CALL TO ORDER
The October 14, 2005, "Brown Bag" Work Session was convened at 12:00 P.M. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Berry, Brown, Harvey, Layton, Martin, and Schnitzler
Absent: Crane, Ferguson, Pope, and Vogel
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Items were not necessarily discussed in order that they appeared on the agenda.
APPOINTMENTS:
A motion was made by Councilman Dean Martin to amend the agenda by removing the
appointments to boards and commissions until after the Appointment Review Committee
has had an opportunity to meet and discuss them. The motion was seconded by
Councilman Kevin Brown and approved unanimously.
ANNOUNCEMENTS OF UPCOMING MEETINGS & EVENTS:
Mayor John Landwehr announced that a questionnaire had been distributed to city
employees last week at the city's annual Employee Recognition luncheon to ask them for
their input on the issue of attributes of a new City Administrator. He states he also wants
to allow the public opportunities to give the city input into the matter as well, and that he will
be making an announcement about that tonight.
Councilman Mike Harvey explained how the process will be started regarding gaining putlic
input on the issue of a conference / convention center. He will be making an announcement
about that at the meeting tonight.

CONSENT AGENDA:
Councilman Kevin Brown stated he wishes to recuse himself from Item (c) and requested
that it be considered separately so he can abstain from voting on it.
BILLS INTRODUCED:
2005 -97: Mayor John Landwehr stated if anyone on the Council feels a work session would
be helpful in answering questions on the Highway 50 / City View Drive Interchange project
to please let him know.
2005 -98: Placing the draft plan of intent on the city's web site was discussed, and City
Counselor Nathan Nickolaus said he would see if that can be done as soon as we can get
the maps in a format which would make that possible.
Councilman Michael Berry disclosed that he had performed some legal work in the past in
which Wal -Mart was named as one of the parties. He stated the past relationship did not
constitute a conflict of interest, but he did want to disclose it for the record.
PUBLIC HEARINGS
Public Hearings were held on the following three items:
a. Voluntary Annexation of 1241 Highway 179
b. Voluntary Annexation of 2606, 2708, 2712 Briarwood Drive
c. Voluntary Annexation of 2607 W Edgewood Drive
Mayor John Landwehr opened the floor for anyone who wished to speak in favor of, or
opposition to, any of the three proposed voluntary annexations. No one present came
forward to speak. Mayor Landwehr declared the evidentiary portion of the public hearings
concluded.
ADJOURNMENT:
There being no other business brought forward, a motion was made by Councilman Dean
Martin for adjournments, seconded by Councilman Mike Harvey and approved unanimously
at 12:45 P.M.
