The following were noted present: Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Randy Krum " Susan Naples " Joseph W. Sitarz Also noted present was Kathleen M. Barney, Municipal Clerk and Robert Bergen, Borough Attorney. The Clerk stated that on January 4, 2010, the 2010 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the Bulletin Board. It was published in The Home News Tribune on January 6, 2010 and in The Star Ledger on January 8, 2010. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. AGENDA MEETING September 9, 2010 PRESENT STATEMENT OF MEETING NOTICE Silent Prayer/ Pledge of A7legit:ce 1 SEPTEMBER 9, 2010 MINUTES FOR Upon MMS &C by Councilmembers Krum and Naples and APPROVAL unanimous affirmative vote of the full Council present, the Minutes of August 5 and 29, 2010 were approved and transcribed and engrossed by the Clerk. COMMENDATIONS Susan Skoczpiec. Susan Skoczpiec Mayor Reiman asked Susan Skoczpiec to come forward so he and Councilmember and Police Committee Chairperson Sitarz, could present her with a commendation. He spoke about her being an Administrative Assistant at the Police Department and the Coordinator of National Night Out, which has received national recognition. He then read her commendation into the record: COMMENDATION "WHEREAS, the Borough of Carteret has joined thousands of other municipalities across the county in celebrating National Night Out on August 3, 2010. WHEREAS, the Borough of Carteret has gained recognition for its tremendous resident participation in the National Night Out Program; and WHEREAS, said program has been such a success because of the untiring efforts of it's Coordinator, SUSAN SKOCZYPIEC 'WHEREAS, because of Susan's diligence, National Night Out has become a very worthwhile program in the Borough of Carteret; and NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR OF THE BOROUGH OF CARTERET, publicly recognize and show appreciation to Susan for the great impact she has made on our community not only for the past years but for many years to come." 11 SEPTEMBER 9, 2010 Dr. Jack Bradley, CHS Band. Mayor Reiman asked Dr. Bradley to come forward. He presented him with a donation from The Carteret Business Partnership, which was a check for $950.00 and a $500.00 check from Mayor Reimans Children Charity Trust Fund. The Clerk said she was in receipt of a Communication of the Carteret Planning Board, recommending adoption of proposed amendments to the West Carteret Commercial Redevelopment Plan. The Clerk said she was in receipt of a Communication of the Carteret Planning Board, recommending adoption of proposed amendments to the Middlesex Avenue Residential Redevelopment Plan. Upon; MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the Rill Council present the Communications were received and placed on file. The Clerk stated that Ordinance #10 -12 was introduced and adopted on First Reading at an Agenda Meeting of the Borough Council of the Borough of Carteret held on August 5, 2010. It was duly published in The Home News :Tribune on August 10, 2010 with notice that it will be considered for final passage after Public Hearing to be held on September 9, 2010 at approximately 6:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. There was no comments or objections from the public. Mayor Reiman explained I 13 authorizes the Senior Sewer Rebate Program providing up to a $100.00 rebate for seniors, all veterans and or disabled residents. He said this is the 6` year of the program. Mayor Reiman explained 114 is a resolution authorizing a deferred tax plan for the 2010 calendar year for those residents who are having financial difficulties. 1. Authorizing Execution of an Agreement with Middlesex County for an Automatic License Plate Recognition System. 2. Budget Insertion, $600,000.00 from Green Acres Program. 3. Approval to Submit and Execute Grant with NJDOT for Hermann Avenue/Romanowski Street Phase III. 4. Extending Annual Sewer System Emergency Service Contract for an Additional Year. 5. Professional Services -T &M Associates, Re: East Cherry Sanitary Sewer Cleaning & TV Inspection. 6. Adopting Recommendations and Amendments to the Nest Carteret Commercial Redevelopment Plan. 7.
