Reiman Councilmember Vincent Bellino Jorge Diaz Dennis DiMascio Susan Naples " Joseph W. Sitarz Also noted present was Kathleen M. Barney, Municipal Clerk. Also Noted Present Noted absent were Councilmember Randy Krum and Borough Attorney Noted Absent Robert J. Bergen. Statement of Meeting Notice was mailed to The Home News Tribune, The Statement of Star Ledger and posted on the bulletin board on January 3, 2011 and Meeting Notice published in The Home News Tribune and The Star Ledger on January 4, 2011. The meeting was opened with a minute of Silent Prayer and the Pledge of Silent Prayer/ Allegiance led by Mayor Daniell. Reiman. Pledge of Allegiarr_e 0 1.1 n January 6, 2011 Noted Present At approximately 6:04 P.M. the Borough Attorney, Robert J. Bergen was noted present. Minutes ifor Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous Approval affirmative vote of the five (5) members present, the Minutes of December 20; 2010 were approved and transcribed and engrossed by the Clerk. Mayor Sworein two The Mayor swore in two (2) Police Officers, William Cox and Shaun Police Officers Ketcham. Discussion Mayor Reiman said Shaun Ketcham and William Cox had the opportunity to work in our schools specifically in the High School and Middle School. They had a hands -on ability and opportunity (inaudible), Councilmember Naples mentioned this earlier. The administration liad nothing but praise for these two men. They will be keeping their assignments until the end of June at which time they will be assigned to a regular shift. Mayor Swore in The Mayor then swore in two Fire Captains Sam Goddess and Mark two Fire Captains Hruska. The Mayor noted the Fire Commissioner, Councilman Randy Krum was not able to attend and sends his regards. There was a surprise Birthday Party in his honor hosted by his wife. The Mayor spoke about how long Mark Hruska and.Sam Goddess have Discussion been with the Borough of Carteret and what a fine job they have been doing. He asked those present to join in applauding The Fire Department. This is under the Stewardship of Fire Chief Brian O'Connor who is in the back of the room along with other Fire Captains. Where many departments shy away from doing neat and exciting things our Fire Department staff and personnel come up with new ideas each and every day whether it is our morning check up program where they check up on 2. January 6, 2011 the Seniors or disabled just to make sure there are no problems and the Seatbelt Program for small children. They also have a new program Fire Department where our Fire Department will be visiting homes; the residents will sign Discussion up, to check the carbon monoxide and fire alarms and installing emergency escape ladders. The Mayor stated they were going to take a two (2) minute recess at Recess approximately 6:15 P.M. Those who are not interested in staying for the rest of the meeting are welcome to go. At approximately, 6:17 P.M. the meeting reconvened with the same Reconvened members present. At this time the Mayor presented to the Council the 2011 Appointments Presentation of via Resolution and the 2011 Direct Mayoral Appointments for the 2011 Mayoral consideration by Resolutions. Appointments Resolutions #11 -1 through #11 -11 were introduced by the Mayor and Consent Agenda referred to the Council for action: Upon MMS &C, by Councilmembers Sitarz and Diaz Resolutions #11 -12 Adopted through Resolution #11 -21 were adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio and Sitarz voted in the affirmative. Councilmember Naples abstained on Amy Naples for Zoning Board and yes on all Resolution. Councilmember Krum was noted absent. 3. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Naples and Sitarz voted in the affirmative. Councilman Krum was noted absent. Clerk's Office — December 2010 Reports Inspection of Buildings — November & December 2010. 1 1 Upon MMS &C, by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the five (5) Council present, all Reports were ordered to be received and placed on file. Mayor's Appointments for 2011 — Mayor reported that his direct Appointments on file appointments are on file with the Municipal Clerk Kathleen Barney and in Clerk's Office each Councilmember has a copy. Upon MMS &C by Councilmember Diaz and Naples and unanimous Open affirmative vote of the five (5) members present, the public portion of the meeting was opened. Councilman Diaz reported that he had nothing to discuss at this time. Councilman Sitarz replied nothing, Mayor. Councilman Bellino replied that he would reserve his comments for later. 5. January 6, 2011 Borough Attorney Bergen replied nothing, Your Honor. Councilman Naples replied nothing at this time but congratulated the Mayor and welcomed back Councilman Bellino and Councilman Diaz. Councilman DiMascio said he had nothing to add. Discussion by Mayor Mayor Reiman said he had something that he wanted to address. I don't Re: Snow Removal know if it is a perception or miscommunication but I would like to chalk it up to misunderstanding. There were comments made on January 2, 2011 that I took as a blatant attack on the Borough Employees who plowed snow for us during the last major snow storm. There were also comments made about the contractors who did work in the Town. Despite what one person thinks, our Borough employees and staff did a fantastic job. The exact comments were "We waited too long to get our guys on the road and this was one of