The Common Council of the City of Richmond, Indiana met in regular session August 17, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR WINGET
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Probationary Police
Officers Chase Patton & Jessie Tyree; Police Chief Mark Connery; Abby Foster; Interim City Controller
Sandra Spencer, Park Department Community Recreation Director Alisha Estabrook; Police Captain Bill
Shake; Director of Metropolitan Development Tony Foster, Dave Snow; Dakota Collins; Stephanie Hill
Alexander; Wayne County Councilor Peter Zaleski; Gary Turner; Tony Gillam; Sergeant at Arms; and,
Media.
APPROVAL OF MINUTES
Councilor Wissel moved to approve the minutes of the meeting held August 3, 2015, supported by
Councilor Miller. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS - None
COMMUNICATION FROM THE MAYOR
• Saturday, August 15 was the dedication of Jack Elstro Plaza
• Work on the 2016 Budget is progressing well
REPORT OF THE BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the July 30, 2016 meeting were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• POLICE DEPARTMENT — Captain Shake and Councilor Zaleski presented a proposal for
exterior security cameras which would be strategically placed in the community.
Chief Connery introduced Probationary Officers Chase Patton and Jessie Tyree to Council.
MISCELLANEOUS BUSINESS
A copy of the schedule for the proposed 2016 budget process is as follows:
August 28, 2015 Submit proposed budget documents to County Council for
non - binding review.

November 1, 2015 Adoption Salary Ordinance for firefighters and police.
ORDINANCES ON FIRST READING
Councilor Parker moved to read Ordinance Nos. 53, 54 & 55 on first reading by title and Ordinance No.
56 -2015 on first reading in its entirety, supported by Councilor Miller. Upon a vote viva voce, the motion
carried.
ORDINANCE NO. 53 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE, AND APPROPRIATION OF A GRANT FROM THE WAYNE COUNTY, INDIANA,
FOUNDATION (Park)
The Clerk read Ordinance No. 53 -2015 on first reading by title only.
This Ordinance would authorize the City of Richmond Parks Department to submit a grant application to
the Wayne County Foundation in an amount up to Five Thousand Dollars and Zero Cents ($5,000.00). If
awarded, these funds shall be appropriated to fund the 2016 family series sponsored by the Parks
Department.
Councilor Wissel moved to advance Ordinance No. 53 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Goss. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 53 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 53 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 53 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
Councilor Parker moved to advance Ordinance No. 53 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 53 -2015 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 542015 — A SPECIAL ORDINANCE AMENDING THE ZONING MAP FOR A
CERTAIN PARCEL FROM GENERAL COMMERCIAL DISTRICT TO OUTDOOR COMMERCIAL
DISTRICT (0 Chester Boulevard)

This Ordinance would authorize the rezoning of a parcel of land at 0 Chester Boulevard from General
Commercial to Outdoor Commercial District.
Ordinance No. 542015 was referred to the Richmond Advisory Plan Commission for public hearing at its
August 27, 2015 meeting.
ORDINANCE NO. 55 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Ahaus)
The Clerk read Ordinance No. 55 -2015 on first reading by title only.
This Ordinance is a petition of Ahaus LLC for a ten year tax abatement for real estate valued at Four
Hundred Thousand Dollars and zero cents ($400,000.00).
Ordinance No. 55 -2015 was referred to the Tax Abatement Committee for due diligence.
ORDINANCE NO. 56 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE A DONATION FROM HILLS PET PRODUCTS (Police)
The Clerk read Ordinance No. 56 -2015 on first reading in its entirety:
WHEREAS, The City of Richmond, Indiana, has the option of accepting or rejecting donations for a
specific purpose; and
WHEREAS, The acceptance of a donation for a specific purpose constitutes the appropriation of such
property for the intended purpose.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the following shall be accepted and gratefully acknowledged by the citizens of Richmond:
From Hills Pet Products, the amount of Three Hundred Dollars ($300.00) to be used for costs
associated with the purchase and training of dogs for the Richmond Police Departments K -9 Program.
Councilor Miller moved to advance Ordinance No. 56 -2015 to second reading, suspend the rules and
read by title only, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.

Council President Oler declared Ordinance No. 56 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 56 -2015, supported by Councilor Hollis. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 56 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

ORDINANCES ON SECOND READING
ORDINANCE NO. 49 -2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Quanex — manufacturing equipment)
The Clerk read Ordinance No. 49 -2015 on second reading by title only.
Held on second reading until September 8, 2015.
ORDINANCE NO. 51 -2015 - A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6 -1.1 -12.1 (Georgia Pacific - equipment)
The Clerk read Ordinance No. 51 -2015 on second reading by title only.
Councilor Goss asked if he should be recused from voting on this Ordinance due to the fact Mr. Gillam
serves on the Board of Directors at Wayne Bank which is Mr. Goss's place of employment. Mr. Gillam is
also spokesperson for Georgia Pacific in this request for an abatement. Mr. Chidester stated that because
there is no monetary benefit, Mr. Goss does not have a conflict of interest.
This Ordinance is a petition of Georgia - Pacific Corrugated LLC for a ten year tax abatement valued at
Seven Million Seven Hundred Eighty Seven Dollars and zero cents ($7,787,000.00).
Council President Oler declared Ordinance No. 51 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Miller moved for engrossment of Ordinance
No. 51 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion passed.
Councilor Wissel moved to advance Ordinance No. 51 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.

Ordinance No. 51 -2015 was adopted with a 9 -0 roll call vote.
