�+THEREAB, the City Council oP the City oP Lynwood has Pound ae
a facst that there is a great increase in the number and variety of
illustrated crime books, magazinea, and other publications being ofPered
for eale in this city, Vrhlch booka, magazinea, and other publications
deal in aubetantial part with crimea of force, violence and bloodshed,
and that many of suoh books or magazinea are designed in Porm so as to
reaemble closely thoae devoted in aubstance to matters of humor and
adventure and published primarily for sale to ahildren and are oPten
placed for sale eide by side with auch humorous and adventure ma�azinee;
and .
PTHEREA9, it appears that children helow the age of eighteen
yeara are of ausce?�tible and impressionable character, are often stim-
ulated by collectiona of pictures and etories of criminal acta, and do
in Pact often compit such crimes partly because inaited to do so by suoh
publications; and
WFIEREA3, the possibility of harm by reetricting free utterance
through harnlesa publications is too remote and too negligible a con-
aequettae of dealing �vith the evil of the. publicatione herein deacribed,
when in the handa of• children;
THEREFOAE, the City Qouncil of the City of Lynwood doee
ordain as follotias:
Section l: Every peraon, Pirm or corporation is guilty oP
a misdemeanor who sells, or givea aVray or in any way furnishes to any
peraon under the age of eighteen yeare any book, magazine, or other
publication in which there ie prominently featured an account of crime,
and which depicta, by the use of.drawings or photographa, the commission

or attemnted conmission'of crimea of araon, asaault with caustic
chemicale, aesault �aith a deadly rreapon, burglary, kldnapping, mayhem,
murder, rape, robbery, theft, or voluntary manelaughter:
Section 2. This ordinance shall not apply to those accounta
of crine which are part of the general diesemination of newe, nor to
auch drawinge and pho.tographs used to illustrate such accounta.
Section 3. The proriibitions oP this ordinance do not apply
to any action either positively permitted or prohibited by conatituLional
provision or by general law:
Section 4. If any provisions oY tnis ordinance, or tY�e
application thereof to any peraon or circumstance ia held. invalid, the
remainder of the ordinance and the application of euch provision to
other peraons or circumatancea, ahall not be aPfected thereby.
Seotion 5: Any pereon, f irm, or corporation violating any
of the provisiona of this'ordinance ahall be dee�ed guilty of a misde—
meanor and upon conviction thereof ahall be puniQhable by a fine of
not to egceed Pive hundred dollars ��500.00) or imprisonment in the
City Jail of the City oP Lyn�aood or the County Jail oi Los Angeles
County, State of CaliPornla, for a period of time not to exceed aix
months, or by both such fine and inprisonment.
Each such pereori, firm or corporation shall be deemed guilty
of a separate offense for every day during any portion of which violatior
of any provision of this ordinance is conmitted, continued, or per—
nitted by such person, firm or corporation, and shall be punishable
therefor ae prooided by thia ordinance.
Section 6. The City Clerk ehall certify to the pas�age and
adoption of this ordinance and shall cause the same to be publishefl once
in the Lyn�.Tood Preas, a h=eekly ne�repaper published, printed, and cir—
