GULF STREAM ON FRIDAY, SEPTEMBER 9, 2016 AT 5:01 P.M. IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.
I. Call to Order.
Mayor Morgan called the public hearing to order at 5:01 P.M.
Attorney Randolph announced that a table and chairs have been arranged
in the interior lobby of Town Hall to accommodate the Closed Door
Sessions with the Attorneys and the Commission following this Budget
Hearing so that the members of the public may remain seated in the
Commission Chambers while the Sessions are taking place.

III. Presentation of the Proposed Budget and Proposed Millage Rate for
Fiscal Year 2016-2017.
A. Explanation and discussion of Proposed Millage Rate as
compared to the rolled back rate.
Town Manager Thrasher explained that the Proposed Millage Rate is 4.59
mills, 4.11% below the Rolled -back rate of 4.7868. He suggested that it
be reduced to 4.49 mills which is 5.84% below the Rolled -back rate of
4.7684 and below last year's millage rate of 5.000. He further explained
that the budget is balanced with the revenues and expenditures equaling
$6,371,242 and the 2016/2017 Taxable Value for operating purposes being
$1,020,616,589.
The proposed millage rate was recommended and presented by Town Manager
Thrasher at 4.4900 mills.
B. Comment from the Commission and the public.
Commissioner Orthwein asked if there is enough budgeted to bring
Othe police department back to the 12 man department and was advised that
there are funds budgeted for this.
Vice Mayor Stanley asked for detail on the capital item for roads and
streets and Mr. Thrasher stated that in this budget there is shown
$200,000 but there will be a $20,000 increase in the next document due
to a transfer from the Barrier Island Fire District Study that is no
longer being considered.
Mr. O'Hare noted that the names of Mr. Brandenberg, Mr. Richman and Mr.
Sweetapple are not listed on contract page and he asked if they still

have valid contracts to which Mr. Thrasher replied that they should have
been listed but the employee that was responsible for keeping up with
this is no longer employed here and he would be working with these
updates prior to the final budget.
Mr. O'Hare asked questions regarding the Barrier Island Fire Study,
proposed street lights, smart meters, water fund management fees &
® salary, additional administrative personnel, legal fees and insurance
and all were answered, apparently to his satisfaction.
IV. Adoption of the General Fund Tentative Millage Rate for Fiscal
Year 2016-2017.
Commissioner Orthwein moved to adopt the General Fund Tentative
Millage Rate of 4.4900 mills for fiscal year 2016-2017 and Vice Mayor
Stanley seconded the motion with all voting AYE at the roll call.
V. Adoption of the Tentative Budget for Fiscal Year 2016-2017.
A. General Fund
Commissioner Orthwein moved to adopt the Tentative Budget for the
General Fund in the amount of $6,371,242 for Fiscal Year 2016-2017 and
Commissioner White seconded the motion with all voting AYE at roll call.
C. Enterprise Fund (Water)
Commissioner Orthwein moved to adopt the Tentative Budget for the
Enterprise Fund for Fiscal Year 2016-2017 in the amount of
$1,172,000 and Commissioner Lyons seconded the motion with all
voting AYE at roll call.
VI. Public Hearing Date for Final Adoption of Millage Rate & Budget.
Commissioner Orthwein moved to hold the Public Hearing for
adoption of the final millage rate and budgets for Fiscal Year 2016-2017
on September 20, 2016 at 5:01 p.m. at the Town Hall. Vice Mayor Stanley
seconded the motion and all voted AYE at the roll call.
VII. Resolutions.
A. No. 016-4; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE
TENTATIVE LEVYING OF AD VALOREM TAXES FOR THE TOWN OF GULF
STREAM GENERAL FUND FOR FISCAL YEAR COMMENCING ON OCTOBER 1,
2016 AND ENDING ON SEPTEMBER 30, 2017; PROVIDING FOR AN
EFFECTIVE DATE.
OThe Town Clerk read Resolution No. 16-4 in its entirety.
Commissioner Orthwein moved to approve Resolution No.16-4 and Vice Mayol
Stanley seconded the motion with all voting AYE at the roll call.
B. No. 016-5; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL
FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2016 AND ENDING ON
SEPTEMBER 30, 2017; PROVIDING FOR AN EFFECTIVE DATE.
The Town Clerk read Resolution No. 16-5 in its entirety.
Commissioner Orthwein moved for the adoption of Resolution No.

FUND TENTATIVE BUDGET FOR THE TOWN OF GULF STREAM FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2016 AND ENDING ON
SEPTEMBER 30, 2017; PROVIDING FOR AN EFFECTIVE DATE.
Town Clerk Taylor read Resolution No. 16-6 in its entirety.
Commissioner Orthwein moved to approve Resolution No. 16-6 with
Vice Mayor Stanley seconding the motion and all voting AYE at roll call.
VIII. Adjournment.
Mayor Morgan adjourned the Public Hearing at 5:28 p.m.
