COUNCIL CHAMBERS – 5938 KAUFFMAN AVENUE AGENDA 1. CALL TO ORDER – Chairman Redmond 2. ROLL CALL – Commissioner Clift, Nimri, Stratis, Haddad, Redmond 3. PLEDGE OF ALLEGIANCE 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA The Transportation and Public Safety Commission will now hear public comments regarding items not listed on the agenda. The procedure to address the Commission is highlighted on the first page of this agenda. 5. CONSENT CALENDAR All consent calendar items may be approved in a single motion as recommended unless removed for further discussion. If members of the Commission or persons in the audience wish to discuss any matters listed on the Consent Calendar, please address them at this time. APPROVAL OF MINUTES – Regular Meeting of October 8, 2014 Recommendation: Approve PROCEDURE TO ADDRESS TRANSPORTATION AND PUBLIC SAFETY COMMISSION: If you wish to address the Transportation and Public Safety Commission, please complete a speaker request form, indicating the agenda item number and submit it to the Clerk. There will be a 3-minute time limit on each speaker, unless waived by the Commission. You have the opportunity to address the Commission at the following times:  AGENDA ITEM: at the time the Commission considers the agenda item.  NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while the Commission values your comments, pursuant to the Brown Act, the Commission cannot take action on any item not listed on the agenda. The listing of any items on the agenda includes the authority of the Commission to take action on such item and to approve, disapprove, or give direction on any item. PARKING CITATION HEARINGS Please note that the hearing is an informal proceeding and the rules of evidence required in a court trial do not apply. Hearing Procedures:  Please complete a speaker request form and submit it to the Clerk.  When your case is called, approach the podium and state your name and address for the record.  State whether or not you are the registered owner of the vehicle cited. If you are not the owner, please state your relationship to the owner.  If you have a witness testifying on your behalf, the witness may be asked to wait in the lobby until called by the Commission.  Present your case to the Commission. If you are submitting any documents or photographs relevant to your case, they will be retained by the City as part of the official file.  The Commission will render a decision to uphold or dismiss your citation. A written notification of the Commission’s decision will be mailed to you.  If your citation is upheld, you may appeal the decision of the Commission to the Los Angeles Superior Court – Stanley Mosk Courthouse. UNFINISHED BUSINESS None 8. NEW BUSINESS A. INSTALLATION OF ALL-WAY STOP CONTROL AT THE INTERSECTION OF LONGDEN AVENUE AND ENCINITA AVENUE Transportation and Public Safety Commission Agenda October 22, 2014 Page 3 of 4 The Commission will consider the installation of Stop signs on Longden Avenue at the intersection with Encinita Avenue, to provide an all-way Stop control at that intersection, and related pavement markings and warning signs on Longden Avenue. The purpose of the proposed all-way Stop control and related signs and markings is to address reduced visibility for vehicles and crossing pedestrians at that intersection. The installation of new Stop signs requires review and recommendation by the Commission and approval by the City Council. Presentation: City Traffic Engineer Recommendation: Recommend that the City Council approve the installation of a new all-way Stop control and related signs and street markings at the intersection of Longden Avenue and Encinita Avenue . B. INSTALLATION OF STOP CONTROLS AT THE INTERSECTIONS OF BARELA AVENUE WITH VAL STREET AND INSTALLATION OF STOP CONTROL, STRIPING, AND RED CURBING AT THE INTERSECTIONS OF BARELA AVENUE WITH CRAIGLEE STREET The Commission will consider the installatio n of Stop signs on Val Street at the two intersections with Barela Avenue; the installation of a Stop sign on Craiglee Street at the northerly intersection with Barela Avenue, and the installation of a yellow centerline and red curbing at the southerly intersection/curve of Craiglee Street and Barela Avenue. The installation of new Stop signs requires review and recommendation by the Commission and approval by the City Council. Presentation: City Traffic Engineer Recommendation: Recommend that the City Council approve the installation of new Stop controls at the intersections of Barela Venue with Val Street and the installation of a Stop control, striping, and red curbing at the intersections of Barela Avenue with Craiglee Street 9.
