP an R-1 Zone� and '� • D. Section 509: No building permit, no certiPicate of 000upanep shall be issued by the Building Inspector or through,the building , :, � department oP said City f or any building or structure within said City which: A. Doea not or will not when in accordance with the application for such permit or certiPicete have at least the useable -�- ' , � floor area hereinabmee prescribed in Section 508 Por the typa of build- ing, structure or use involved; oi ~ B. That no private gara�e shall be built or constructed in Zone R-1, R-2, R-3 unless a residence house shall have besn built or being built or placed upon said premises. ' C. The Building Inspector shall otherwise find to be unsuited for occupancy by human beings for reasons or causes not otherwise specified in this code; IInless until; � " First: The question of the issuance of any such building permit � or certificate of occupanoy shall have been first submitted by either the Buildir� Inspector or the Applicant to the City Council oP said City, and Second: Said City Council ehall have authorized the issuance oP such building permit or certificate of occupancy by motion or resnlution spread upon the official minutes of the proceedings of said Council. The City Council does hereby reserve the right to rePuse to grant permission to deviate Prom the general policy hereinabove stated in �� this chapter or to grant permission to deviate from such policy or special circumstances when in tha opinion of said Counoil require such deviation or deviations. Any applicant or person desiring such a deviation must apply therePor to the City Council in writing, setting forth t he paeticulars in which it proposes to deviate f rom said policy end reasons therefor in such detail as to fully present the matter to said Council. Each such application must be accompanied by plans or sl� tches in writing ahowing the Y1QOr plans tha elevation oY the � eaisting orproposed building or structure involved. Before making ite determination in the premises, the Gity Council may in its disoretion refer the matter of any such inveatigation and report to the Elannfng �'omc�i s's:1 on . -3- ' t' The City Council may set any such application for deviation for hearing on not less than 5 days' written notice to the applicant. At such hearing or. any continuance thereof, the City Council ahall receive any teatimoney.and evidence which the applicant may desire to adduce or present. That the entire incorporated area of the city of Lynwood i� hereby declared to be and is hereby established as a Fire District and said fire district shall be known as deaignated as Fire Zonea, 1, 2, and 3 and each such zone shall include such territory or portions of said City as illustrated, and designated on the zoning map knovrn as zoning ordinance Number 422, on file in the office of the City Clerk of the City of Lynwood, which shall also serve as the official fire zone map for the City of Lynwood. � Fi�e Zone No. 1, shall be that portion of Zone C-2 on Long Beach Boulevard between Los Flores Avenue on the North, and Virginia Avenue on the South; on Century Boulevard between Bullis Road on the West, and IvIuriel Drive on the East and that portion (107�.86 feet) on Imperial High�aay bounded by Century Boulevard on the Northeast and the Pro�ection of Los Flores on the Northwest. Fire Zone No. 2 shall incliade all the remaining territory in I Zone C-2, not mentioned. in Fire Zone No. 1 and shall include all terri- tory zoned as C-3 and P-1. Fire Zone No. 3 shall include all that territory not included in �'ire Zone 1 or 2. ' Sectio � �That the use of incinerators in Fire Zones..l a.nd � 2 will be regulated as follows: Fire Zone 1: No outside incinerators ,.0 will be permitted. Fire Zone 2: Any incinerators muat be approved by the Fire Chief as to their construction, location and use. 9ection 5. That Ordinance No. 411 of the City of Lyn�vood entitled: °An Ordinance Regulating the Frection, Construction, i�4oving, Repair, Dc-molition and Occupa.ncy of Buildings and Structiires in the City of Lyni�rood," and all other ordinancea or parts of ordinances in conflict herewith are hereb,y repealed.
