CALL TO ORDER

The September 16, 2005, "Brown Bag" Work Session was convened at 12:00 PM by
President Pro Tempore Edith Vogel in the absence of Mayor John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Brown, *Ferguson (arrived 12:15 PM), Harvey, Layton, and Vogel
Absent: Berry, Crane, Martin, Pope, and Schnitzler
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Items were not necessarily discussed in order that they appeared on the agenda.
Consent Agenda:
Mr. Charlie Brzuchalski was present to answer questions and explain the background of the
state of Missouri's request to wave the special tax lien on property located on East Capitol
Avenue. He stated he will attend the meeting on Monday night to answer further questions.
*Councilman Kenneth Ferguson arrived at this point in the meeting (12:15 P.M.)
Public Hearings:
a. Voluntary Annexation - 2618 and 2700 Briarwood
b. Voluntary Annexation - 2619 West Edgewood Drive
c. Voluntary Annexation - 2614 Briarwood Drive
Assistant to the City Administrator Melva Fast made a presentation explaining the
background of all three of areas affected since they are somewhat interrelated. She
explained that the public hearings on the zoning part of these issues will be held at the
Monday night, September 19, Council meeting. Following Ms. Fast's presentation,
President Pro Tempore Edith Vogel opened the floor to those present who wished to speak
on the issues. No one present came forward to speak in favor of, or opposition to, the
proposed annexations. President Pro Tempore Edith Vogel declared the evidentiary portion

of the public hearings concluded.
Adjournment
There being no other business brought forward, the meeting adjourned at 12:25 P.M.
