The Transportation and Public Safety Commission will now hear public
comments regarding items not listed on the agenda. The procedure to address
the Commission is highlighted on the first page of this agenda.
5. CONSENT CALENDAR
All consent calendar items may be approved in a single motion as recommended
unless removed for further discussion. If members of the Commission or persons
in the audience wish to discuss any matters listed on the Consent Calendar,
please address them at this time.

6. PARKING CITATION HEARINGS
PROCEDURE TO ADDRESS TRANSPORTATION AND PUBLIC SAFETY COMMISSION: If
you wish to address the Transportation and Public Safety Commission, please complete a
speaker request form, indicating the agenda item number and submit it to the Clerk. There will
be a 3-minute time limit on each speaker, unless waived by the Commission. You have the
opportunity to address the Commission at the following times:
AGENDA ITEM: at the time the Commission considers the agenda item.
NON-AGENDA ITEM: at the time for PUBLIC COMMENTS. Please note that while
the Commission values your comments, pursuant to the Brown Act, the Commission
cannot take action on any item not listed on the agenda.
The listing of any items on the agenda includes the authority of the Commission to take action
on such item and to approve, disapprove, or give direction on any item.

Please note that the hearing is an informal proceeding and the rules of evidence
required in a court trial do not apply.
Hearing Procedures:
Please complete a speaker request form and submit it to the Clerk.
When your case is called, approach the podium and state your name
and address for the record.
State whether or not you are the registered owner of the vehicle
cited. If you are not the owner, please state your relationship to the
owner.
If you have a witness testifying on your behalf, the witness may be
asked to wait in the lobby until called by the Commission.
Present your case to the Commission. If you are submitting any
documents or photographs relevant to your case, they will be
retained by the City as part of the official file.
The Commission will render a decision to uphold or dismiss your
citation. A written notification of the Commission’s decision will be
mailed to you.
If your citation is upheld, you may appeal the decision of the
Commission to the Los Angeles Superior Court – Stanley Mosk
Courthouse. You must file your appeal within 35 days from the date
the written notification is mailed to you.

8. NEW BUSINESS
A. CONSIDERATION OF ONE-WAY ALLEYS IN THE DOWNTOWN AREA.
Presentation: Community Development Director
Recommendation:
The Transportation and Public Safety Commission is requested to recommend
that the City Council approve the following:
a) The removal of one-way signs from the four alleys in the area bounded by
Las Tunas Drive, Cloverly Avenue, Woodruff Avenue, and Kauffman
Avenue to allow two-way travel in the alleys;
b) Installation of two additional sets of speed humps for both travel directions
in each alley; and
c) Installation of 15 mph speed limit signs at each end of each alley.