the reasons are roads were the worst ever ". We were not prepared because we had to put our on plows and trucks on the day of the storm. You were not happy Dennis with the performance of a lot of our Borough employees that were plowing and the inexperience outside that was called in just to make just to make need and really did not know how to plow. I was not 100% happy with the conditions of the roads and I don't think anyone was. Certainly, the Borough Employees weren't but they were out there some thirty to forty hours. When I traveled through Woodbridge and Rahway or New Brunswick and other towns I realized just how good our roads were. I don't know what information you had but the point and time we were able to plow, every plow and every truck was on the roadway. So, I don't know where that information came from but I do know that I was down there on Sunday at which point I declared a State of Emergency. What I do know is that you did not talk to any of the Supervisors, not Mr. DuPont, not Mr. Riley, not Mr. Carnevale and not Mr. DeBella during that entire 48 hour storm. I want to go on record as having said that and quite honestly I think you are wrong for those comments. I think our Borough Employees did a fine job. if you have an 6. January 6, 2011 issue with an individual we can address that with the individual in Closed Discussion - Session. The concept of having contractor employees is something that Continued we started about a year or two ago. No town has the man power and certainly in today's day and age we can't afford to buy twenty new trucks or hire twenty new employees. We were able to tap into between eight and ten private contractors, some using our equipment and some using their equipment. There were School Board Employees that were in school board trucks out working for us as a shared service. I think they did a heck of a job. Councilman DiMascio commented that he did try to call Mr. DuPont but he was on vacation. Mayor asked if he tried his cell phone because he answered my call. What about Mr. Riley, the Streets and Roads Supervisor? Councilman DiMascio replied that he was out on the road. I was out from Monday morning from 5:00 A.M. to 6: 00 P.M., on the road. The Mayor asked if he ever saw Mr. Riley. Councilman DiMascio replied maybe once or twice. The Mayor said according to the Supervisor, you didn't talk to any of them. Councilman DiMascio replied that he is lying. Mayor Reiman asked which one is. Councilmember DiMascio said he spoke to Mr. Riley on the cell phone. The Mayor said they are all lying? 6 1 7 January 6, 2011 Discussion Continued Re: Snow Removal Councilmember DiMascio said he did not say they were all lying. Mayor Reiman asked about Mr. Carnevale. Councilmember DiMascio said he saw Mr. Carnevale sitting in his office. The Mayor then asked what about Mr. DeBella The Mayor asked him what he would have done differently. You're the Councilman in charge of Public Works. I didn't see you down there and I was there Sunday and Monday. You can't put plows on the truck and let them drive for weeks on end. We don't have the equipment; the manpower or the trucks where you can simply stick a plow on it. The county trucks do that and some State trucks, but they are different types of trucks. We had an incident in the park today because one of the trucks has a plow on it and as he was backing up it did damage to a parked passenger vehicle. �o, the plows went on long before they were able to start plowing. When I got down to Public Works, they were salting and sanding on Sunday before the plow trucks went out they were putting the plows on. Most of the trucks had plows on but by the time you were able to plow, by the time the employees got in, every plow was on every available truck. Councilman DiMascio said that the employees were called in at 4:00 A.M. We do have employees that have no idea how to plow. Mayor Reiman asked who they were. Councilman DiMascio replied that he would not mention names. Mayor said he voted for the bill list but you objected to certain contractors and employees and they were on the Bill List. I would add another twenty guys to the Emergency List of Contractors if they have their equipment or capable of using our equipment. The issue is that we 8. January 6, 2011' want to get the roads as clean as possible. I don't think anyone had enough equipment for this type of snow storm. As Thursday and Friday Snow Removal progressed nearly six or seven days after the storm the houses in Continued Monmouth County still had two or three foot of snow and had yet to be plowed. COUncllmember DiMascio said he was not interested in other Counties. The Mayor replied that he agreed with that but my point being is that this has been the worse snow storm in the last ten years. Those trucks were out there, those employees did a great job and two or three hours later you had another five inches of snow with wind drifts, some areas had four or five so I thought it was disingenuous and I thought it was an attack. I have your exact remarks so .... Councilman DiMascio asked if he has these remarks when he praised them for the first three snow storms of the year. Mayor Reiman said this is when you said they did a horrible job, I disagree. After no further discussion, upon MMS &C by Councilmembers Sitarz and Adjourned Bellino and unanimous affirmative vote of the five (5) members present, the meeting was adjourned at approximately 6:24 P.M.
