HomeMy Public PortalAbout09-17-2015THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 17, 2015 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, September 17, 2015, in the Council Chambers at the Municipal Building, 50 North 5'^ Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson, Tony Foster and Dick Foore. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen City Clerk; City Engineer Greg Stiens; Planning Technician Ashley Schultz; Grants Administrator Sharon Palmer; Denise Retz, Cardinal Greenway; Fire Chief Jerry Purcell; and, Media. APPROVAL OF MINUTES Mr. Foore moved to approve the minutes of August 10, 2015, supported by Mr. Foster. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT - None REQUESTS • STREET CLOSURES & TRAFFIC CONTROL BIKETOURBERFEST — SEPTEMBER 26, 2015 As outlined in request. This is the third year for this event. Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. BID OPENINGS • BLIGHT ELIMINATION PROGRAM ASBESTOS ABATEMENT Bids were received as follows: Group 1 Group 2 Environmental Demo Group $32,250.00 $7,700.00 Environmental Asbestos $17,950.00 $6,600.00 The bids were referred to the Department of Metropolitan Development for due diligence. BID AWARDS • STUDEBAKER BUICK - FIRE DEPARTMENT 2016 GMC Terrain SLE AWD TLG26 Not to exceed $24,455.00 Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion carried. 1, Board of Works "nutes September 17, 2015 Page 2 of 2 MIKESELL EXCAVATING, 652 New Garden Road, New Paris, OH 45347 Removal of Unsafe Structures Group 1 — Not to exceed $16,100.00 Group 2 — Not to exceed $33,100.00 Group 3 — Not to exceed $13,600.00 Grand Total — Not to exceed $62,800.00 Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. Renescent Inc. was the low bidder for Group 3; however, due to a request of Renescent, Mr. Foster moved to reject their bid, supported by Mr. Foore. Upon a vote viva voce, the motion carried. CONTRACTS - None CHANGE ORDERS - None ADDENDUMS - None RESOLUTIONS - None PETITIONS - None MISCELLANEOUS RECOMMENDATION TO CONVERT TRAFFIC SIGNAL AT NW 5T" AND RICHMOND AVENUE TO PERMANENT 4 -WAY STOP Mr. Stiens recommended the traffic signal at NW 5'^ and Richmond Avenue be converted to a flashing red 4 -way stop. The cost to install 8 new LED flashing heads is $4,000.00. The Street Department will install stop signs also. Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion carried. ADJOURNMENT After a motion was duly made, the meeting was adjourned.
