THE CITY OF RICHMOND, INDIANA,
SEPTEMBER 8, 2015
The Common Council of the City of Richmond, Indiana met in regular session September 8, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
President Oler asked for a moment of silence to honor Bob Wiwi for his life and 22 years of service to the
City of Richmond.
PRAYER BY COUNCILOR PARKER
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse - Nicholson, Bruce Wissel, Clayton Miller, Larry Parker, Ron Oler
and Phil Quinn. Absent were Misty Hollis and Don Winget.
Also in attendance were Kim Vessels, Assistant„ City Attorney; Karen Chasteen, City Clerk; Police Chief
Mark Connery; Metropolitan Development Director Tony Foster; City Controller Sandra Spencer; Human
Resource Director Sue Roberson; Gordon Moore; Fire Chief Jerry Purcell; Denise Bullock; Nick Wilson;
Dakota Collins; Alisha Estabrook; Dan Hedden, H.J. Umbaugh; Kyle Ingram; Dave Bums; Sergeant at
Arms; and, Media.
APPROVAL OF MINUTES
Councilor Goss moved to amend the minutes to include the following request made at the August 17,
2015 meeting:
Councilor Goss asked if he should be recused from voting on this Ordinance due to the fact Mr. Gillam
serves on the Board of Directors at Wayne Bank which is Mr. Goss's place of employment Mr. Gillam is
also spokesperson for Georgia Pacific in this request for an abatement. Mr. Chidester stated that because
there is no monetary benefit, Mr. Goss does not have a conflict of interest.
This motion was supported by Councilor Miller. Upon a vote viva voce, the motion carried.
Councilor Parker moved to approve the amended minutes of the meeting held August 17, 2015,
supported by Mr. Goss. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
Ms. Roberson read a Proclamation by the Mayor declaring September as Hunger Action Month:
WHEREAS, hunger and poverty are issues of grave concern in the United States, the state of Indiana,
Wayne County, and the City of Richmond; and
WHEREAS, the City of Richmond is committed to taking steps to raise awareness about the need to
combat hunger throughout our community and to provide additional resources that
citizens of Richmond need; and

WHEREAS, the City of Richmond is committed to working with Gleaners Food Bank of Indiana in
educating people about the role and importance of food banks in addressing hunger and
raising awareness of the need to devote more resources and attention to hunger issues;
and
WHEREAS, thousands of individuals in our city are food insecure; and
WHEREAS, Gleaners Food Bank of Indiana distributed more than 27,000,000 meals last year,
through its network of food pantries, soup kitchens, shelters and other community
organizations; and
WHEREAS, Gleaners Food Bank of Indiana will be involved, with several community partners, in
numerous events throughout September, to bring awareness and attention to efforts to
fight hunger in local communities;
NOW, THEREFORE, this office does hereby recognize September as HUNGER ACTION MONTH in our
City, and calls this observance to the attention of our citizens. Adopted this 3rd day of September, 2015.

ORDINANCES ON FIRST READING
Councilor Parker moved to suspend the rules and read Ordinance Nos. 52 & 59 -2015 on first reading by
title only and Ordinance No. 57 -2015 read in its entirety, supported by Councilor Miller. Upon a vote viva
voce, the motion passed.
ORDINANCE NO. 52 -2015 - A SPECIAL ORDINANCE AUTHORIZING THE CITY OF RICHMOND TO
RECEIVE DONATIONS FOR RICHMOND FIRE DEPARTMENT PROGRAMS
The Clerk read Ordinance No. 52 -2015 on first reading by title only.
This Ordinance would authorize the Richmond Fire Department to seek donations for programs
sponsored by this Department.
Councilor Parker moved to advance Ordinance No. 52 -2015 to second reading and read by title only,
supported by Councilor Cruse- Nicholson. Upon a vote viva voce, the motion carried.

Councilor President Oler declared Ordinance No. 52 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Quinn moved for engrossment of Ordinance
No. 52 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
Councilor Wissel moved to advance Ordinance No. 52 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion
carried.

