Today’s Objectives
Review Plan framework:
Vision –what we want to achieve
Assessment of conditions and trends
Opportunities and limitations
Review/get feedback on:
management issues, priorities related to infrastructure,
visual access, sense of place
management actions, priorities related to infrastructure,
visual access, sense of place
What do you value most about
Brewster’s Coastal Resources?
CRMP Framework
Vision
Values and services we want to preserve/protect
Guiding principles to help evaluate actions
Assess/Inventory
Understanding of processes and trends
Consensus on planning scenarios
Management Issues & Actions/Implementation
Responsive to community needs/protect resources
Adaptable
Sustainable (ecologically, economically)
Efficient use of resources
Reflect regulatory, legal considerations
Vision
Goal: In the context of coastal change, preserve and protect Brewster‘s coastal resources and expand public access
1: …preserve coastal ecosystems and habitats and the character of the town and coastal neighborhoods
2: Maintain and expand public access …explore alternate modes of transport and access points
3: Adapt to climate change projections and …financially and environmentally sustainable
Land Use Basics
Brewster’s entire coast is currently in the FEMA VE
flood zone and most or all of its tidal marsh and creek
system are mapped as AE.
1,138 land parcels within these zones.
Municipal Tools:
Zoning
Planning
Board of Health
Conservation
Management Issues
Direct and Secondary Impacts of Development
Importance of Preserving Visual Access
Vulnerability of Low Roads and Infrastructure
Strategies
Elevate low-lying road segments and/or retrofit
stormwater management systems to mitigate flooding
during storm surge conditions.
Relocate or elevate sensitive infrastructure (water
mains, underground utilities) threatened by
groundwater elevations
Implement the stormwater retrofit for Breakwater Beach
parking lot proposed in the Phase II IWRMP report
Strategies
Municipal Vulnerability Preparedness Plan and multi-hazard mitigation plan
Zoning and regulations to preserve scale, character and resource protection:
Stormwater management/low impact development zoning bylaw
Enhanced zoning protections/special district
site plan review process for enlargement of residential structures
zoning controls on size of residential structures
Flood plain zoning bylaw -further limit development in V zones
Enhance use of Wetlands Conservancy District
Review Board of Health regulations re: SLR impact on groundwater table.
Viewing enhancements in maintenance plans at landings and beaches

Discussion Questions
What aspects of the character of our coastal access ways are important to you?
What do you think the Town can do to protect these characteristics and continue to provide public access?
What do you think about the elevation of roadways if it causes the roads to be wider or vary in dimensions? What do you think should be the Town’s priority locations for road elevations?
Are you concerned about increased development in coastal neighborhoods? Do you think increased controls on development are warranted? If yes, what types of controls would you like to see?
What are your favorite coastal views?
What do you think the Town can do to maintain/protect that view?
