� The City Council of the City of LynUrood does ordain as
follows:
Section 1: There is hereby created a Public Playground
and Recreation Commission of five members. All five members shall
be appointed by the City Council.
Of the members of the Commission first appointed, two (2)
shall be a,ppointed for a ter� of t�vo (2) years, ending June 30,
1949; two (2) for a term of three (3) years, ending June 30, 1a50;
and one (1) for a term of four (4) years, ending June 30, 1951.
Their successors ehall be appointed for terms of four (4) years.
In the event of a vacancy during the term of any Commis-
sion�members, such vacancy shall be filled by appointment'by the '
City Council.
Any appointee member of the Public Playground a.nd _
Recreation Commission may be removed by the Citv Council at its
pleasure. All members of the Public Playground and Recreation Com-
` mission shall serve as such without compensation. �
Section 2: I�mediately after their appointments, the
Public Playground and Recreation Commission ehall meet and organize
by electing one of their members as chairman and such other officers
_ , as may be necessary. The Commiseion shall have the po�ver to adopt
by-laws, rules and regulations for the governing of its own business
and affairs and it shall have the power to adopt by-laws, rules and

regulations Por the proper conduct of public recreation in_the:--puli----
lic parks and other places of public recreation within the City of
- Lynwood and under the City's ,]urisdiction. By-laws, rules and regu-

lations for the conduct of public recreation shall be presented to
and approved by the City Council. The Commission shall also, from
tivne to time, recommend to the City Council for adoption such penal
ordinances as it may deem,necessary or desirable for the regulz.tion
of public recreation within the Gity of Lynv�ood.
Section 3: It ahall be the duty of the Public Playground
and Recreation Commisaion:
(a) To supervise generally all public recreation within
the City of Lynwood;
{b) To prepare and d.evelop recreation programs within
the City;
(c) To advise the City Council and City AQanag•er and. make
recommend�tions to them as to the preaent and future
public recreation needa of the City:
Section 4: The City Manager shall be responsible for the

administrative executibn of the plans, programa, and policies of the
Commission, and all officers and employees of the City of Lynwood
devoting their time �rholly or partly to public play�round and recrea-
tion work ahall be under the �urisdiction and control of the City
b2a.nager.
Section 5: The term "recreation" as herein used includes
any activity voluntarily engaged in, which contributes to the physi-
cal, raental, or moral development of the individual or group parti-
4 cipating therein, and includes any activity in the fields of music,
drama, art, handicraft, science, literature, nature nature
contacting, aqur�.tic aports, and �.thletics, or any of them, and any

informal plsy incorporating any such activity. -

Section 6: The Publie Playground and Recreation Com-
mission shall ha.ve the po�ver to plan and generally supervise recrea-

tional activities ,jointly with other governmental bodies, school
diatricts, or civic organizations which have entered into agree-
ments vrith the City of Lynwood.
Section 7: This ordinance ahall become effective on
September 15, 1947.
Ordinance No. 424 ia hereby repealed effective as of
said September 15, 1947.
Section 8: The City Clerk shall certify to the passage
and adoption of this ordinance and shall cause the same to be
published once in the Lynwood Press, a newspaper published, printed,
and circulated in the City of Lynerood, Galifornia, and which said.
newspaper is hereby designated for that purpose.