Ordinance No. 52 -2015 was adopted with a 7 -0 roll call vote.
ORDINANCE NO. 57 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,
ACCEPTANCE AND APPROPRIATION OF A GRANT FROM THE REID COMMUNITY BENEFIT (Park)
The Clerk read Ordinance No. 57 -2015 on first reading in its entirety.
This Ordinance reads as follows:
WHEREAS, In accordance with Indiana Code (IC) 36- 1 -4 -10, a municipality may execute any
documents necessary to receive money from the state or federal government or any
other source, and said documents are prepared and executed by the City executive
administration, provided that the Common Council of the City of Richmond as the
legislative body of the City approves an ordinance for the appropriation of any monies
received in accordance with IC 36- 4 -6 -18; and
WHEREAS, The Reid Community Benefit has grant funding available through its "Reid Community
Benefit Grant" program and if said funds are awarded to the City, the Parks Department
wishes to use the grant to fund program support for the 2016 Just Us Kids Out ("JUKO")
Summer Camp Program; and
WHEREAS, The City of Richmond Parks Department has submitted or will submit a grant application
to obtain funds for the 2016 JUKO Program held by the Parks Department; and
WHEREAS, No local match is required.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as
follows:
1. The City of Richmond Parks Department has submitted or will submit, as authorized by IC
36- 1 -4 -10, a grant application to the Reid Community Benefit.
2. The City of Richmond Parks Department is authorized to accept said grant funding in an
amount up to Ten Thousand Dollars and Zero Cents ($10,000.00).
3. Said funds, if awarded, shall be appropriated to fund the 2016 JUKO Summer Camp
Program held by the Parks Department.
Councilor Wissel moved to advance Ordinance No. 57 -2015 to second reading and read by title only,
supported by Councilor Goss. Upon a vote viva voce, the motion carried.

being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 57 -2015, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion carried.
Councilor Wissel moved to advance Ordinance No. 57 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Cruse - Nicholson. Upon a vote viva voce, the motion
carried.

Ordinance No. 57 -2015 was adopted with a 7 -0 roll call vote.
ORDINANCE NO. 59-2015 — AN APPROPRIATION ORDINANCE KNOWN AS THE 2016 BUDGET
The Clerk read Ordinance No. 59 -2015 on first reading by title only.
Ordinance No. 59 -2015 will be heard on second reading October 5, 2015.
ORDINANCES ON SECOND READING
ORDINANCE NO. 49-2015 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.
6-1.1 -12.1 ( Quanex - manufacturing equipment)
This Ordinance is a petition of Quanex Homeshield LLC for a ten year tax abatement on manufacturing
equipment valued at Four Hundred Eight Thousand Six Hundred Eighty Five Dollars and zero cents
($408,685.00).
Councilor Wissel asked this Ordinance No. 49 -2015 to be tabled until due diligence can be completed.
ORDINANCE NO. 5&2015 — A SPECIAL ORDINANCE AMENDING THE ZONING AP FOR A CERTAIN
PAREL FROM GENERAL COMMERCIAL DISTRICT TO OUTDOOR COMMERCIAL DISTRICT (0
Chester Boulevard)
This Ordinance would amend the zoning of a platted and surveyed area of the real estate's zoning to an
Outdoor Commercial (OC) District in order to allow the property to be zoned as an OC District and to
allow the use of the lot for a car sales business. The Plan Commission recommended approval.
The Clerk read Ordinance No. 54 -2015 on second reading by title only.
Councilor President Oler declared Ordinance No. 54 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 54 -2015, supported by Councilor Miller. Upon a vote viva voce, the motion carried.
Councilor Wissel moved to advance Ordinance No. 54 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Miller. Upon a vote viva voce, the motion carried.

ORDINANCE NO. 55-2016 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL AOF A
STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C.

This Ordinance is a request of Ahaus LLC for a ten year tax abatement on real estate valued at Four
Hundred Thousand Dollars and zero cents ($400,000.00). The Tax Abatement Committee recommended
approval.
The Clerk read Ordinance No. 55 -2015 on second reading by title only.
Councilor President Oler declared Ordinance No. 55 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Cruse - Nicholson moved for engrossment of
Ordinance No. 55 -2015, supported by Councilor Quinn. Upon a vote viva voce, the motion carried.
Councilor Wissel moved to advance Ordinance No. 55 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Parker. Upon a vote viva voce, the motion carried.
